1 Context

Te Kōhanga Reo o Te Tāne Nui a Rangi is located in Murupara. The whānau currently shares their site and facilities with children, staff and whānau from Te Kōhanga Reo o Nau Mai whose own building was severely damaged by fire in July 2018. The Ministry of Education amended the licence for Te Kōhanga Reo o Te Tāne Nui a Rangi to enable both kōhanga reo to operate on the same site. Te Kōhanga Reo National Trust has supported this change.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children show that they understand whanaungatanga through their interactions with their peers.

Ngā Taumata Whakahirahira

Children have established good relationships with their peers and kaimahi. Kaimahi encourage tuākana tēina relationships. The older children are considerate when around the babies. Kaimahi are gentle in their interactions with babies who look to kaimahi for reassurance. As part of the morning programme, children have opportunities to acknowledge everyone in the room through mihimihi. Children are confident in their interactions with visitors. There are strong whakapapa links amongst some families which children’s identity is affirmed. Children are able to connect comfortably with a range of people. The whānau believe that their children are loved and well cared for at the kōhanga reo. Children appear settled.

Children are encouraged to speak Māori. The whānau have aspirations for their children to be speakers of te reo Māori. The language of Tūhoe is the dominant dialect. Kaimahi explore a range of ways to support children’s language development including hand actions, repetition, waiata, pepeha, questions and games. The formal part of the morning programme enables children to learn language patterns through karakia, mōteatea and mihimihi. Kaiako use te reo Māori to focus children’s attention. All children follow instructions. Some children can use single word responses. Older children can recite familiar sentence structures when prompted. Children are at the early stages of learning te reo Māori.

Key Next Steps

It is important for kaiako and kaimahi to find practical ways to stimulate children’s learning and allow them to choose and be involved in activities of interest to them. The learning programme is strongly directed and determined by what is important to adults. Further work is required to ensure kaiako and kaimahi provide a range of interesting activities and resources that allow children to explore, be creative and follow their interests. Kaiako and kaimahi should seek support to strengthen planning for children’s interests and to organise the physical environment and resources in ways that extend children’s choices in learning.

Planning and Evaluation

Most aspects of whānau management are in place and well attended to. The kaiwhakahaere has implemented an annual plan to guide management of key tasks and ensure they meet critical timelines. The kaiwhakahaere monitors kōhanga reo operations. The charter has been updated and aligns all health and safety policies and procedures with regulations and current legislation. Financial management processes are transparent and endorsed by the auditor. Kaimahi job descriptions and employment contracts have been updated. Kaimahi evaluate the learning programme and identify what is required to improve the programme to meet the needs of the children. Internal evaluation has contributed in improvements in some key areas of kōhanga reo operations.

Key Next Steps

To support ongoing improvements in the quality of children’s learning, the whānau, kaiako and kaimahi must attend to the following key next steps:

  • ensure planning provides sufficient detail and direction for kaimahi to confidently implement the learning programme
  • extend assessment practices to document and provide evidence of children’s learning and progress over time
  • agree on the strategic priorities for both kōhanga reo and how these can be achieved to consolidate their future development
  • ensure all staff are well supported in their roles by reviewing the appraisal process to align with current job descriptions and by providing relevant and ongoing professional development
  • strengthen the quality of reporting about all kōhanga reo operations so that whānau and kaimahi can make sound and informed decisions about the management of the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • seek external support from Te Kōhanga Reo National Trust to address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tāne Nui a Rangi will be in three years.

Te Kōhanga Reo o Te Tāne-nui-a-Rangi is located in Murupara.  Children demonstrate whanaungatanga as they build positive relationships with their peers and others. Kaimahi know the children well. Children are happy and enthusiastic in their learning.

The next ERO review of Te Kōhanga Reo o Te Tane nui a Rangi will be in three years. 

1 Context

Te Kōhanga Reo o Te Tane nui a Rangi is in Murupara. It was the first kōhanga reo established in Murupara.

The kaiako and kaimahi provide an interesting environment for children. Kaimahi enjoy working in the kōhanga reo. Whānau contribute to programme and resource development.

2  The Review Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga as they build positive relationships with their peers and others.

Ngā Taumata Whakahirahira

Children learn in a supportive environment. Kaimahi have established good routines that enable children to transition between activities. Kaimahi provide activities that cater for children’s interests and promote engagement in learning. Kaimahi encourage children to interact positively as peers and as tuakana, teina. Children are comfortable and content.

Children have opportunities to explore and problem solve. They have access to a variety of resources. Whānau have developed a plan to improve the large outdoor area. Kaimahi have a good understanding of how children learn. Children are provided with a range of activities that support their learning and development. Children are confident learners.

Children are developing an understanding of te reo Māori. Children hear te reo Māori specific to their iwi. Children follow instructions and respond to requests. Kaimahi use appropriate strategies to support children’s language development. Whānau are supported and encouraged to use the words and simple phrases that the children hear on a daily basis. Children are growing in confidence to use te reo Māori.

Children enjoy meaningful relationships. They have strong whakapapa links to kaimahi and whānau. Children participate in community events and confidently interact with a range of people. Children are provided with opportunities to attend important hapū events. Kaimahi promote children’s ability to build trusting relationships. Children are comfortable with others.

Key Next Steps

Children’s growth in te reo Maori is limited. Whānau consider it important that their children learn te reo Māori. Whānau and kaimahi recognise the need to improve their level of te reo Māori. They encourage each other to seek support to strengthen their te reo Maori competency. 

Planning and Evaluation

Planning is effective and based on the needs and interests of the children. Whānau contribute their ideas to planning. Planning guides programme implementation. Planning for different age groups is evident. Children benefit from a well organised learning programme.

Kaimahi are clear about the purpose of assessment. Assessment processes are in place. They use profiles to monitor children’s learning. Observations and samples of children’s work are used to inform kaimahi about their progress and individual learning needs. Kaimahi regularly meet to reflect and discuss children’s learning and development. Whānau are well informed of their children’s progress.

Whānau have sound management practices. Health and safety policies and procedures are in place. Financial systems are transparent.  Personnel management processes and documentation are in place including job descriptions, individual employment contracts and self-appraisal. Kaimahi are clear about their roles and responsibilities for children’s learning.

Key Next Steps

Programme evaluation practices are limited. Kaimahi informally evaluate learning programmes. While they discuss the programme they do not document changes that they make as a result of their discussions or share these with whānau. Children’s learning is not extended.

The annual plan lacks detail. The whānau have clear strategic goals however there is no plan of how they will achieve these.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

To improve current practice the whānau must:

  • ensure that equipment, premises and facilities are regularly checked for hazards to children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen programme evaluation
  • develop and implement an appraisal system
  • conduct and record regular hazard checks
  • develop a detailed strategic plan.
