1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Ngāti Awa te toki te tangatanga i te ra, te ngohengohe i te wai.

Te Kōhanga Reo o Te Timatanga Hou ki Whakatane is in Whakatāne. Whānau acknowledge their connections to the iwi of the wider Mātaatua region, particularly to Ngāti Awa. Currently the kōhanga is situated on Apanui School grounds. The whānau are awaiting their move to a new site.

3 Evaluation Focus

How well do mokopuna show they enjoy learning?

The kōhanga whānau provide an environment that nurtures mokopuna enjoyment of learning.

4 Findings

Mokopuna enjoy meaningful and fun relationships with each other and whānau. They happily participate in the formal learning programme, they know waiata and the accompanying hand actions. Kaimahi openly welcome whānau when they arrive at kōhanga reo and take care to settle mokopuna into the learning programme. Tuakana have fun reading together pointing at pictures and laughing. Pēpi are free to move among the whānau and learn through exploring resources, listening, watching, and mimicking their tuakana. During morning tea mokopuna sit together chatting about their food and sharing kai. They are relaxed and enjoy each other's company. Mokopuna are safe and loved while at kōhanga reo.

Kaimahi use a range of strategies that promote te reo Māori development. Mokopuna listen to te reo Māori during mihi whakatau and stand to support with mōteatea of their hapū and iwi. Kaiako create opportunities for mokopuna to lead karakia during the whāriki learning time and use strategies such as prompting, repetition, instruction, questioning, praise and waiata to create an environment that supports mokopuna to speak te reo Māori. Pēpi mimic the words and follow the actions of their tuākana, they jump and clap while singing and are eager to participate. Kaiako use fun games that promote mokopuna working together, and problem solving. Learning through play provides opportunity for mokopuna to hear and use te reo Māori that encourages conversation with each other and with adults. Mokopuna are developing as confident speakers of te reo Māori.   

Mokopuna participate in a programme that they enjoy. Kaimahi plan the learning programme collaboratively. They identify age-appropriate activities that support mokopuna learning and development through play. Kaimahi have identified learning intentions and relevant strategies to support these. Mokopuna are happy and settled learners.

Mokopuna are provided with a safe and positive environment that promotes enjoyment. Whānau hui are held regularly and are well-attended. The tūtohinga provides a foundation for whānau management of the kōhanga reo. It aligns to Te Korowai and affirms the connections to Ngāti Awa. The strategic plan identifies priorities for the whānau including, increasing the roll, building external relationships, and encouraging whānau participation. An action plan identifies tasks to achieve the identified priorities. The annual plan assists the kaiwhakahaere to monitor key administrative tasks in a timely manner. Personnel management and health and safety policies and procedures have been reviewed and align to current legislative requirements. Emergency drills are conducted regularly and are reported to whānau. Mokopuna benefit from whānau involvement in the management of their kōhanga reo.   

Key Next Steps

Mokopuna assessment requires strengthening. Although kaimahi have assessment practices in place and collate photo and anecdotal evidence in profile books, entries are not regular and do not show mokopuna learning and progress overtime. Planning for mokopuna learning is best when informed by regular assessment.

Programme evaluation needs strengthening. Kaimahi have regular conversations about mokopuna learning experiences and report on this to whānau however, these are not documented. Monitoring the effectiveness of the learning programme and recording outcomes is required to ensure ongoing improvement. Mokopuna benefit from a learning programme that is regularly reviewed.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends to work alongside the district office to address the key next steps identified above.

1 Context

Te Kōhanga Reo o Te Tīmatanga Hou ki Whakatāne is based on the grounds of Apanui School in Whakatāne. New whānau are actively involved in supporting kōhanga reo management. Whānau and Te Kōhanga Reo National Trust (TKRNT) continue to work together to resolve property matters caused by frequent flooding. There is a focus on ensuring positive outcomes for children.

2 The Evaluation Findings

How well do children express their whanaungatanga?

Children express their whanaungatanga through positive interactions and meaningful relationships with others.

