1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Whanake Te Kura is located in Flaxmere, Hastings. Formally known as Te Kōhanga Reo o Te Whakarangatiratanga. The new name originates from the Ngāti Kahungunu oriori Pinepine te Kura. A new build is a priority for the whanau. Whānau and kaimahi promote te reo Māori for the rohe. 

3 Evaluation Focus 

How well do mokopuna express their understanding of tuakiritanga

Mokopuna demonstrate their understanding of tuakiritanga through a range of experiences. 

4 Findings 

Mokopuna learn the importance of and make connections to their identity as Māori. They engage in formal learning such as whakatau, karakia and hīmene. Kaimahi guide and support mokopuna to participate in tikanga and kawa practices. Mokopuna make further connections to the whakapapa and tūrangawaewae connections of others through waiata, oriori and mōteatea. Kaimahi use effective strategies to expand mokopuna use of te reo Māori. These include waiata, prompts, repetition, rotarota, sign language and instructions. The tikanga of manaakitanga underpins all interactions. Kaimahi model aroha, tiaki and respect when interacting with mokopuna. They know their mokopuna well and cater for their specific needs. Kaiako foster tuakana, teina learning model for mokopuna. This is evident in mokopuna relationships. Older mokopuna learn about the structure and purpose of language as they recite pepeha and mihimihi with confidence. Teina show their understanding through facial expressions and body language. Mokopuna smile and laugh as an expression of enjoyment and happiness. Kaimahi consistently praise, acknowledge, and affirm mokopuna contributions. Mokopuna engage in learning experiences that nurture their identity and foster a sense of belonging through a range of te ao Māori contexts.  

Mokopuna explore and interact with the taiao and eachother. The outdoor learning spaces develop mokopuna social skills while they engage in a range of activities. The indoor learning space is equally colourful, vibrant and inviting. Kaimahi ensure a variety of resources are readily available to stimulate mokopuna development and interests. Mokopuna are settled in their te ao Māori environment.     

Kaimahi work together as they plan the learning programme, monitor mokopuna learning and evaluate the quality of the learning programme. Planning is clearly linked to Te Whāriki ā Te Kōhanga Reo and includes learning outcomes, strategies, and resources to support implementation. Learning activities are selected to stimulate, challenge, and extend mokopuna learning. Mokopuna development, growth and progress is clearly identified in individual kōnae mokopuna and learning stories. Programme evaluation is an embedded and consistent practice and monitors the quality of the learning programme. Kaimahi meet regularly to discuss, reflect and review their practices. Mokopuna experience a quality and stimulating learning programme that fosters mātauranga Māori.   

Whānau have efficient systems to manage the kōhanga reo operations. Whānau hui are held regularly and well attended. Hui minutes are detailed and provide important information. There is clear reporting across operations. Health, safety and personnel policies and procedures align to relevant legislation to ensure mokopuna health and safety is a priority. Emergency drills are conducted regularly and are well documented. Kaimahi and whānau demonstrate an understanding of their obligations to adherence to procedures in accordance with the Childrens Act 2014. The tūtohinga includes the history of the kōhanga and sets out a planned approach and direction for whānau. Mokopuna benefit from efficient systems and strong whānau leadership. 

The strategic plan is informed by Te Ara Tūāpae. Long term goals include whānau aspirations for mokopuna success. An action plan identifies priorities and secures future kōhanga reo and whānau sustainability. The annual management plan is well presented and sets out operational tasks and relevant completion timeframes. Mokopuna benefit from deliberate and focused approaches. 

Personnel matters are managed efficiently. Employment documentation includes individual employment agreements, position descriptions and kaimahi safety checking. Completed kaimahi appraisals focus on building kaimahi skills and capabilities as effective, future leaders. Whānau share collective responsibilities to meet operational matters. Mokopuna are at the centre of collective whānau decision making.   

Key Next Steps 

Whānau shared they are exploring the potential to renovate the current building. They highlight that this will assist and accommodate mokopuna on the waiting list. ERO supports this as a key next step and encourage whanau to collaborate alongside the district tari for additional support.   

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to use internal review to monitor and report on the overall performance of the kōhanga reo and planned priorities for development.

1 Context

Te Kōhanga Reo o Te Whakarangatiratanga is located in the heart of Flaxmere, Hastings. Nurture and prosper tomorrow’s future leaders is the vision that guides the kōhanga reo whānau in their interactions with children. The whakataukī epitomises the name of the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga well through positive interactions with their peers, whānau and others.

Ngā Taumata Whakahirahira

Children are exposed to te reo Māori. Kaimahi use a range of strategies to support children’s language development. These include using prompts and actions during karakia, hīmene, mihi, pepeha and waiata. Kuia and kaimahi model correct language patterns. Children are able to respond appropriately to instructions from kaimahi. Babies can use single words and body language to communicate their understanding. Children are early learners of te reo Māori.

