1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Te Rau o Te Oriwa is located in the rural community of Raupunga, near Wairoa. Ngāti Pāhauwera is the local hapū. Whānau have strong links to the local marae and the kōhanga reo. Kaimahi are currently undertaking Te Kōhanga Reo courses to obtain Te Tohu Whakapakari.

3 Evaluation Focus

How well do mokopuna show they enjoy their learning?

Mokopuna confidently participate and enjoy their learning experiences.

4 Findings

Mokopuna enjoy an environment where they are supported by adults. Kaimahi promote the values of manaaki, tiaki and aroha. The formal part of the programme is a time to settle mokopuna for the day. Kaimahi draw on a range of strategies to build mokopuna vocabulary and use of te reo Māori. These include questions, prompts and repetition. Constant praise and encouragement are strategies used by kaimahi to promote mokopuna confidence. Fun activities such as painting, dancing, and singing encourage tuākana and teina to learn alongside each other. Tuākana are role models for their teina who like to mimic and follow closely the actions of their tuākana. Mokopuna are eager participants in their learning.

Mokopuna know their environment well. Kaimahi provide learning experiences that allow mokopuna to follow their interests. They move easily between learning spaces. Routines are established and predictable for mokopuna. Kaimahi use a range of activities to stimulate and challenge mokopuna. These include the coloured rods and the use of natural resources. The indoor learning areas are organised and promote group learning. The outdoor space enables mokopuna to take responsibility for their own learning. Mokopuna appear happy and settled in their learning environment.

Planning and assessment is purposeful and organised. Kaimahi plan collaboratively. The year, term and weekly plans are displayed. These provide information about the kaupapa ako, resourcing and identifying learning outcomes for mokopuna. Mokopuna profiles reflect what mokopuna are learning and their progress. Whānau are informed about mokopuna progress and have opportunities to comment on their mokopuna assessment. Mokopuna are supported in their learning.

The whānau has systems in place to manage the operations of the kōhanga reo. Participation at whānau hui is growing. Recording and reporting is consistent and hui minutes are informative. Policies and procedures are regularly reviewed and align to current legislation. Health and safety registers reflect mokopuna wellbeing is a priority.

The tūtohinga provides clear direction and guidance for managing the kōhanga reo operations. The strategic plan is informed by Te Ara Tūāpae. There is a focus of continued growth and improvement. An action plan defines identified priorities and timelines. Personnel matters are managed. Kaimahi employment documentation includes contracts and job descriptions. Appraisals are complete with an ongoing focus of professional development for kaimahi. Whānau collectively manage the kōhanga reo.

Key Next Steps

Kaimahi hold regular hui however these discussions are not documented. It is essential for kaimahi to document what was successful in the planned programme, what did not work and what needs to be improved. This will strengthen programme evaluation and content while responding to the needs of mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that whānau continue to work alongside the district office for support with programme evaluation.

1 Context

Te Kōhanga Reo o Te Rau o Te Ōriwa is located in the rural community of Raupunga, near Wairoa. Ngāti Pāhauwera is the local hapū and has strong links to the three local marae and to the kōhanga reo. The kōhanga reo is operating at its maximum roll of 17 children and now has a waiting list. Since the previous ERO review, there have been staffing changes and kaimahi are settling into their new roles.

2 The Evaluation Findings

How well do children interact in their Ngāti Pāhauwera environment?

Children confidently participate in a range of Ngāti Pāhauwera settings.

Ngā Taumata Whakahirahira

Children are affirmed as descendants of Ngāti Pāhauwera. Kaimahi enhance children’s connections with their ancestral surroundings. Children regularly visit their marae and participate alongside their whānau as tangata whenua. Children learn about whakapapa and their personal connections to each other through mihimihi and pepeha. Tuākana confidently stand and share their pepeha. Children know who they are and where they come from.

Children learn about their identity and local tikanga. They make connections to atua Māori through karakia and waiata. Children attend tangihanga at local marae and visit the urupā. Kaimahi provide opportunities for children to experience leadership during the day. They are confident in their environment and know how to tidy their learning areas and take care of their belongings. Children know routines well. Children are building confidence in their environment.