Ngā Taumata Whakahirahira

Children are developing as speakers of te reo Māori. The kuia is a strong role model for whānau and children. Kaimahi use a range of strategies to support children to extend their knowledge and use of words and simple phrases. Repetition, prompting and gentle correction helps to build children’s confidence. Children recite karakia, hīmene, waiata and mihi to whānau and manuhiri. Babies use hand and body actions as they participate in language activities. Children are happy in their language learning environment.

Children are nurtured in their identity. They learn pepeha, mōteatea and tikanga of Ngāti Awa and Tūhoe. Older children can talk about their pepeha and whakapapa. Wall displays of local places and events support children to learn about themselves. Local landmarks and stories are integrated into the learning programme. Regular outings to significant places and events reinforce their relationships and connections to one another. Children participate as tangata whenua when they welcome manuhiri. Children are developing confidence in their learning.

Children are learning to interact positively with others. Their relationships with kaiako, whānau and their peers are meaningful and purposeful. Kaimahi interactions with children are based on manaaki, aroha and awhi. They provide expectations and routines that promote positive behaviour. Children have positive interactions with kaiako and whānau where they are engaged and stimulated. They are active as tuakana and teina. Kaimahi provide tuākana with leadership opportunities. They interact with the babies appropriately and take their role seriously. Children’s successes are acknowledged by kaimahi. Children appear to happy.

Children have a sense of satisfaction in their play and learning. Kaimahi use praise and positive strategies to promote confidence, trust and a sense of nurture with children. Whānau demonstrate care and support for others. Regular opportunities are provided for children to interact with peers, whānau and kaumātua. Kaimahi have tikanga in place for children to follow in the daily routines. Children show they are safe and secure.

Children are learning about the natural and physical environment. They participate in activities that support learning about atua Māori and connections to the environment. Kaupapa based outings extend children’s knowledge and understanding of te taiao. Kaimahi provide opportunities for children to initiate learning using resources such as patu and poi. Children’s learning experiences enable them to become familiar with te ao Māori.

Planning and Evaluation

Children’s learning needs influence programme planning and assessment. Kaimahi follow clear processes to plan for children. A term overview is used to support the weekly and daily kaupapa ako. There is a focus on building children’s understanding of mana whenua. Kaimahi develop activities and resources to support children’s learning. Profile books record children’s learning and progress. Regular mātai i te tamaiti reports provide additional information. They use this information to ensure they can meet the learning needs of individual children. This is shared with parents regularly. Children’s progress in learning is well planned and monitored.

Programme evaluation supports improvement in outcomes for children. Regular opportunities to discuss the effectiveness of the programme are planned for. Kaiako evaluate their learning programme at their weekly meetings. They discuss planning, what went well, what did not go well, why and where to next. These discussions provide valuable detailed information for use in the future. Children benefit when evaluation meets their learning needs.

Whānau have processes in place to manage kōhanga reo operations. The charter provides clear direction for children’s learning, expectations of whanau in decision-making and the management of the kōhanga reo. The policy review cycle ensures that the whānau fulfil all health and safety responsibilities within their control. Personnel documentation and management processes for current staff are in place. Children’s safety and wellbeing is paramount.

The whānau are being supported by Te Kōhanga Reo National Trust to ensure financial stability and resolve outstanding personnel issues from previous years. Forward planning is informed by their self review. Strategic planning reflects whānau goals and priorities. This information is used to report progress towards achievement and focus on improvement across operational areas. Changes are made in response to needs and opportunities that may arise. Positive outcomes for children informs the future direction of the kōhanga reo.

Key Next Steps

Property issues are a concern for children and whānau. Flooding has affected the outdoor area and the building foundations. Whānau have observed the impact around the building, fence lines and uneven flooring.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure all hazard checking, recording and reporting requirements are upheld for the safety of children

  • ensure the outdoor activity space is safe, well-drained and the surface is suitable for a range of activities

  • ensure floor surfaces are stable and are suitable for activities.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • TKRNT work with the whānau to resolve the property matters identified in this report.

The next ERO evaluation of Te Kōhanga Reo o Te Tīmatanga Hou ki Whakatāne will be in three years.
