1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Reo – strengthen te reo Māori
  • Planning and Evaluation – implement processes for assessment and evaluation
  • Whānau management – review strategic planning
  • Any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Tonga o Hoterini is in the Thames township. The whānau contributes to maintaining the presence of kōhanga reo in the region. The previous ERO report in 2015 identified a number of areas for improvement including te reo Māori, assessment and evaluation, whānau internal evaluation and areas of non-compliance.

3 Findings

Mana Reo

Children are developing skills to communicate in te reo Māori. The whānau provides a range of learning experiences based on children’s interests to support their language development. Kaimahi introduce new words as an integral part of children’s learning. Daily activities enable children to use these words as they interact with each other in the learning programme. Reading helps children to see these words in a range of contexts. Wall displays and social media provide whānau members with opportunities to learn and use language in the home. Children are learners of te reo Māori.

Planning and Evaluation

Assessment and programme evaluation guides the learning programme for children. Kaimahi use assessment practices to monitor children’s progress and learning. They record comments and annotations about children’s work and photos which are shared with whānau. Kaimahi encourage parents to talk about their child’s development. Kaimahi discuss, share and use their knowledge about children to improve the delivery of children’s learning. Children’s individual needs are considered.

Whānau management

Children’s learning outcomes are a priority. The kuia and kaumātua are valued for their support of strategic developments in the kōhanga reo. The whānau collectively reviewed and updated the charter, as well as their strategic plan including the vision and mission statements. The whānau used the Te Kōhanga Reo National Trust guidelines to improve employment practices. Children are the focus of forward planning.

Key Next Steps

Internal evaluation practices are developing. Although whānau and kaimahi are improving practices in the kōhanga reo, they need to deliberately plan for internal evaluation based on outcomes for children. An annual action plan will enable whānau and kaimahi to focus on ongoing improvement and progress towards achieving their strategic priorities, supporting quality learning, and meeting legislative requirements.

Areas of non-compliance

The whānau has addressed the non-compliance issues raised in the 2015 ERO report.

4 Recommendation

ERO recommends the whānau continue to strengthen internal evaluation to support long term sustainability.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Tonga o Hoterini will be in three years.

Evaluation

Te Kōhanga Reo o Te Tonga o Hoterini is in Thames. Kaimahi and whānau acknowledge they are in the early stages of rebuilding their kōhanga reo. Children are loved and valued in a caring, child friendly environment. Children are happy and enjoy being at kōhanga reo. ERO will review the kōhanga reo again in two years.

1 Context

Te Kōhanga reo o Te Tonga o Hoterini is in the coastal township of Thames. The kōhanga reo was closed for some time and only reopened in October 2014. The whānau are in the early stages of re-establishing its operations. Kaumātua who have had a long association with the kōhanga reo have provided valuable assistance in re-establishing the kōhanga reo. The kaumātua and whānau have a clear vision for the kōhanga reo. They are committed to providing quality te reo Māori experiences for children. Upholding strong principles and values and planning for their children’s future as life-long learners are part of the whānau vision.

A strong group of parents support the daily management of kōhanga reo. They are committed to providing ongoing support to improve and uplift the kōhanga reo operations as required. Children's needs and interests are at the forefront of daily practice.

The kōhanga reo has a roll of nine children. Eight are under the age of two years. The whānau are committed to nurturing and supporting these children as they re-establish the kōhanga reo.

2 The Review Findings

To what extent do children show they are happy in their learning?

Children are happy and enjoy being at kōhanga reo.

Mana Atua

Children are immersed in a supportive te reo Māori environment. Kaumātua and kaimahi are excellent language role models for children. Children respond to te reo Māori by using gestures to demonstrate their understanding. They hear te reo Māori being spoken and used during karakia, waiata, mihimihi, hīmene, kaupapa mahi, simple instructions and basic conversations. Children enjoy language activities that include repetition, movement and rhythm. Children are developing as emerging speakers of te reo Māori.

Children show spontaneous expressions of joy and happiness in their interactions and as they learn and play. Children smile and laugh amongst themselves and when they are with kaimahi and whānau. They learn and play in a caring and loving environment alongside their whānau who are totally committed to their needs and wellbeing. Children enjoy the interactions they have with their peers and whānau.

Children are curious and are encouraged to explore, discover and investigate new concepts. Children enjoy learning and playing with resources that are appropriate for their abilities and development. They are able to move in and out of their kōhanga reo and between activities with ease. Activities are prepared to stimulate children’s imaginations and creativity and enrich their senses. Children confidently explore outdoor environments where they participate in physical exercise. Children have well designed and comfortable spaces to learn and play. Children are happy, comfortable and enjoy being at kōhanga reo.

Children are comfortable in their environment. The daily programme is well structured and provides a variety of interesting experiences. Children’s routines and transitions flow smoothly and are purposeful learning opportunities. Routines are flexible and tailored for children’s individual needs. Children have opportunities to play in large or small groups or independently. There are occasions where children can choose quiet or boisterous play. Kaimahi support children well as they explore and follow their interests. Children have a strong sense of belonging and enthusiastically explore their learning environment.

Key Next Steps

Children are at an early stage of speaking te reo Māori. The programme does not provide sufficient language development opportunities for children. Kaimahi and whānau are yet to develop strategies that encourage and guide children to converse and communicate in te reo Māori in ways that are appropriate for their ages and abilities.

Planning and Evaluation

Children are settled and engaged while at kōhanga reo. The whānau have a clear vision for their kōhanga reo which focuses on their children's needs. Learning is valued and whānau share a collective desire to ensure children receive quality education and care at kōhanga reo. Children have a well maintained kōhanga reo which is clean and organised. Whanaungatanga is evident and valued by whānau members and kaimahi.

Key Next Steps

The new whānau are unfamiliar with the roles and responsibilities of whānau in kōhanga reo and the policies with procedures that are essential for managing the education and care of children. Areas for development include:

  • the charter and strategic plan are not current and need further development to reflect the vision and direction of the new whānau
  • kaimahi job descriptions and employment contracts are out of date and the appraisal process is yet to be implemented
  • kaimahi and whānau acknowledge they need to introduce relevant health and safety procedures for planning outings, monitoring allergies and children’s food requirements.

Programme evaluation and the recording of children's learning and progress are not well established. Kaimahi do not conduct regular evaluation of children's learning programmes. Children's progress is not formally monitored, recorded or reported in clear ways.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

In order to improve practice the whānau must:

  • ensure that all staff are appraised annually [R47 Education (Early Childhood Services) Regulations 2008; GMA7 Licensing criteria for kōhanga reo affiliated with Te Kōhanga Reo National Trust 2008]
  • ensure that earthquake drills are carried out with children and are recorded on a regular basis [R46 Education (Early Childhood Services) Regulations 2008; HS8 Licensing criteria for kōhanga reo affiliated with Te Kōhanga Reo National Trust 2008]
  • ensure that staff job descriptions and employment contracts are current. [R47 Education (Early Childhood Services) Regulations 2008; GMA7 Licensing criteria for kōhanga reo affiliated with Te Kōhanga Reo National Trust 2008]

Conclusion

Te Kōhanga Reo o Te Tonga o Hoterini is in Thames. Kaimahi and whānau acknowledge they are in the early stages of rebuilding their kōhanga reo. Children are loved and valued in a caring, child friendly environment. Children are happy and enjoy being at kōhanga reo. ERO will review the kōhanga reo again in two years.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Tonga o Hoterini will be within two years.