Children develop positive relationships with others. Kaimahi model values of manaaki and aroha. They are gentle and caring with the children and find ways to support positive behaviour in children. Tuākana embrace pēpi throughout the day. Pēpi smile and communicate with others using body language and facial expressions. Children are heard laughing and enjoying themselves when kaimahi engage with them. Children interact positively with others when they are settled.

Children explore Ngāti Pāhauwera alongside their whānau. Growing kai and living off the land is an integral part of living in Raupunga. Kaimahi are developing ways for children to make the most of their immediate environment and resources. Children learn from whānau about how to catch and prepare food. They take children fishing at the river and sea. Children have fun at the shearing sheds where they see what their whānau do and how they are a part of their community. Kaimahi have plans to develop an outdoor area that stimulates children’s learning. Children learn about the natural environment of Ngāti Pāhauwera.

Children are at the very early stages of learning to speak te reo Māori consistently. Children express themselves through waiata. Kaimahi draw on a community collection of waiata that promote Ngāti Pāhauwera. Children have access to books in te reo Māori. Kaimahi prompt children to speak te reo Māori during mat times. Pēpi enjoy hearing and reciting rotarota. Children understand simple instructions. Some kaimahi use language building strategies such as repetition and praise to support children’s development of te reo Māori. Children are developing skills to learn te reo Māori.

Key Next Steps

Children often speak English in the kōhanga reo. Kaimahi and whānau are aware of the need to build their own capability and confidence to speak te reo Māori consistently with children and each other. Kaimahi do not have a sufficient range of strategies to develop and extend the use of te reo Māori by children. Children are not immersed in an environment where te reo Māori is the main language of learning and communication.

Planning and Evaluation

Whānau have a shared focus on children’s learning as Ngāti Pāhauwera. A well-developed charter with policies and procedures is in place to guide whānau management. A strategic plan identifies short and long term priorities for the kōhanga reo. Whānau meet monthly and have prioritised improvements for buildings. Financial management has improved. Personnel processes are well managed and include ongoing professional learning and development for kaimahi. Registers and drills are in place and monitored. Children are supported by whānau who prioritise their health and wellbeing.

Programme planning and assessment practices are in place. Planning overviews are displayed on the walls and incorporate suggestions and feedback from whānau. Kaupapa are planned across the year and include relevant experiences about Ngāti Pāhauwera. Kaimahi collate some information in assessment booklets. They are aware of the need to continue developing their understanding of good assessment practices in kōhanga reo and how they can best reflect the child’s interests and progress as learners in Ngāti Pāhauwera.

Key Next Steps

Although there are processes in place to plan the learning programme and assess children’s learning, kaimahi must continue to grow their capability in these areas. The kaiako is new to her role and building her knowledge of good practices within kōhanga reo. Programme planning does not show clear links to Te Whāriki a Te Kōhanga Reo. The needs and progress of individual children are not clearly defined in their assessment booklets. Improvements in kaimahi capability will lift the overall quality of learning for children.

Kaimahi do not meet regularly to discuss what has worked well in the learning programme and what can be improved. There are times during the day where children are upset and appear to be bored. It is important for kaimahi to consider how they can better respond to children’s needs and incorporate activities and resources more effectively throughout the day. Kaimahi should document these discussions and their actions as evidence of the ongoing improvements made to the learning programme for children.

Aspects of whānau management can be strengthened. The whānau have yet to develop an annual plan. They do not have a plan that informs whānau of significant dates and responsibilities. Records of monitoring systems and processes that support smooth operations of the kōhanga reo were not available during the review.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau must continue to build their internal evaluation across all areas of the kōhanga reo to ensure sustainability of a quality learning environment for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Rau o Te Ōriwa will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Te Rau o Te Oriwa is located in the rural community of Raupunga near Wairoa. Ngāti Pāhauwera is the local iwi. The number of children attending this kōhanga reo fluctuates due to whānau members moving in and out of the community due to employment opportunities. The whānau are keen to build relationships with the local rūnanga of Ngāti Pāhauwera and work towards developing mutual education priorities.

