1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Te Reo Aroha is in Hastings. The whānau promote the legacy of their kuia, as the matriarch and guardian of their whare. Mokopuna contribute to the legacy of intergenerational learners who have attended the kōhanga reo. These connections form the basis of longstanding their relationships amongst the whānau

3 Evaluation Focus

How well do mokopuna demonstrate their awareness of te āhurutanga o te ao Māori?   

Mokopuna engage in experiences that includes learning waiata, karakia and tikanga that nurtures awareness of the uniqueness of te ao Māori.

4 Findings 

Mokopuna are immersed in learning that affirms their connections to whānau, hapū and iwi. Kaumātua and kuia provide leadership and role model tikanga and kawa when welcoming manuhiri into their whare.  Mokopuna hear te reo ōkawa during this time and participate in all aspects of pōwhiri. Kaimahi support mokopuna language development by using strategies such as whaikōrero, haka pōwhiri, waiata, questions, prompts and instructions. They provide mokopuna with opportunities to recite their whakapapa and talk about their tūrangawaewae. Tuākana are role models for their teina who like to mimic the actions of their tuākana. Constant praise and encouragement are strategies used by kaimahi to promote mokopuna confidence and belonging. Mokopuna experience learning that nurtures and integrates mātauranga Māori.   

Mokopuna confidently explore their environment. Kaimahi use a range of approaches to stimulate and challenge mokopuna thinking. The daily routine consists of regular opportunities for mokopuna to lead and participate in karakia, mihimihi and mōteatea. Transitions between learning spaces are smooth and familiar. The outdoor space supports exploration. This allows mokopuna to interact and understand their relationships with the natural environment. The tikanga of aroha and manaakitanga underpins the interactions among the mokopuna. They are settled, happy, and enjoy positive relationships with others and their taiao. 

Kaimahi work together as they plan the learning programme. This includes agreeing on desired learning outcomes, strategies, and resourcing to support implementation. A variety of indoor and outdoor activities are planned to stimulate and extend mokopuna learning. Whānau contribute to planning of the teaching and learning programme. Kaimahi regularly reflect on the quality of the programme with a focus for further improvement. Mokopuna respond positively to their learning about te ao Māori. 

Whanaungatanga provides a solid foundation for the way in which whānau manage their kōhanga reo. Whānau have established an online platform to ensure all whānau members stay well-informed. Monthly hui occur and minutes provide good information about what is important to the wellbeing and learning of mokopuna. Health, safety and personnel policies and procedures exist and are in accordance with relevant legislation. Health and safety matters are monitored with detailed registers in place. Personnel matters are managed. Employment documentation includes individual employment contracts, position descriptions and completed kaimahi safety checks. Kaimahi self-appraisals are carried out, with an ongoing commitment toward improvement. Mokopuna wellbeing and learning are the focus of collective whānau decision making.   

The strategic plan is informed by Te Ara Tuapae. Long and short-term priorities and actions are identified and is well focused on the future development for the kōhanga reo. An annual plan sets out the overall administrative tasks and the relevant completion dates. Responsibilities are shared amongst whānau to achieve operational activities. Mokopuna are at the centre of whānau whakahaere. 

Key Next Steps

Mokopuna learning could be further enhanced. Assessment practises needs to be formalised. It is important that kaimahi take a planned approach to better show mokopuna are learning and progressing over time. 

Whilst whānau have health and safety policies and procedures in place, they acknowledge the must be ongoing efforts to enhance their awareness and understanding of the Children’s Act 2014. ERO agree that further wānanga will enable them to demonstrate their commitment to fulfilling the obligations of the Act.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • implement a process of assessment to monitor and record children’s learning.

6 Recommendation

ERO recommends that whānau continue formalise assessment practices and work alongside the district office for support with meeting the obligations of the Children’s Act 2014.

1 Context

Te Kōhanga Reo o Te Reo Aroha is located in Hastings. Most whānau have connections as either graduates or parent of graduates of the kōhanga reo. The whakataukī ‘Whakatika i te tamaiti i runga i tōna ara tika’ is part of the kōhanga reo philosophy.