Children are embraced by whanaungatanga. The whānau, kaimahi and children share the same whakapapa connections. Kaimahi model aroha, manaaki and tiaki. Children are respectful with their peers, kaimahi and others. Kaimahi encourage supportive interactions between tuākana and tēina. Tuākana encourage tēina to take risks while they support. Children are happy and settled.

Children learn in an environment that nurtures their identity. Kaimahi take children on haerenga where they visit with whānau whānui, children within the purapura and the local marae. Children learn about the role of tangata whenua. Attending tangihanga and welcoming manuhiri are important to children’s growth and development of understanding. Kaimahi afford children the opportunity to share their pepeha while whānau are in support. Children know the kōhanga reo environment. Children display a sense of belonging.

Children are supported in their learning environments. Kaimahi provide a fully-resourced setting which is age appropriate and motivating. Children are encouraged to explore and enjoy different activities as individuals, in pairs or in groups. Kaimahi compliment and praise children’s positive reactions and interactions. Kuia offer older children one on one learning in literacy and numeracy. Children have the choice as to whether or not they wish to participate in the learning. Babies willingly participate in the daily programme. They are supported by tuākana and kaimahi. Children are familiar with the daily routines. Children are confident learners.

Key Next Steps

Te reo Māori is identified as an area to strengthen. It is time for whānau to consider strategies that will support kaimahi build confidence and capability in the use of te reo Māori.

Planning and Evaluation

Planning, assessment and evaluation practices are well-established. Programme planning promotes children’s interests and recognises the importance of whakapapa. Assessments are clear. They inform whānau of children’s experiences and progress in learning. Evaluations are aligned to the learning programme. Kaimahi reflect on what is effective and how they can provide additional learning for children. Children benefit when planning, assessments and evaluations are well written with them in mind.

The whānau administer the operations of the kōhanga reo in a proficient manner. A policy framework identifies clear processes which guide them in managing the kōhanga reo. Charter policies are up-to-date and reviewed. Personnel matters are current including kaimahi contracts, police vetting and appraisals. Whānau hui are held regularly and well attended. Office systems including financial records are in order. Internal reviews and monitoring take place across all activities. Health and safety policies, procedures and applicable registers are documented. Effective and efficient management contributes to positive outcomes for children.

Key Next Steps

Strategic planning requires further development. It is important that the strategy is supported by an action plan. This will ensure that long and medium term priorities are realised.

Emergency drills have not been carried out. The whānau must consider the safety and wellbeing of children at all times. It is important for whānau to put in place a plan to carry out and document emergency drills on a regular basis.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure adults are familiar with the relevant emergency drills, regularly carry these out with the children, and record these drills accordingly.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations that whānau:

1 Context

Te Kōhanga Reo o Te Whakarangatiratanga is in a purpose built complex in Flaxmere, Hastings. The grounds are spacious and well maintained. Kuia who regularly visit the kōhanga reo are supportive of the whānau and children.

The previous ERO report identified a number of positive developments. These included te reo Māori, the daily learning programme, staff organisation and whānau roles and responsibilities. Reporting to whānau, strategic planning, financial management and personnel matters were additional areas of strength. Programme planning and evaluation were areas requiring attention.

2 The Review Findings

How well do children work together?

Children work well together in all areas of their learning and interactions.

Mana Aoturoa

Children actively engage in independent play. Children have access to various resources that encourage creativity, early literacy and numeracy, physical play and imaginative thinking. They eagerly make decisions about their own uninterrupted learning and play for long periods. Whānau support and guide children in positive ways. Children’s learning needs are met.

Children learn tikanga Māori from whānau. Children are encouraged to seek support from whānau and kaimahi. Whānau and kaimahi model aroha, manaaki and awhi and encourage children to display these behaviours among each other. The whānau and children appreciate the presence of kuia and value their knowledge and skills. Children show aroha towards the kuia. Children confidently practice tikanga Māori.

Children experience routines which are familiar and predictable. These practices are well established and are valuable social, learning times for children. Children are comfortable with kaimahi who support them on a daily basis and are familiar with their interests and needs. Children are settled.

Key Next Steps

Children are not confident speakers of te reo Māori. Kaimahi and most whānau members do not adequately support or extend children’s te reo Māori skills. This limits children’s language development.

Planning and Evaluation

Whānau meet regularly and participate in all decision making related to the kōhanga reo. They are committed and contribute where they can. There are effective systems for financial management, charter and policy review, office administration and property management. Children are well supported by whānau.

Processes for planning, evaluation and assessment positively support children’s learning and development. Long and short term plans effectively guide kaimahi delivery. Programme evaluation is comprehensive and focused on improvement. Assessment practices provide clear detail about children’s progress and experiences. Children are stimulated to learn.

Key Next Steps

Self-review practices require strengthening. There is no annual plan to support the priorities in the strategic plan. Kaiako reports focus predominantly on outings. They do not share their findings of programme evaluation with the whānau. Appraisal of kaimahi has not been carried out. Hazard check are infrequent.

4 Recommendation

  • develop an annual plan to support the priorities in the strategic plan
  • provide the administrator with a job description and employment contract
  • carry out regular hazard checks.