Mana Aotūroa was selected as the focus area for this review. To guide ERO’s review in this kōhanga reo, the following evaluative question was used:

How effectively are children engaged in learning about their environment?

Children enjoy many learning experiences about their identity and where they come from.

Children learn about their links to Ngāti Pāhauwera. They enjoy the learning times where they can share pepeha, whakapapa and waiata and show what they know. Children participate in a wide range of learning activities that are a normal part of life in their community, including gardening, pig hunting and fishing. Their kaupapa learning is proudly displayed throughout the kōhanga reo. Children are stimulated to explore and inquire about their world Maori in their bright and vibrant learning environment. They are settled and happy learners.

Most aspects of the kōhanga reo are managed well by the whānau in the interests of their children. Members are actively involved. Children benefit from plans to grow and strengthen the kōhanga reo which is well planned to guide whānau. Finding practical ways to support te reo Māori for children is a recognised whānau priority.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The focus area for this review is:

  • Mana Aotūroa.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

How effectively are children engaged in learning about their environment?

Children enjoy many learning experiences about who they are and where they come from.

Areas of good performance

Children learn about their links to Ngāti Pāhauwera. They share their pepeha with growing confidence and ability. Children especially love to sing the waiata they know alongside their whānau. These experiences reinforce children’s heritage and identity. Children participate in a wide range of learning activities that are a normal part of life in their local community. Children are developing an affinity to their natural environment.

Children are stimulated as explorers of their whenua and the wider world. Kaimahi provide a wide range of local learning experiences that builds children’s confidence and knowledge of their world. Children participate in gardening, pig hunting, white-baiting and fishing. They are developing in their knowledge and skills about gardening for sustenance. Respect and care for the land is promoted well. Children show a growing awareness of the world around them, and their role as kaitiaki. Their sense of belonging and identity is affirmed.

Children are happy and settled in their kōhanga reo. Their learning environment is well catered for and resourced so that they can determine their own learning pathways. Kaimahi promote te reo Māori in meaningful and interesting ways. Children are receptive and familiar with the language used by kaimahi. Children are immersed in their language, in conversation, waiata and through interactions with adults while they play.

Children know their kōhanga reo environment well. Their art work surrounds them as they explore and play. Children are reminded of their heritage through images and symbols around them. They are well supported to explore, inquire and learn about who they are and where they belong.

Their action plan outlines steps and strategies to guide whānau towards realising these objectives. The whānau are focused on providing the best for their children’s education and care.

Children’s learning and their interests are well planned for and managed by whānau and kaimahi. There is a shared understanding amongst members about the daily learning for children. Whānau manage planned programmes of learning in a highly responsive and adaptable way so that all children’s interests and needs are responded to.

Good information is collected to show children’s learning experiences and their journey of success while at the kōhanga reo. Kaimahi regularly reflect on and examine how well programmes and practices are meeting the needs of their children.

Children’s needs are at the heart of whānau management. Whānau members show a strong commitment for supporting the kōhanga reo kaupapa. Regular meetings are managed well to monitor the overall performance and direction of the kohanga reo for their children. They have worked hard to overcome past financial management challenges and are better placed for managing their finances. The kōhanga reo is managed in the interests of children and whānau aspirations.

Areas for development

Children will greatly benefit from the whānau priority for growing te reo Māori. Whānau and kaimahi have already begun to increase their capacity and capability with te reo Māori so that their children are well supported at kōhanga reo and home. ERO strongly supports this shared priority for children.

The extent to which children reach their learning potential is dependent on the quality of kaimahi practice. Appraisals are yet to be implemented for all kaimahi to respond to their professional learning and growth for children.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Licensed Kōhanga Reo Assurance Statement June 2013, and Self-Audit Checklist. In these documents, they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends:

  • the whānau and kaimahi identify and implement practical actions that will strengthen the quality of te reo Māori for children.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
