1 Introduction
The Education Review Office (ERO) in collaboration with 8, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Rau Aroha is in Matamata, in the Waikato region. The kōhanga is licensed for 30 mokopuna including 12 under two years of age. Ngāti Hauā is the local iwi and the whānau value and celebrate their links to Te Kīngitanga.
The ERO June 2023 evaluation of Mana Whakahaere practices found kōhanga operations were being managed well and kaimahi were supported to carry out their roles. Mokopuna wellbeing, learning and continual growth and improvement was the focus of decision making.
3 Evaluation Focus
How well do mokopuna express their understanding of whanaungatanga?
Mokopuna experience learning where they are embraced and nurtured through whanaungatanga.
4 Mana Mokopuna
Whanaungatanga is integral to kaimahi and whānau practices. Kaimahi and kuia model aroha, whakapono and manaaki in their relationships with mokopuna. Every morning mokopuna acknowledge one another and adults during their time on the whāriki. The older mokopuna are gentle and careful in their interactions with their tēina. Kaimahi and whānau are committed to maintaining a te reo Māori environment. They provide opportunities for mokopuna to hear te reo Māori in formal and informal settings. Mokopuna observe tikanga and kawa related to welcoming manuhiri. Kaimahi use appropriate strategies to support mokopuna language development. Rotarota, pāo, haka and a variety of waiata are integrated into the learning programme to build mokopuna vocabulary. Mokopuna enjoying sharing their knowledge of whakapapa. Kaimahi use prompts and sign language to support mokopuna to recite their pepehā. Tuākana volunteer to lead formal aspects of the learning programme. Mokopuna demonstrate respect through their use of waiata, himene and mōteatea. Kaimahi support the learning of pēpi and teina through hand actions, facial expressions, and sounds, that promote their understanding.
The kōhanga reo is warm, spacious and well organized. Kaimahi provide a range of learning activities that encourage use of the natural and physical resources. Kaimahi include activities where mokopuna become familiar with tikanga Māori. Outdoor spaces provide opportunities for mokopuna to play independently or in groups. Mokopuna know their learning spaces and enjoy the well-developed and resourced environment. They can easily access a wide range of resources to stimulate their development and interests. Kaimahi maintain a consistent programme to ensure routines are familiar. Mokopuna are developing values of manaaki, aroha and tiaki for self and others.

5 Kōhanga Whānau Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO recommends that whānau continue to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

How well do whānau nurture mokopuna wellbeing?
Te Kōhanga Reo o Te Rau Aroha operations and systems are clearly focused on mokopuna wellbeing.
4 Findings
Mana Whakahaere
Whānau have efficient systems in place to manage the kōhanga reo operations. There is good whānau involvement and participation in the kōhanga reo. Whānau hui are held regularly, well attended, and provide opportunities for whānau to contribute. Reports presented at monthly hui are informative and detailed. Health, safety and personnel policies and procedures are in place and align to legislation. Useful information is gathered and documented in health and safety registers. The annual plan outlines key administrative tasks and responsibilities. Whānau collectively make decisions that focus on mokopuna safety and wellbeing.
Strategic planning includes the vision and aspirations of whānau. There is a focus on continual growth and improvement. An action plan defines priorities and goals to promote sustainability for the future. Kaimahi appraisal information is focused on collective responsibility for enhancing kaimahi practice. The whānau have a clear focus on building capability and being positive role models. Mokopuna are at the centre of collective whānau decision making.
Processes for planning and assessment are in place. Planning is detailed and aligns to Te Whāriki ā Te Kōhanga Reo. This includes annual, term and weekly plans that ensure the learning programme is focused and purposeful. Emergency evacuations for fire and earthquake are integrated into the learning programme. Assessment information is focused on the development of individual mokopuna and displays clear links to the mahere ako. Programme evaluation is a consistent practice and leads to improvements to the learning programme. Mokopuna benefit from collaborative practices.

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available for the onsite visit.
