1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme – including provision of resources

  • planning and evaluation – including programme planning, assessment and evaluation, charter and policy review, strategic planning, annual planning and administration of kōhanga reo operations

  • areas of non-compliance – including curriculum, hazard management, administering medication, emergency evacuation procedures, and building compliance

  • any other issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Tihi o Tītīrangi is located in the suburb of Kaitī, Gisborne. The previous ERO review identified a number of significant areas pertaining to whānau management that required improvement. Since the previous review, there have been major changes in kaimahi and whānau. The whānau have been able to address many of the areas for improvement.

3 Findings

Children are well catered for as learners. The learning programme is well managed by kaimahi. Children are familiar with the routines and the transitions are smooth. Kaimahi provide a range of activities, resources and experiences. Children are interested and engaged learners. Babies are well catered for. Interactions are loving and caring. Babies appear secure and settled. The kaiako is enthusiastic with high energy levels. She is a clear communicator. Children are confident learners.

Programme planning is comprehensive and guides the delivery of the learning programme. Content is clearly outlined. The strategies for facilitating learning are appropriate. Sound assessment processes are in place. Kaimahi use a range of assessment methods such as portfolios and Mātai i te Tamaiti to show children’s learning and development over time. The whānau are well informed about children’s learning and progress.

Whānau management practices have improved. Charter review is under development. This provides guidance for whānau in the management and operations of the kōhanga reo. Strategic planning is in place and the whānau are clear about their future direction. They have identified priorities and goals for the kōhanga reo. An annual plan is in place and guides key aspects of whānau management. Since the previous review, the whānau have appointed a kaiwhakahaere. The whānau have worked on improving the administration systems. All health and safety registers are in place. There were no further matters of non-compliance identified during this review. The whānau manage the kōhanga reo in the interests of the children.

Key Next Steps

There are aspects of whānau management that require ongoing work to enhance the overall quality of internal review. The whānau should develop an action plan to focus their efforts towards achieving the goals in their strategic plan, and to monitor and report their progress. Some health and safety policies are due for review and should be included as part of a regular cycle of policy review. Kaimahi require guidance to evaluate the effectiveness of the learning programme.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Strengthen internal review and programme evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Tihi o Tītīrangi will be in three years.
