1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Pāhou is marae based on Te Pahou, Gisborne. The whānau have close links to Te Pāhou Marae, Ngāti Maru and Rongowhakaata. Te reo Māori, tikanga Māori and mātauranga Māori are important to whānau

3 Evaluation Focus

How well do mokopuna benefit from focussed learning and care through management systems and operations?

The whānau manage the administration of kōhanga reo systems in the best interest of their Mokopuna.

4 Findings - Mana Whakahaere

Whānau have effective administration practices in place to manage the kōhanga reo operations. The Tūtohinga provides guidance and direction for whānau to manage the kōhanga reo. It prioritises te reo Māori as the kaupapa and underpins all tikanga and kawa in the kōhanga reo. Good financial management practices are in place. The whānau regularly review policies and procedures to ensure they reflect legislative requirements. Kaimahi undertake emergency drills regularly, these are well documented and kept on file. The annual plan provides clear guidance and timelines required to meet key administrative tasks. Whānau collectively make decisions that focus on mokopuna.

Strategic planning includes the vision and aspirations whānau hold for mokopuna. There is a focus on continual growth and improvement. An action plan defines identified priorities and goals to promote sustainability for the future. Personnel matters are well managed. Kaimahi employment documentation includes employment contracts and kaimahi safety checks. Kaimahi performance appraisals are complete with an ongoing focus on building capability. There is a focus on building kaimahi skill and capability to become effective, future leaders. Mokopuna benefit from informed decision making that promotes sustainability. 

Kaimahi planning, assessment and evaluation is underpinned by values of whanaungatanga. Planning includes kaupapa whānui, kaupapa whāiti and desired learning outcomes for mokopuna. Whānau members and purapura contribute to planning. Kaimahi use a variety of assessment methods. These include profiles and matai tamaiti. Information captured highlights individual mokopuna learning, progress and achievements over time. Kaimahi meet regularly to reflect on the quality of the learning programme and their practices. Whānau are well informed of what mokopuna are doing and learning. 

Key Next Steps

Whānau continue to build internal evaluation to further provide positive outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau recommends whānau collectively continue to enhance the quality of learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Te Pāhou is marae based on Te Pahou, Gisborne. The whānau have close links to Te Pahou Marae, Ngāti Maru and Rongowhakaata. The kaiwhakahaere is highly experienced and supports kōhanga reo operations. Many of the whānau are young mothers. The new kaiako is supported in his role. He has access to a range of people in the local and wider community. The whānau is committed to providing quality education for their tamariki.

2 The Evaluation Findings

How well do children display a sense of belonging in the kōhanga reo whānau?

Older children show that they are developing in confidence to participate in learning in the kōhanga reo and wider community.

Babies appear to enjoy learning alongside their tuākana.

Ngā Taumata Whakahirahira

Children interact positively with others. Kaimahi have created a warm, welcoming and nurturing learning environment. They promote manaaki and tiaki between adults and children and model these expectations in the daily programme. Children’s learning activities foster co-operation and encourage sharing. Kaimahi regularly acknowledge and praise children’s efforts. Planting and caring of the māra kai helps children to develop an understanding about atua Māori. Produce from the māra kai is shared with the whānau. Whānau enjoy seeing and hearing about their children’s learning. Tuākana care for and support tēina. Kaimahi are responsive to babies’ needs and care. Children enjoy learning with their peers.

Children learn about their marae, hapū and iwi. The traditions and histories of Te Pahou Marae, Ngāti Maru and Rongowhakaata are a part of children’s learning experiences. Waiata, whakapapa, pepeha and local stories are integrated into the daily programme. Children learn haka, waiata and mōteatea of the local hapū. Kaimahi provide children with opportunities to participate at marae events at Te Pahou and other marae to hear and see tikanga in practice. Children hear the formal language of whaikōrero, karanga and waiata of the local hapū. Children are comfortable as tangata whenua. 

Children are learning to communicate in te reo Māori. Kaimahi use a range of strategies to support children’s language development. Activities enable children to recognise names for colours, numbers and shapes. Kaimahi use questions to encourage children to talk about their learning using te reo Māori.  They support children to sing, recite karakia and know how to reply and thank others. Older children are learning to lead karakia and waiata. Younger children listen and communicate their understanding of te reo Māori through mimicking, hand actions, eye movement and body language. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Children’s learning programmes are structured and purposeful. Kaimahi follow a clear process for planning. There are links to Te Whāriki that guide delivery. Kaimahi work collaboratively with each other and encourage whānau feedback related to themes for each term. They support each other particularly when children transition between activities in the learning programme. The new kaiako receives ongoing support and mentoring in their role. Kōnae mokopuna (children’s learning profiles) are used help kaimahi to track and monitor individuals general progress in learning. Kaimahi regularly meet to discuss planning, assessment and evaluate the learning programme to identify ways to improve children’s learning opportunities. Children’s learning development is considered.

Whānau are responsible managers of the kōhanga reo. The kaiwhakahaere provides support with the daily operations as part of the management practices. Whānau hui are organised monthly at alternate venues to enable whānau to attend. Kaimahi provide regular reports about children’s learning. Policies are reviewed to keep these up to date with legislative requirements. The whānau monitor their strategic and annual plans to track their progress against agreed goals. Whānau manage the kōhanga reo in the best interests of their children.

Key Next Steps

Assessment practices are developing. While kaimahi use kōnae mokopuna to track learning, these are very general. Kaimahi need to consider collecting information about each mokopuna to better track their individual learning progress.

Although there are opportunities for children to learn as tuakana teina, further consideration for the needs of specific groups of children will enhance the quality of learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Document an annual plan to support the ongoing growth and development of the kōhanga reo. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Pāhou will be in three years.