2 The Evaluation Findings

How well do children express whanaungatanga?

Children express whanaungatanga in their relationships with people and places.

Ngā Taumata Whakahirahira

Children experience interactions that are affirming and encouraging. Kaimahi interact positively with individual children. Their gentle manner with children is very settling. The learning atmosphere is peaceful and calm. The formal part of the learning programme and routines enable children to transition smoothly into their day at the kōhanga reo. The older children confidently lead parts of the learning programme and are good role models for the babies. Children are encouraged and praised for their efforts and contributions. Interactions amongst kaimahi and children show care and trust. Children show respect and care for each other.

Children connect in meaningful ways with their learning environments. The indoor and outdoor areas of the kōhanga reo facilities are well developed. The outdoors area is spacious and includes a māra kai and fruit trees. There is also a special tree that holds a place of significance to the whakapapa of the children. Kaimahi use natural resources to facilitate children’s understanding about how the land, atua Māori and their domains are connected. Children love to explore and inquire through play. They enjoy finding out what makes things work as they engage in problem solving tasks. Children are active and interested learners.

Children are building their understanding and use of te reo Māori. Kaimahi encourage children to speak te reo Māori through prompts and simple questions. Children’s language development is also supported by children being involved in karakia, hīmene, waiata and whakaari. A small group of older children can be heard speaking te reo Māori spontaneously. Children can understand instructions and respond accordingly. Kaimahi speak te reo Māori to focus children’s listening. Kaimahi value and acknowledge children’s growing confidence to express and communicate in te reo Māori. Children are developing as speakers of te reo Māori.

Planning and Evaluation

The whānau manage their kōhanga reo well. Hui are held regularly so that whānau can discuss kōhanga reo operations. There is reporting at monthly hui about finances, whānau learning and development, and the learning programmes for children. The charter has been revised and includes reviewing and aligning policies to current legislation. There is good information to show regular monitoring of the health, safety and care of children. Whānau priorities for the kōhanga reo are clearly outlined in their strategic goals and action plans. The kaupapa of kōhanga reo contributes to positive outcomes for children and their whānau.

Children’s interests and needs are well considered in programme planning. Planning provides good direction for kaimahi to deliver a variety of meaningful kaupapa-based learning experiences. The framework for planning is shared with whānau. Planning shows care and attention given to individual children and groups of children. The learning programme is well organised and managed.

Key Next Steps

Children’s assessments and programme evaluation require strengthening. Assessments do not align to planned learning programme and the outcomes identified for children. Programme evaluation is well documented. Kaimahi must consider what aspects of the learning programme worked well for children and how they can improve their practices and provision to enhance children’s learning. The quality of the learning programme can be extended through stronger assessment and evaluation practices.

Whānau decision making at hui is not clearly recorded. The organisation of minutes do not identify clearly what has been achieved against actions from previous hui. Internal review can be further enhanced when reporting is more organised and deliberate.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that whānau and kaimahi strengthen children’s assessments, programme evaluation and recording of minutes of whānau hui.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Reo Aroha will be in three years.

Te Kōhanga Reo o Te Reo Aroha is located in central Hastings. Children’s understanding of their spiritual and cultural connections are developing well through te reo Māori and tikanga Māori. They relate positively with others and are learning to speak te reo Māori. Whānau are committed to the sustainability of the kaupapa and values of their kōhanga reo.

The next ERO review of Te Kōhanga Reo o Te Reo Aroha will be in three years.

Te Kōhanga Reo o Te Reo Aroha is located in central Hastings. Kuia and kaimahi have a lot of knowledge and experience in kōhanga reo. Most whānau have connections as either graduates or parent of graduates of the kōhanga reo. The whakataukī ‘Whakatika i te tamaiti i runga i tōna ara tika’ is part of the kōhanga reo philosophy.

Children whakapapa to Polynesian and Asian iwi. Children’s cultures and language is acknowledged and celebrated in the learning programme.

