1 Context

Te Kōhanga Reo o Te Whānau Mana Kākano is located on the premises of Terrace End School in Roslyn, Palmerston North. Since the previous ERO review, the kōhanga reo has employed a new kaiwhakahaere and kaiako to support the kaiako. They continue in their efforts to increase the roll number of children and have purchased a van to transport children to kōhanga reo.

2 The Evaluation Findings

How well do children express their understanding of whanaungatanga?

Children show that they are open and caring in their interactions and relationships with others.

Ngā Taumata Whakahirahira

Children learn te reo Māori in a supportive environment. Kaimahi use a range of strategies to build children’s understanding and use of te reo Māori including conversations, questions, prompts and instructions. Karakia, mihimihi and reciting whakapapa introduces children to language structures. Older children are confident in their use of te reo Māori and are able to initiate conversations with others. Babies are beginning to express their understanding of te reo Māori. Kaimahi respond to children’s communication with warmth and understanding. Children are growing in confidence to speak te reo Māori.

Children enjoy meaningful relationships in the kōhanga reo. Kaimahi model care and respect for others, and embrace children with aroha, manaaki and tiaki. Children are encouraged to interact in supportive and loving ways with their peers. Babies have established trusting relationships with kaimahi who are attentive to their emotional and physical needs. The older children are very mindful when interacting with babies. Kaimahi encourage tuākana tēina relationships. They provide affirming feedback to children for their successes. Positive relationships within the kōhanga reo foster whanaungatanga. Children are happy and settled.

Children learn about their role in caring for the environment. Kaimahi provide a programme that nurtures children’s identity. The learning programme emphasises the importance of whakapapa and connections to the natural world. Kaimahi support children to learn about their connections to their mountains, rivers, marae and significant people in their lives. Children begin to understand nature through learning about atua Māori and exploring the environment. Children learn to care for the environment by looking after resources and tidying up after themselves. Children are learning about their place in the wider world.

Planning and Evaluation

Whānau management of the kōhanga reo is adequate. Kaimahi have processes in place to carry out programme planning and assessment. Annual, term and weekly plans identify content and strategies to guide the implementation of the learning programme. There are clear links to Te Whāriki. Children participate in learning programmes that are carefully and thoughtfully planned. Assessment information about children’s learning is collated through mātai mokopuna and profile books and shared with whānau members. Whānau hui are held regularly and there is a good level of reporting around key aspects of operations. The charter is currently under review. All health and safety policies and procedures have been updated.

Key Next Steps

Programme evaluation requires strengthening. While kaimahi discuss the learning programme, it is difficult to gauge how the quality of the programme is monitored. It is time for kaimahi to consider other ways to evaluate and review the effectiveness of the learning programme.

Some health and safety processes are not well implemented. Emergency evacuation procedures are incomplete. The whānau have not yet implemented procedures and appropriate recording of earthquake and other evacuation drills. While the whānau have a policy and procedures for trips away from the kōhanga reo, risk management plans are not consistently completed to support the safety of children at these times.

Kaimahi appraisals have not yet been completed. It is important that kaimahi are well supported to identify areas of strength and areas for further improvement, and undertake professional development that contributes to quality education and care for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • review and update all requirements to ensure that emergency evacuation drills are carried and maintained for children

  • take all reasonable steps to provide staff employed with adequate professional support, professional development opportunities, and resources.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen programme evaluation

  • implement and document all emergency evacuation drills

  • ensure all trips and excursions are well planned with respect to the health and safety of children

  • carry out the appraisal of kaimahi and provide relevant professional development.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whānau Mana Kākano will be in three years.

Findings

Te Kōhanga Reo o Te Mana Whānau Kākano is located on the grounds of Terrace End School in Palmerston North. Children are growing confidence in their use of te reo Maori. There has been a focus on growing te reo Māori for kaimahi and children. Whānau are positive about the future development of the kōhanga reo.

The next ERO review of Te Kōhanga Reo o Te Whānau Mana Kākano will be in three years.

1 Context

Te Kōhanga Reo o Te Whānau Mana Kākano is in Palmerston North. The kōhanga reo has been through some challenging times. The current kaiako also works as the kaiwhakahaere. Over the past two years her unrelenting belief and commitment to the kaupapa has resulted in an increase of the number of children attending kōhanga reo and the maintenance of a te reo Māori speaking environment.The support of the chairperson has been significant for the kaiako during this period. The number of whānau is quite small. The future aspirations are to increase the number of children and for kaimahi to participate in appropriate professional development. The whānau are optimistic about the future of their kōhanga reo.

2 The Review Findings

How confident are children in their understanding and use of te reo Māori?

Children are growing confidence in their use of te reo Maori

Mana Reo

Children hear te reo Māori throughout the day. The older children have a good understanding of te reo Māori. They respond appropriately and speak Māori when reminded. Kaimahi are clear in their communications. Children have a good understanding of formal and informal language. This is particularly obvious when they recite karakia and mihimihi. Children are growing in their confidence to speak te reo Māori.

Children develop a sense of belonging. They enjoy interactions and positive relationships with others. Children communicate what they know about their whānau as they recite their pepeha and whakapapa. They participate in karakia and mōteatea to enhance knowledge of themselves, their whānau, hapū and iwi. Children experience learning where their identity is promoted through te reo Māori.

Children are supported to express themselves in te reo Māori. They enjoy being read to. They engage with stories and are able to retell the story line. Kaimahi use waiata to support children’s understanding of concepts. Children have opportunities to make decisions about their work and learning. Kaimahi engage with children in conversations and ask appropriate questions. Children explore te reo Māori in a supportive environment.

Planning and Evaluation

Programme planning is well documented. Planning is flexible and allows children to participate in spontaneous events that contribute to their learning. Māori words are identified to extend children’s understanding and use of te reo Māori in particular situations. Children benefit from a programme that is focused on enhancing te reo Māori through meaningful learning contexts.

The Charter provides clear guidelines for the management of the kōhanga reo. The philosophy positions children, whānau and te reo Māori at the centre of all operations. Policies and procedures are in place. These ensure that the kōhanga reo is a healthy and safe place for children.

Whānau have in place systems to ensure that kaimahi are clear about their roles and responsibilities and their entitlements. All information is current. Whānau demonstrate they are fair employers. Kaimahi have been appraised. Professional development is influenced by the outcomes of appraisals and gives priority to te reo Māori.

A strategic and action plan has been developed which identifies whānau priorities over the next three years. This includes strategic goals for strengthening te reo Māori; operations and building upgrades. Progress reports against the goals will contribute to internal review practice.

Key Next Steps

Kaimahi use profiles as an assessment tool. This is in the early stages of development. It is time for kaimahi to consider a process where children’s learning is able to be monitored. This will ensure whānau are well informed of their children’s progress.

It is time for kaimahi to reflect on the programme in particular, what has worked, what hasn’t worked and what changes can be made to improve learning for children. This will ensure that the programme responds to children’s learning needs.

The kaiako has not yet been appraised. It is time for whānau to put in to place a process for the appraisal to happen. This will support the whānau to identify ways to support the kaiako in her work with kaimahi and children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The whānau must ensure that:

  • all reasonable steps are taken to provide staff employed or engaged in the service with adequate professional support, professional development opportunities, and resources.(R47ECS2008/GM1-12)

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations that:

  • kaimahi strengthen assessment practice
  • a process be established to monitor the quality of the learning programme
  • the kaiako appraisal be carried out.
