1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

Te Kōhanga Reo o Te Rangahaua is in Whanganui. The kōhanga reo will celebrate its 30th anniversary this year. Kuia and kaumatua are strong language advocates who support te reo Māori, tikanga Māori and te ao Māori.

The recent Mana Whakahaere report found kōhanga operations were being managed well and kaimahi were supported to carry out their roles and responsibilities. Mokopuna wellbeing, learning and promoting te reo Māori and tikanga Māori was the focus of decision making.

3 Evaluation Focus

How well do mokopuna show their understanding of te reo Māori and tikanga Māori?

Mokopuna demonstrate their understanding of te reo and tikanga Māori across a range of contexts.

4 Findings - Mana Mokopuna

Mokopuna learn in an environment where te reo Māori is a priority. Kaimahi use appropriate language strategies to support mokopuna language development. These include waiata, prompts, repetition, and instruction. Mokopuna learn about the structure and purpose of language through karakia and pepehā. Tuākana use te reo Māori in formal settings and in spontaneous ways. Mokopuna listen and hear the fluency of te reo Māori speakers such as kuia that model te reo Māori specific to their iwi. Kaimahi use opportunities during the day to revise and implement new kupu that builds mokopuna vocabulary. Pēpi are actively involved in learning. They use hand actions, facial expressions and sounds to demonstrate their understanding.

Mokopuna experience tikanga Māori in authentic contexts. Kaimahi ensure mokopuna attend all pōhiri and whakatau. Kuia and kaumatua provide leadership and role model tikanga of the marae. Through this, mokopuna learn ngā tikanga me ngā kawa of the marae. Whānau choose to bring their mokopuna because of their whakapapa connections. Tuākana recite their pepehā confidently. Pēpi are supported to begin to recite their whakapapa. Mokopuna are growing in their confidence learners of ngā tīkanga and kawa o te marae.

Kaimahi often link mokopuna learning to their physical and natural resources. Atua Māori are visible throughout the interior learning areas. Kaimahi often associate mokopuna characteristics to the appropriate atua. Pēpi have their own learning space, it is vibrant and colourful. Kaimahi provide mokopuna with a range of activities that promote curiosity, investigation, and creativity. With every new learning experience, mokopuna learn kupu that is specific to these encounters. Mokopuna experience a simulating learning programme that fosters and nurtures mātauranga Māori

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau continue to increase the quality of internal evaluation practices to increase positive outcomes for mokopuna.

Te Kōhanga Reo o Rangahaua is located in Whanganui. The kōhanga reo premises have been renovated to include their kōhanga reo tēina. In addition, the whānau have re-developed the backyard playground to provide outdoor exploration activities for children. The learning programme is based on iwi, hapū and marae knowledge.

2 The Evaluation Findings

How well do children demonstrate manaaki and aroha to others?

Children confidently demonstrate manaaki and aroha to others through their interactions and relationships with others.

Ngā Taumata Whakahirahira

Children are nurtured within the values of love and care. Kaimahi promote manaaki and aroha through their interactions with children. Kaiako exhibit a range of qualities that nurture confidence in children. They are patient, encouraging and have fun in ways that only children can understand. Children love interacting with kuia and kaumātua, and they show respect and consideration for them. Kaimahi provide comfort and reassurance in their interactions with children. Children appear happy and positive in their relationships with others.

Children are immersed in learning that connects them to the land and marae. Kaimahi actively ensure children attend marae activities. Children observe protocols around pōwhiri, tangihanga and wānanga. These reinforce their understanding of their roles and responsibilities as tangata whenua. Children are well supported to talk confidently about their whenua, awa, maunga, hapū and iwi. Kuia regularly tell stories related to the land and historical events of the local iwi. Children are learning about their place in the kōhanga reo, community, hapū and iwi.

Children learn in an environment where te reo Māori is highly valued. Supporting the dialect of the local iwi is a priority for the whānau. Kaimahi use effective language acquisition strategies to support children’s increasing vocabulary. Karakia, waiata, rotarota, visual props, prompts, questions and repetition are purposeful strategies used by kaimahi to enhance children’s language development. Children are gently encouraged to respond in te reo Maori to kaimahi questions and instructions. They can associate words with pictures and people. Kaimahi reinforce appropriate language structures. Children are developing their understanding and use of te reo Māori.

Children participate in a programme that encourages exploration. There is an extensive range of traditional and contemporary resources to support children’s learning. At times kaimahi use digital technology with children so they can hear stories in te reo Māori. The outdoor area is attractive, spacious and well designed. Kaimahi provide opportunities for children to actively explore the natural environment. Children are able to make links between atua Māori and their influence on nature. They are learning about their roles and responsibilities as kaitiaki. Children are active learners.

Planning and Evaluation

Kaimahi planning for the learning programme is comprehensive. These plans are clearly aligned to the aspirations whānau have for their children’s learning. Kaiako are well supported to contribute to the planning and delivery of the learning programme. Two kaiako from the kōhanga reo are actively involved in their purapura to promote the goals and use of Te Whāriki.

Whānau manage the operations of their kōhanga reo well. The charter clearly promotes the concepts of whanaungatanga, aroha and manaakitanga. The strategic plan has a clear focus on building the capacity and capability of whānau and children to be confident speakers of te reo Māori. There is a consistent level of reporting at whānau hui. Children’s health and safety are at the centre of decision making. The development and establishment of the kōhanga reo tēina has been a successful project for the whānau. The whānau continue to focus on improving the operations and practice for the benefit of the children.

Key Next Steps

Programme evaluation requires strengthening. It is difficult to gauge whether deliberate improvements have been made to accommodate the diverse learning needs of children. ERO encourage the kōhanga reo whānau and kaimahi to identify processes to evaluate the effectiveness of their learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • That the whānau strengthen programme evaluation processes and practice.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rangahaua will be in three years.
