1 Context

Te Kōhanga Reo o Te Whetū o Te Ao Mārama is in Flaxmere, Hastings. Children and whānau have strong links to each other through whakapapa. Since the previous ERO review in 2015, the whānau has increased the maximum roll of their licence to cater for the increased community demand for kōhanga reo. The actual roll has since doubled. More qualifications have been attained by whānau through Te Kōhanga Reo National Trust (TKRNT). A shared focus on continual improvement amongst existing whānau positions the kōhanga reo well for the future.

2 The Evaluation Findings

How well do children show an understanding of tikanga Māori?

Children show their understanding of tikanga Māori and are developing their confidence as they use te reo Māori

Ngā Taumata Whakahirahira

Children’s place at the kōhanga reo is affirmed. Learning activities and interactions for children help them to build confidence to self-manage and take responsibility for learning. They have easy access to a range of resources that stimulate their curiosity and interests. Children move with confidence between spaces, indoors and outside. Individuals enjoy leadership opportunities provided. They are active and willing participants.

Children are immersed in te reo Māori and tikanga Māori. Daily activities for learning promote the use of te reo Māori by children. Their contributions are praised and acknowledged. Children’s knowledge of the language and tikanga associated with kaupapa is extended by kaimahi during interactions. Simple and effective language strategies are used by kaimahi to prompt children to express what they know in te reo Māori. Children are developing confidence to use te reo Māori.

Children learn about whānau values that guide interactions and relationships with others. They have formed positive and caring relationships with others. Kaimahi respond promptly to children’s needs. Care, concern and attention is given to all children. Deliberate strategies are used by kaimahi to acknowledge and affirm each child. Karakia and waiata are used to reinforce whānau values and expectations for learning and care. Children are settled and appear happy.

Children have lots of opportunity in the day to explore and interact in their natural and physical environments. Programmes of activities are well organised for children to select. The outdoors provides easy access to areas of learning that enable children to interact with Papatūānuku. The use of karakia support children’s learning about atua Māori. Children are developing a greater awareness of tikanga to inform the way they interact in te ao. Children understand tikanga associated with their immediate physical and natural surroundings.

Planning and Evaluation

Children’s interests inform Te Whāriki planning, and promotes learning about tikanga. Whānau and kaimahi plan together. Plans are used to prepare, organise and manage activities linked to kaupapa. Kaimahi modify practices and planned activities to respond to the changing needs of children. There is direction and structure in learning for children. Information about children’s learning is made available to whānau. There are portfolios for each child that shows what they have achieved based on checklists, however these can be expanded further to include assessment of children’s learning in relation to Ngā Taumata Whakahirahira.

Whānau management is focused on children and their care. The whānau has worked hard over the past year to ensure management practices are sound, well understood, and guided by tikanga. Kaimahi are well supported in their employment and professional development. A strategic plan with whānau goals is documented and focused on specific areas of growth and improvement for children. Policies and procedures are reviewed and understood by members. Regular reporting occurs at whānau hui. There is good attendance by whānau at hui. Effective methods of communication are used to keep whānau informed on kōhanga reo developments. Children benefit from sound management of the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

the whānau continue to use and develop internal evaluation practice to enhance whānau management and Te Whāriki developments for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whetū o Te Ao Mārama will be in three years.

Purpose

The Education Review Office (ERO) is the government department that, as part of its work, reviews kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous 2013 ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Whenua - supervision

  • programme planning

  • areas of non-compliance

  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Whetū o Te Ao Marama is in Flaxmere, Hastings. Children and whānau have strong links to each other through whakapapa. Whānau are committed to improving outcomes for their children. Whānau are actively involved in purapura. They are focussed on growing their knowledge of their roles and responsibilities and learning about good practice for managing the kōhanga reo. Their current priorities include building whānau capability in te reo Māori. Self review is managed well and used to inform continual improvements for children.

This ERO review evaluates the progress the whānau have made in the areas for development identified in the ERO report of March 2013. These included the supervision of children, programme planning and the securing of kōhanga reo gates.

Children are well supervised as they follow their interests and explore at kōhanga reo.

Area of progress

Children move with ease in an environment where kaimahi and whānau are vigilant in their supervision practices. The high presence of whānau members has a positive influence on adult to child ratios and children’s engagement in activities. Kaimahi and whānau have developed a schedule and guidelines to assist them maintain effective supervision practices. Children benefit from the improved supervision measures that have been put in place.

Planning and Evaluation

Background

To what extent are children excited and stimulated in the learning programme?

Children are self motivated and engaged in meaningful learning.

Area of progress

Children are enthusiastic and busy learners. They receive well planned, stimulating learning programmes. Plans are detailed, include whānau views and effectively guide kaimahi delivery. There is a strong emphasis on learning and exploration through te ao Māori contexts. Children’s learning experiences and successes are regularly monitored and evaluated.
