1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Pārekereke o te reo is in the small settlement of Whatatutu which is approximately 50 kilometres inland from Gisborne. The kōhanga reo is situated on Te Marae o Mangatū. The kōhanga reo promotes the history, culture, and traditions of the local area. Mokopuna attend Te Kura Kaupapa Māori o Whatatutu.

3 Evaluation Focus

How well do mokopuna participate in learning?

Mokopuna know how to conduct themselves during the formal parts of the programme. They also show enjoyment when they explore and work alongside their peers and at times on their own.

4 Findings

Mokopuna enjoy an environment where learning is varied. Being marae based they have regular opportunities to attend marae events. Mokopuna are supported to lead aspects of tikanga practices such as mihimihi, karakia and whakatau manuhiri. This enhances their understanding of their roles and responsibilities as tangata whenua. Mokopuna are provided a range of group activities that they enjoy. Prompts, questions, and repetition supports mokopuna to extend their thinking, curiosity, and communication skills. Kaimahi know mokopuna well and are loving, nurturing, and caring towards them. Mokopuna are regularly praised for their efforts. They are encouraged to share resources and consider others. Relationships are enhanced through mahitahi and problem-solving skills are strengthened. Mokopuna have access to a space where they can wānanga on their own. Mokopuna demonstrate they are curious learners.

Whānau are actively involved in the management of their kōhanga reo. Hui are regular and decision making is collective. Detailed history in their tūtohinga articulates the origins and history of their kōhanga reo. Whānau aspire for mokopuna to be successful, in te reo Māori, tikanga Māori and to stand confidently on their marae. Whānau are inspired by the progress their mokopuna are making in speaking te reo Māori. This has encouraged them to attend kura reo at the kura. A variety of reports inform whānau of operational matters and mokopuna learning.

The annual plan guides the implementation of key operational tasks. Personnel matters are managed by the kōmiti whānau. Individual employment agreements and job descriptions provide clear guidance for kaimahi. Whānau work together for the benefit of the mokopuna.

Kaimahi have detailed planning, assessment and evaluation practices that aligns with Te Whāriki. Planning caters for individual learning needs, interests, and ages. A range of assessments are in place. Mātai mokopuna and Mātai i te kura nui record what excites mokopuna, skills they have learnt, level of competency and where strengthening is required. Kōnae mokopuna are hand-made and beautifully presented to highlight all the positive learning experiences. Clear communication with whānau allows a platform where they can share their thoughts and feedback. Kaimahi hui fortnightly. They discuss what is going well and areas of improvement needed. They adapt the learning programme accordingly. Mokopuna individual learning needs are well catered for.

Key Next Steps

The strategic plan is currently under development. Whānau have recorded their aspirations and goals but have yet to merge their ideas into Te Ara Tūāpae. It is important that this happens including an action plan to show how the goals will be achieved. This will ensure the kōhanga reo is sustainable into the future.

Kaimahi appraisals require attention. To support kaimahi, it is important that the outcomes of the appraisals are enabled by allowing them to attend professional development opportunities. It is important that the quality of their teaching practice contributes to the ongoing growth and learning of all mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that:

  • whānau continue to support kaimahi and work alongside the district office to address the key next steps in this report.

Evaluation

Te Kōhanga Reo o Parekereke o Te Reo is at Mangatū Marae on the outskirts of Gisborne. Children are immersed in an authentic marae context of learning. Whānau members send their children to this kōhanga reo for the learning and care that Parekereke kōhanga reo provides. Whānau members recognise they need to be more involved in the overall management of their kōhanga reo. 

The next ERO review of Te Kōhanga Reo o Pārekereke o Te Reo will be in three years.

1 Context

Te Kōhanga Reo o Pārekereke o Te Reo is at Mangatū Marae on the outskirts of Gisborne. There is a strong and sustained whānau focus to promote Parekereketanga. Kaumātua continue to uphold all areas of the kohanga reo for children.

2 The Review Findings

How well do children show positive behaviours, confidence and value for the Parekereke identity?

Children are developing positive behaviours and confidence and show they value their Parekereke identity.

Ngā Taumata Whakahirahira

Children experience nurturing and affirming interactions. They are confident in their learning environment and thrive on the manaaki and aroha they receive from adults. They show respect and consideration towards each other during independent and shared learning times. Children learn about kawa and tikanga of their local marae. Children are settled and happy at kōhanga reo.