Since the last ERO Report 2013 the whānau have moved into a purpose built, modern building. The outdoor area in its design based on a papakāinga. Natural materials, native trees, pou and whare allows children to explore te ao Māori.

2 The Review Findings

How well are children developing their understanding and awareness of their spiritual and cultural connections?

Children’s understanding of their spiritual and cultural connections are developing well through te reo Māori and tikanga Māori.

Ngā Taumata Whakahirahira

Children are learning about the value of their spiritual and cultural beliefs. Values of aroha, tiaki and wairua are an integral part of daily programme. Kaimahi use karakia, hīmene, pepehā and whakapapa to encourage care and aroha to support children’s well-being. The learning environment allows children to develop self-care and self-management skills. Children are settled and have a sense of their independence.

Children are stimulated to learn. Kaimahi regularly plan for children to participate in activities on local marae and at community events. Activities cater for groups and individual needs and interests. A range of resources are available for children to explore, investigate and be creative in their learning. Kaimahi provide opportunities for children to familiarise themselves with their learning environment. Children display a strong sense of belonging and identity.

Children are learning to relate positively with others. Whanaungatanga is an integral part of children’s learning. A variety of activities allow children to learn cooperatively as tuakana, teina. They are supported to share their whakapapa with each other and to learn about other cultures. Kaimahi provide opportunities for children to develop leadership responsibilities that contribute to their learning. Children enjoy learning about others.

Children learn about the natural and physical worlds. Atua Māori and tikanga support children to learn about te ao Māori. A variety of activities provide children with opportunities to explore their understanding of the natural and physical worlds. Natural materials enable children to manipulate and create in their learning and play. Children enjoy learning through discovery and exploration.

Children are exposed to te reo Māori and tikanga. Kaimahi use a range of strategies to promote te reo Māori in the daily programme. Karakia, mihimihi and waiata expose children to hearing good language structures. Activities and resources are used to develop and extend children’s use of te reo Māori. Children are learning to converse to be confident early learners of te reo Māori.

Key Next Steps

Children preferred language of communication is English. Although kaimahi model and encourage children to speak te reo Māori they do not use the language spontaneously. Kaimahi and whanau need to develop and implement a strategy to promote te reo Māori. Children’s language needs to be strengthened.

Planning and Evaluation

Children are central to all teaching and learning practices. Programme planning focuses on children’s learning and developmental needs and interests. A well-structured curriculum framework is based on Te Whāriki. Kaimahi follow a robust process for planning to scaffold children’ learning. They regularly share, discuss and record their reflections to improve the quality of children’s learning. Children’s individual needs are important.

Kaimahi gather information about individual’s interests, learning experiences and samples of work. Whānau receive regularly information about their children’s learning. Children’s learning is based on each individual’s holistic development. Children’s progress is monitored.

Kōhanga reo management is effective and the premises are safe for children. Whānau have actively completed the new property developments whilst managing day to day operations. Te Ara Tūāpae provides a basis for the kōhanga reo to further develop its strategic direction. Whānau manage the kōhanga reo in the best interest of their children.

Key Next Steps

Children’s quality of learning is an area for improvement. Although kaimahi reflect on the delivery of the learning programme, they do not record the detail to support forward planning. Kaimahi need to consider a strategy to improve their practices. Children’s learning outcomes needs to be addressed.

Children’s holistic development is not used to ensure whānau meet management responsibilities. Although whānau are updating policies this is not regularly addressed. Health and safety needs immediate attention to ensure records fulfil policy expectations. Whānau need to develop a strategy to regularly monitor and update policies to strengthen practice. Children’s safety is paramount.

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • kaimahi develop and implement a strategy to improve programme evaluation practices
  • whānau develop a strategy to monitor and update policies and procedures particularly health and safety practices to fulfil policy expectations.

Conclusion

Te Kōhanga Reo o Te Reo Aroha is located in central Hastings. Children’s understanding of their spiritual and cultural connections are developing well through te reo Māori and tikanga Māori. They relate positively with others and are learning to speak te reo Māori. Whānau are committed to the sustainability of the kaupapa and values of their kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Reo Aroha will be in three years.
