Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Rangiora is in Inglewood, Taranaki. The kōhanga reo is located next to Pukerangiora Marae. The whānau has strong links to the local community. Since the previous report the whānau have made significant changes toward improvement.

3 Evaluation Focus

To what extent are mokopuna learning needs and care prioritised?

Mokopuna experience positive outcomes and care as prioritised by the whanau.

4 Findings

Mokopuna are happy and settled at kōhanga reo. They experience positive, caring relationships with adults and other mokopuna. Kaimahi often praise and encourage mokopuna efforts and achievements. Planning provides clear guidance for programme implementation. The individual needs of the pēpi influence the way kaimahi support them as they learn during whole and small group play. Activities and learning experiences are based on authentic iwi contexts. The dialect of Aotea is an integral part of mokopuna learning. Mokopuna appear as happy and positive learners.

Mokopuna wellbeing guides whānau management practices. The charter provides clear direction for managing the operations of the kōhanga reo. The strategic plan defines key aspirations and is aligned to their annual plan. There is an ongoing cycle of policy and procedure review. Health and safety registers align to policy and current legislation. All employee documentation is current and in place. Kaimahi appraisals are complete. Mokopuna are at the centre of whānau management and operations.

Key Next Steps

Kaimahi are in the early stages of evaluating and documenting decisions that will enhance programme delivery. Formalising this aspect of internal evaluation should lead to ongoing improvements to teaching practice and enhance positives enhance positives outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and Te Kōhanga Reo o Te Rangiora developed the following recommendation:

  • the whānau will continue to work alongside Te Kōhanga Reo Regional office and local Purapura for support with programme evaluation.

1 Context

Te Kōhanga Reo o Te Rangiora is in Inglewood, Taranaki. The kōhanga reo is located next to Pukerangiora Marae. There are currently 10 children on the roll. The whānau has recently hired a new kaimahi who has strong links to the local community.

2 The Evaluation Findings

How well do children understand and use te reo Māori?

Children are developing their understanding and use of te reo Māori. However further development is essential to support whānau to improve outcomes for learners.

Ngā Taumata Whakahirahira

Children explore te reo Māori in a supportive environment. Kaimahi model high quality te reo Māori. They use the dialect of Taranaki and have a deep understanding of local histories and traditions. They use a range of fun activities including prompts, questions and repetition to encourage children to speak te reo Māori. Older children respond to commands and closed questions in te reo Māori. Younger children communicate through facial expressions and body language. Some children are able to use basic words and phrases. Children know their morning routines well and participate confidently in karakia, mihimihi and waiata. They are provided with opportunities to lead karakia in the morning and for kai. Children are developing as emergent speakers of te reo Māori.

Children’s learning is underpinned by positive relationships. Kaimahi demonstrate positive interactions with children. They are loving and caring. They support and guide children to confidently participate in formal and informal learning activities. They take every opportunity to praise the efforts of all children. They skilfully use a range of strategies to encourage positive behaviour. Older children demonstrate tuakana/teina by supporting younger children to take part in group activities. Younger children participate freely and appear to enjoy playing with their peers and adults. Children interact well with each other and adults.

Planning and Evaluation

Programme planning is well developed and aligned with programme delivery and practices. Kaimahi have long term and short term plans in place which are clearly linked to Te Whāriki and Te Korowai. Daily planning includes learning outcomes, activities and resources. Children benefit from a well-planned learning programme.

Kaimahi gather information about children’s learning through mokopuna profiles. Profiles are informative and focus on children’s learning. Parents are able to view information and talk with kaimahi about their children’s learning.

Key Next Steps

Children’s learning is not well informed by effective programme evaluation. While kaimahi informally discuss what is working and where improvements can be made to the learning programme, they are not documenting these discussions. Kaimahi need to document discussions about programme evaluation to help monitor and improve learning outcomes for children.

The kōhanga reo is not well managed. Whānau do not understand or fulfil their management responsibilities to the kōhanga reo kaupapa. This includes strategic planning, personnel management, appraisal, policy review, and health and safety issues. The kaiako carries most of the work relating to kōhanga reo operations as well as the learning programme for children. Due to a lack of whānau participation and involvement, the kōhanga reo is currently under the management of Te Kōhanga Reo National Trust. The whānau must consider how they can fulfil their roles and responsibilities in line with the kaupapa of kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

During the course of the review, ERO identified areas of non-compliance. The whānau must:

  • ensure that the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • establish an ongoing process of self review to help maintain and improve the quality of practice for children

  • ensure appraisal for all employed staff is regularly implemented

  • establish a process for evaluating the effectiveness of the learning programme.

4 Recommendation

Work with Te Kōhanga Reo National Trust kaimahi to address the issues identified in this report, with particular focus on strengthening whānau involvement and management in the kōhanga reo.

The next ERO evaluation of Te Kōhanga Reo o Te Rangiora will be within two years.
