2 Context 

Te Kōhanga Reo o Te Ngākau Mahana is in Henderson, West Auckland. Whānau have strong links to the local iwi of Te Kawerau ā Maki and share strong aspirations for mokopuna to grow confidence in te reo Māori, tikanga Māori and Te Ao Māori

3 Evaluation Focus

How well do whānau processes and systems foster positive outcomes for mokopuna learning and wellbeing?

Whānau have some processes and systems in place that promote mokopuna learning and wellbeing. 

4 Findings - Mana Whakahaere

Whānau systems and processes manage most aspects of the kōhanga reo operations. Hui ā whānau are well attended and encompass a variety of discussions. Minutes document valuable insights. Most health and safety policies and procedures are evident and provide guidance for whānau and kaimahi practices. A strategic plan highlights long term aspirations whānau hold for mokopuna. This approach is influenced by information from Te Ara Tuāpae. An action plan outlines strategies to pursuing and tracking progress towards strategic goals and objectives. The annual plan details key administrative and operational tasks and when these are to be completed. Mokopuna are at the center of whānau whakahaere

Kaimahi have established processes for planning and assessment. They work together with whānau to design the māhere ako. Planning is linked to Te Whāriki a Te Kōhanga Reo and defines key objectives and learning outcomes for mokopuna. Year, term and weekly plans incorporate various activities and excursions to enhance learning. Kōpaki capture and share the unique learning journeys and experiences of individual mokopuna with their whānau. Kaimahi utilise Mātai Mokopuna to identify and monitor mokopuna growth and progress overtime. Mokopuna benefit from collective kaimahi processes.

Key Next Steps

Whānau acknowledge the need to strengthen understanding of their roles and responsibilities. It is important that a strategy is developed and implemented to ensure whānau engage and contribute to the development and review of kōhanga reo operations. Mokopuna benefit when operations are managed in their best interests. 

Programme evaluation remains as an area that requires attention. While kaimahi meet regularly to discuss the learning programme, these discussions require formalising. It is time for kaimahi establish a process to identify what worked, what did not and what needs to improve to strengthen the quality of the learning programme. 

Emergency drills for fire and earthquake have not been practiced and documented. Whānau must ensure requirements for emergency evacuation drills are carried out and recorded.   

Other matters related to personnel documentation are still yet to be sighted, whānau and ERO agree that these will be made available during the onsite visit. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure adults providing education and care are familiar with relevant emergency earthquake and fire drills and carry these out with children on an at least three-monthly basis

  • establish a process to evaluate the effectiveness of the learning programme.

6 Recommendation

ERO recommends that kōhanga reo whānau continue working alongside the district office for support with the concerns identified in this report and to ensure personnel documentation are made available during onsite visit.

1 Context

Te Kōhanga Reo o Te Ngākau Mahana is located in Henderson, West Auckland. The kōhanga reo operates in a well-developed building and designated section at Henderson High School where children also have links to the marae and whare on the school site. The kōhanga reo has connections to Te Kawerau ā Maki, a local iwi in the Waitakere area.

2 The Evaluation Findings

How well do children show confidence in their learning?

Children show confidence in their learning and relationships with others at the kōhanga reo.

Ngā Taumata Whakahirahira

Children are well supported to learn te reo Māori. Kaimahi use a range of techniques such as repetition, hand gestures, and questioning to reinforce children’s language development. Local kuia guide children and whānau to develop their knowledge of te reo Māori and tikanga. Some kaimahi and whānau members confidently use te reo Māori alongside children. Children show their understanding of te reo Māori as they recite karakia and pepeha, and sing hīmene and other waiata. Some children speak te reo Māori to other children and adults. They respond appropriately to questions, and initiate conversations with others. Babies respond to te reo Māori using non-verbal gestures, such as babbling and smiling. Children are developing as learners of te reo Māori.

Children learn about tikanga that is relevant to their kōhanga reo. They participate in mihi whakatau and are aware of their role to welcome visitors to the kōhanga reo. Children are familiar with routines and know what is expected of them during formal parts of the learning programme. They have opportunities to stand proudly when they recite their mihi, and lead karakia at meal times. Children move confidently and interact appropriately in their environment.

Children interact well with others in their kōhanga reo. Whanaungatanga is important in the kōhanga reo. Adults model aroha, manaakitanga, ataawhai and āwhina, which fosters positive interactions between children. Children have meaningful relationships with kuia, kaimahi and whānau. They enjoy socialising with other children and adults. Older children can express who they are through their pepeha. Children learn about who they are and their connections to others.

Children are nurtured in a loving and caring environment. They hear and see the enthusiasm of kaimahi and whānau in the kōhanga reo. Children express confidence and enjoyment when singing waiata. Tuakana teina relationships are evident in the positive ways that children interact with each other. New children are settled with affection, and made to feel secure in their kōhanga reo. Children are comfortable and settled in the kōhanga reo.

Children enjoy exploring their kōhanga reo and nearby environments. They have opportunities to learn and play indoors and outdoors. Children participate in korikori tinana with enthusiasm and are developing confidence in their learning through the range of activities they initiate or participate in. Children confidently explore their immediate learning environments as part of their learning.

Planning and Evaluation

Programme planning is purposeful. Kaupapa ako are based on te ao Māori and te ao whanui. The kuia has guided kaimahi and whānau members through the process of planning in line with Te Whāriki and Te Korowai. Learning experiences and activities for children cater for their interests, meet their needs and make learning fun. Children benefit from planned learning experiences.

