1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Puna o Te Aroha is on Opeke Marae at Waioeka. The Kōhanga Reo has a good relationship with Te Kura Kaupapa Māori o Waioeka, whānau, and hapū. Manaaki te tangata ahakoa ko wai.

3 Evaluation Focus

How well do mokopuna show they are happy in their learning?

Mokopuna are engaged and enthusiastic in their learning.

4 Findings

Mokopuna are immersed in learning that affirms manaakitanga. Tuakana are considerate when interacting with their tēina. They model appropriate behaviour when around the pēpi. Kaimahi use a range of strategies to encourage mokopuna to use te reo Māori. Mokopuna are learning about their whakapapa and connections to whānau hapū and iwi. They are encouraged and supported to share their pepeha. Older mokopuna are confident to take on leadership roles such as karakia and mihimihi. Waiata and kori tinana are methods used to help mokopuna develop rhythm and active movement. Kaimahi frequently praise mokopuna successes. Mokopuna are happy and settled in their leaning environment.

Kaimahi have in place processes for programme planning, assessment, and programme evaluation.   Planning is detailed and organised. This guides kaimahi programme implementation and ensures the programme is focussed and purposeful. Assessment information is gathered and captured in mokopuna profile books. Mokopuna progress and development are documented in mātai tamaiti. Individual development of each mokopuna is shared with whānau. Kaimahi evaluate the programme regularly to make positive changes. Mokopuna experience a learning programme that is organised and managed.

Whānau manage the kōhanga reo in the best interests of mokopuna, with the close support of the nearby kura. Whānau hui are held regularly and well attended. Reporting across most areas of operation are informative and clear, finances are well managed and audited accounts were available. Personnel processes have been updated and include current pay legislation, police vetting and appraisal. A strategic plan outlines whānau goals for the next two years, and progress towards the building of a new whare is being facilitated with the support of Te Kōhanga Reo National Trust. Health and safety and personnel management policies and procedures align to current legislation. Kaimahi appraisals are completed with an ongoing focus of professional development. Emergency drills are practiced regularly to ensure that mokopuna and kaiako are aware of procedures and practices that contribute to mokopuna safety. Mokopuna are at the heart of whānau management.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the (kōhanga reo whānau/kura board) developed the following recommendation:

Policy review is identified as an area of improvement and the kaimahi tari is being supported to implement a plan to ensure this is carried out in a regular planned manner.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Planning and evaluation including health and safety

  • Any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Te Puna o Te Aroha is on Opeke Marae at Waioeka. The kōhanga reo was in danger of going into recess earlier in the year. Te Kura Kaupapa Māori o Waioeka, whānau, and hapū provided assistance to ensure this did not happen. With the establishment of a new committee and the further appointment of new kaimahi the kōhanga reo is experiencing stability. Since the previous review the roll has increased. Kaimahi and whānau work to maintain consistency in the number of children attending the kōhanga reo.

3 Findings

Children benefit from a well-planned programme. Kaimahi plan together and whānau are invited to contribute. Kaupapa planning is on display and has pictures which support children and whānau to keep informed. Children’s work on display align to the planning. The environment is bright, colourful and well organised. Kaimahi understand the links between planning, assessment and evaluation of the learning programme.

The previous report identified a number of areas of noncompliance. The whānau have worked to successfully address all these concerns which includes the following registers:

  • Sleeping

  • nappy changing

  • emergency evacuation drills

  • Accidents/incidents

  • Immunisation

  • Hazard checks (daily and monthly)

  • Medicines (including allergies and managing children with infectious diseases)

  • Complaints procedure.

Children’s health and safety is a priority for the whānau. The kōhanga reo is managed in the interests of the children.

Key Next Steps

Kaimahi regularly discuss the learning programme. Recording these discussions will assist them to improve the quality and monitor progress. Kaimahi acknowledge the benefits of formalising these discussions.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • Strengthen programme evaluation

  • whānau management across all areas of operation.

Conclusion

Te Kōhanga Reo o Te Puna o Te Aroha is in Opotiki. The new whānau have made significant progress with the areas identified in the previous report. They are working well together to ensure quality outcomes for children and a positive future for the kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Puna o Te Aroha will be in three years.