Children receive rich and meaningful experiences relating to Mana Atua. The kaiako and kaimahi immerse children in learning that includes local karakia and moteatea. Children like to talk about the different atua Māori with kaimahi. They show an awareness and respect for formal tikanga for the marae, manuhiri and tangata whenua. There is a focus on the importance of health and well-being. Children are supported in a learning environment that reinforces atua Māori in their lives.

Children experience rich learning opportunities at the kōhanga reo and the marae. Children have access to a highly interactive learning curriculum that strongly promotes Mangatūtanga. The extensive knowledge and expertise the koroua and kaiako provide for children is highly valued by whānau. Children are able to perform and communicate their reo and tikanga outside the kōhanga reo.

Children love to explore. The learning programme is designed to build children’s confidence to explore their environment. Activities at the marae help children to understand and care for the whenua and their environment. Kaupapa learning supports children to make links to their ancestors, whenua, waka, maunga, marae, iwi, whānau and whakapapa. Children are able to grow their use of different words and phrases as they make new learning choices. They are confident to share their pepeha. Children learn about Te Ao Māori and the wider world.

Planning and Evaluation

The kōhanga reo is managed in the interest of mokopuna learning and care. The koroua and kuia of the kōhanga provide good management of their kōhanga reo for children and the whānau. Whānau hui minutes provide good transparency and covers all areas of the kaupapa. Children’s learning and care, is at the centre of kōhanga management.

Key Next Steps

In discussion with ERO during the onsite review, it was identified that internal review should be strengthened across all areas of the kōhanga reo. This includes review of the tutohinga, policies and procedures and the regular review of programmes and assessment. ERO encourages this key next step.

Whānau acknowledge that this is a good time to increase their involvement in the management and operations of the kōhanga reo so that their long term future is assured. ERO recommends whānau seek advice and guidance from their TKRNT and purapura whānau to develop a succession plan.

Whānau agree that Te Whāriki planning needs to be reviewed to capture the local knowledge of Mangatū.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. ERO identified areas of non-compliance relating to staffing. To meet requirements the service needs to improve its performance in the following areas and ensure that:

3.1 all those working with children at kōhanga reo are police vetted.

Te Kōhanga Reo o Parekereke is situated at Mangatū Marae on the outskirts of Gisborne. Kaimahi and whānau are committed to providing traditional and exciting learning experiences. They successfully develop their children’s confidence and capabilities as speakers of te reo Māori.

The kōhanga whānau choseTe Whārikias their focus for this Education Review. Learning programmes are planned to support the development of children through ngā taumata whakahirahira and ngā taumata whakahaere. Children are provided with diverse learning experiences.

Children value their ancestral connections to the land. Whakapapa, whanaungatanga and manaakitanga underpin the respectful and nurturing interactions and relationships. Children talk about various atua Māori and their specific roles and purpose. Children enjoy the conversations they have about their learning.

Kaimahi are highly effective in developing children’s language. Programmes are well planned, exciting and stimulating. Children use te reo Māori as the only form of communication. Children are confident learners who are encouraged to make well considered decisions about their learning.

Whānau have clear strategic direction with specific goals and priorities. The kōhanga reo is managed well for children. Whānau discuss health, safety, wellbeing, whānau involvement and participation, te reo Māori me ona tikanga,Te Whārikifor learning and personnel. Whānau report they are very pleased with the successful learning outcomes for their children. Whānau are well placed for self review.

Future Action

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.

3 Review Priorities

The Focus of the Review

Before the review, the whānau of Te Kōhanga Reo o Pārekereke o te Reo was invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at Te Kōhanga Reo o Pārekereke o te Reo .

The whānau chose as its focus area:

Te Whāriki

Background

The kōhanga reo whānau choseTe Whārikias a focus for this Education Review. Ngā Taumata Whakahaere is considered as a part of Ngā Taumata Whakahirahira.Te Whārikioutcomes for children are evaluated throughout Ngā Taumata Whakahirahira.

Areas of good performance

Mana Reo.Te reo Māori strategies are highly effective. Kaimahi model the use of language in everything children do. They demonstrate to children how the language is used for communication about wairua, tinana and hinengaro. Children are immersed in rich and varied te reo Māori learning environments. They are developing confidence and ability to use te reo Māori in different situations. Children are developing confidence, knowledge and capabilities as early speakers of te reo Māori.

Mana Atua.Mana atua is integrated naturally throughout all learning. Waiata helps kaimahi to settle and transition children. Ngā atua Māori are acknowledged in various learning situations including formal events on the marae, hikoi and maara kai. Children show a strong awareness of ngā atua Māori.

