1 Context

Te Kōhanga Reo o Te Whare Aroha o Te Hūmārie is in Ōpōtiki. Whānau members have strong connections amongst themselves, with the Hāhi Ringatū and Terere Marae. Despite recent staffing challenges the whānau acknowledge their progress and are excited about the future. They are supported by a strong purapura. They have access to professional development and deliberate support as they need. This provides them with increased confidence with their areas for improvement.

2 The Evaluation Findings

How well do children participate in learning?

Children participate within the kōhanga learning environment and show that they are happy.

Ngā Taumata Whakahirahira

Children are immersed in te reo o Te Whakatōhea. Kaimahi use strategies such as questions, prompts, waiata, karakia, mihimihi, pepeha and rotarota. Children sing loudly, haka, and sway and dance to music. Tuākana confidently answer questions and follow instructions without assistance. They use te reo Māori when speaking to their friends. Pēpi show their understanding of what is being said to them through their body language and facial expressions. Children are learners of te reo Māori.

Children learn about their connections to Te Whakatōhea and others. Whānau have a strong relationship with their purapura and they support kaupapa at Terere Marae. They model iwi and hapū tikanga. Children mimic and follow kaimahi role modelling. They show an understanding of their role as tangata whenua. Children hongi and greet manuhiri with assurance. Tuākana eagerly and confidently share their pepeha with others. Ringatū karakia, iwi and hapū specific waiata and mōteatea demonstrate connection to Te Whakatōhea. Children are developing an understanding about who they are.

Children learn a range of waiata, haka and waiata ā-ringa. They show enthusiasm and energy when performing. Children perform kapahaka with excitement and gusto. Waiata, haka and waiata ā ringa are used to enhance children’s learning and reinforce learning. Kaimahi model a love and passion for singing and dancing. Kaimahi display children’s learning on the walls with pride. They provide arts and crafts activities for children to create. Children show that they enjoy what they do.

Planning and Evaluation

The whānau are developing their confidence and capability to manage the operations of the kōhanga reo. There have been recent changes in the kōhanga reo with a new chairperson and kaiwhakahaere appointed to those roles. Aspects of whānau management are in place. Personnel documentation has been updated. Police vetting of kaimahi has been completed. Kaimahi are well aware of their roles and responsibilities. The financial position of the kōhanga reo is reported at monthly hui. The whānau has in place a strategic plan that is aligned with Ngā Pou e Whā o Te Kōhanga Reo. The charter is currently being reviewed.

Some programme planning provides direction to kaimahi who use this information to guide daily activities. Whānau have implemented a new aromatawai process. They are committed to use this to show children’s progress over time. This is a positive development and will support the kaimahi to monitor what children can do in a formal way.

Key Next Steps

Self-review needs strengthening. It is important that self review includes a strong process to monitor and update all policies and procedures. Health and safety policies and procedures require further development so that they better align to current legislation such as the Children’s Act 2014. The whānau must ensure there is a process to regularly carry out and record their emergency evacuation drills.

Enhance and monitor the learning programme. While kaimahi acknowledge that they discuss children and their learning at length, this is not recorded. There is limited documentation to show children’s learning development and programme evaluation. The effectiveness of the learning programme is yet to be formally monitored.

Implement the performance management system and processes. The appraisal policy and procedures must be reviewed and implemented as required. The appraisal of kaimahi has not been completed.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of practice for children

  • evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • seek further support for kaimahi to provide a learning programme that meets the needs of all children

  • strengthen the areas of whānau management and self review identified in this report

  • update and formalise health and safety practices.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whare Aroha o Te Hūmārie will be within two years.