Whānau management practices are sound. There are expectations of whānau to participate in decision making. Strategic planning reflects the current and future goals of the whānau. The annual plan provides a useful overview to guide whānau management. This information is used to report progress towards achievement. The whānau are responsible employers who ensure personnel documentation is current and maintained. Kaimahi appraisals are carried out. The kōhanga reo is managed to support children’s learning and development.

Self-review is adequate. There is regular reporting to whānau hui on all aspects of whānau operations. The whānau is making progress to review their policies and procedures, and are learning more about the importance of these. Most of health and safety policies and procedures are current and in place. Children’s wellbeing and interests are considered as part of self-review practices.

Key Next Steps

Assessment practices are developing. Kaimahi are being supported to learn more about how to monitor and assess children’s learning over time. Individual children’s learning is not monitored very well. Because of this, kaimahi and whānau are unable to meet needs and interests of all children.

Programme evaluation is not well implemented. Kaimahi have some knowledge of programme evaluation, however they require further support to increase their capability to determine the quality of the learning programme. The learning programme is not consistently evaluated to maintain ongoing improvements for children.

While most health and safety procedures are followed, it is important to ensure that policies for administering medicines and for hazard checks are followed and maintained.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish a process for evaluating the effectiveness of the learning programme

  • ensure the administering of medication aligns with kōhanga reo policy and regulatory requirements

  • ensure all practical steps are taken to eliminate, isolate, or minimise hazards to the safety of children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • to seek support from Te Kōhanga Reo National Trust to strengthen assessment and evaluation practices in the kōhanga reo.

The next ERO evaluation of Te Kōhanga Reo o Te Ngākau Mahana will be in three years.

1. Context

Te Kōhanga Reo o Te Ngākau Mahana operates from a well developed building and designated section at Henderson High School, West Auckland. The majority of children who attend kōhanga reo are two years old or younger. Most have little prior knowledge of te reo Māori when they begin and the kōhanga reo is the only place they are exposed to te reo Māori. Te Ngākau Mahana maintains the kaupapa of kōhanga reo well.

The whānau and kaimahi demonstrate a strong commitment to nurturing children in a te reo Māori environment. Children are developing well as beginning speakers of te reo Māori. Children are cared for and learn in a positive environment. Children are happy and settled.

2.  The Review Findings

How well are children supported to learn te reo Māori?

Children are well supported to learn te reo Māori.

Ngā Taumata Whakahirahira

Children learn in a te reo Māori environment. Kaimahi speak te reo Māori to children throughout the day. They use te reo Māori in formal learning sessions where children have opportunities to take lead roles. Kaiako ask children to lead and recite karakia. These activities help children to develop confidence. Children enjoy singing waiata and performing waiata-ā-ringa. Kaimahi use a range of exciting activities and strategies to captivate and support children’s te reo Māori development. Children respond well in te reo Māori when supported by kaimahi. Children are developing positive foundations for learning te reo Māori.

Children learn about te ao Māori. Kaimahi use a range of strategies to focus children on karakia at the beginning of the day. Children are developing knowledge of their individual pepeha and whakapapa. They hear the pepeha of their kōhanga reo. Tuakana fulfil their role and responsibility as tangata whenua. Children are comfortable in Māori settings.

Children enjoy going to kōhanga reo. Kaimahi inspire children to learn. They use their skills in creative ways to support children’s learning. Children are happy and comfortable in their surroundings.

Children experience positive relationships while at the kōhanga reo. They are encouraged to learn with and alongside others. Kaimahi are warm and loving towards children. Tuakana and teina are caring towards babies and include them in their play. Children are calm, happy and settled.

Children are stimulated and motivated learners. They have opportunities to follow their own interests. Kaimahi encourage children to be creative and imaginative. Children are curious and ask questions. Children are confident in their environment.

Planning and Evaluation

Children benefit from purposeful curriculum planning that builds on their interests. Kaimahi use an effective planning model to support children’s learning needs. The daily programme guides the teaching of te reo and tikanga Māori. Children gain knowledge and confidence from well planned learning experiences.

Children are well supported by whānau. Some whānau members take an active role in the kōhanga reo operations. They prepare healthy food for children and provide whānau awhi regularly.

Whānau are committed to the kaupapa of Te Kōhanga Reo. There is a strong sense of care and love throughout the kōhanga reo whānau.

Whānau management practices and processes are clear. The charter and policies are well developed and core health and safety practices are in place. Appraisals are in place and agreed professional learning and training support kaimahi in their work. Whānau know their priorities and goals for the future direction of the kōhanga reo. Whānau receive regular reports the day to day operations of the kōhanga reo and the programme for children. Whānau attend to emerging issues and concerns promptly. The whānau has good financial management systems. Children’s interests and wellbeing are central to whānau planning and organisation.

Key Next Steps

Assessment does not show what progress children are making. Whānau have limited information about their child’s learning. Kaimahi have had little support and training to help them improve their assessment practices.

Programme evaluation is limited. Programme evaluation does not identify improvements to the learning programme or focus on children’s belonging and identity.

While whānau know their priorities and goals for the future they have not completed an annual plan. They do not report, monitor and record progress towards achieving their goals.
