Ko Te Kōhanga Reo o Rereatukāhia tētahi kōhanga reo noho marae ki Katikati. Ko te kōhanga reo tētahi wāhanga tonu o ngā whare ā-whānau, ā-hapori. He hononga ā-whakapapa ki tō rātou pā, ā, e noho ana rātou ki reira, ki ngā taha e pā tata atu ana rānei.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – kaimahi assessment and programme evaluation practices, whānau management including whānau participation, children’s attendance, strategic planning, and implementing staff appraisal

  • areas of non-compliance – eliminating hazards in and around the kōhanga reo, implementing a programme for kaimahi development

  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Rereatukahia is marae based in Katikati. It is part of a whānau community complex. They have whakapapa connections and live in or nearby their pā (community).

Since the previous ERO report in 2015, a new kaiwhakahaere has been appointed. Staff from the local office of Te Kōhanga Reo National Trust continue to provide kaimahi with guidance and support to improve the quality of children’s learning, care and wellbeing.

3 Findings

The quality of learning for children is improving. Kaimahi have participated in a programme of professional development to increase their knowledge about the quality of children’s learning. They work together with whānau to plan children’s programmes that focuses on building their language and respond to their individual needs. Kaimahi have spent time building positive relationships with children. As a result, children’s attendance has improved. Kaimahi have a better understanding about monitoring children’s progress. They gather and record children’s learning in portfolios. Kaimahi have developed processes to support programme evaluation practices. Children’s learning needs are considered.

Whānau management practices are sound. Parent involvement in the day to day operations has increased. The new kaiwhakahaere is experienced in her role. She has been instrumental in guiding and supporting parents’ participation. The whānau continue to work with kaimahi from the National Trust which has helped them to make informed management decisions. Their increased understanding has assisted to review their future direction in consultation with parents. The whānau have implemented registers to monitor and record hazards that impacts on children’s physical safety. Children’s quality of care and wellbeing are important.

Areas for further development

Although kaimahi have implemented practices to support the quality of children’s learning, they are yet to make good use of the information that they gather. Development is needed to build kaimahi capability in this area.

Appraisal of kaimahi has not been fully implemented. The whānau need to seek assistance to identify the specific professional goals of kaimahi and continue to support their ongoing development.

4 Action required

In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure appraisal for all employed staff is regularly implemented.

5 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau work closely with staff from the National Trust to build kaimahi capability, complete appraisal and continue to strengthen their self-review practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rereatukāhia will be in three years.