Mana Whenua.The kōhanga reo whānau and kaimahi use their marae and natural resources to enrich children’s learning. Kaimahi personalise learning for children. They teach them about conservation to encourage preservation of hapū and iwi traditions. Children show a strong affinity to the land and their marae.

Mana Tangata.Kaimahi have rich conversations with children throughout the day. Local Māori traditions and beliefs form a strong part of the learning programme. Children are developing an awareness of their roles as tangata whenua and are able to actively participate in a variety of traditional contexts. Children are highly engaged and motivated in their learning.

Mana Aoturoa.Children receive wide and varied learning experiences. They are engaged in learning about their immediate environment and the wider world. Planned outings enable children to explore their marae environment where they learn about their natural and ancestral landmarks.

The kōhanga reo host Matariki New Year celebrations. The children and whānau have developed a marae based garden for the wider whānau to care for and use. They have learnt about conservation and caring for their land by developing and maintaining their own compost.

Planning and Evaluation

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga reo whānau plans, manages and monitors all areas of kōhanga reo operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.

Areas of good performance

Kōhanga reo management.The kōhanga reo is managed effectively. Whānau members fulfil their responsibilities as managers. They are clear about their strategic direction and annual priorities. There is a strong focus on ongoing development and growth of whānau and kaimahi. Regular hui are held throughout the year. Good systems and practice follow the kōhanga reo charter. Whānau members demonstrate a strong commitment to the kaupapa of Te kōhanga reo.

Programme planning.Kaimahi maintain detailed programme plans. Plans clearly link toTe Whārikiobjectives and desired outcomes for children across three main learning groups. The planning process involves all kaimahi and includes whānau input. Planned programmes of learning are well implemented by kaimahi.

Children’s progress and development.Kaimahi collect and record good information about children’s holistic development and their learning linked toTe Whāriki.Methods for recording and reporting children’s progress include kaimahi comments that refer to learning outcomes for each planned kaupapa.

Strategic direction.The strategic plan provides whānau members with clear direction for strategic management. The whānau have a well considered strategic plan. The plan highlights relevant goals for whānau to work through. The implementation of these goals are discussed at whānau monthly hui.

Area for development

Programme evaluation.Kaimahi and whānau were unsuccessful at locating their hui minutes at the time of this review. They report that programmes are evaluated and recorded at kaimahi hui which are held regularly. ERO recommends that kaimahi store these minutes in a place at the kōhanga reo where they can be easily located.

5 Whānau Management Assurance on Compliance Areas

Overview

Te Kōhanga Reo o Pārekereke o te Reo Before the review, the licensee, whānau and staff ofcompleted an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

6 Recommendations

ERO recommends that the whānau:

  • uses self review information to document success outcomes against the planned strategic goals and priorities.

7 Future Action

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.

These are the findings of the Education Review Office’s latest report on Te Kōhanga Reo o Pārekereke o te Reo.

‘Ko te reo Māori me ngā tīkanga tōku koroua, kuia, papa, mama e ngā mokopuna.’ (Whānau composed waiata for children)

Te Kōhanga Reo o Parekereke is situated at Mangatū Marae on the outskirts of Gisborne. Kaimahi and whānau are committed to providing traditional and exciting learning experiences. They successfully develop their children’s confidence and capabilities as speakers of te reo Māori.

The kōhanga whānau choseTe Whārikias their focus for this Education Review. Learning programmes are planned to support the development of children through ngā taumata whakahirahira and ngā taumata whakahaere. Children are provided with diverse learning experiences.

Children value their ancestral connections to the land. Whakapapa, whanaungatanga and manaakitanga underpin the respectful and nurturing interactions and relationships. Children talk about various atua Māori and their specific roles and purpose. Children enjoy the conversations they have about their learning.

Kaimahi are highly effective in developing children’s language. Programmes are well planned, exciting and stimulating. Children use te reo Māori as the only form of communication. Children are confident learners who are encouraged to make well considered decisions about their learning.

Whānau have clear strategic direction with specific goals and priorities. The kōhanga reo is managed well for children. Whānau discuss health, safety, wellbeing, whānau involvement and participation, te reo Māori me ona tikanga,Te Whārikifor learning and personnel. Whānau report they are very pleased with the successful learning outcomes for their children. Whānau are well placed for self review.

Future Action

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.
