Te Kōhanga Reo o Tū Whakaara o Te Rautahi is in Kawerau. Whānau share whakapapa links. Many generations of their whānau have attended this kōhanga reo. The kuia provides valued support and guidance to maintaining te reo and tikanga Māori for their whānau.
2 The Evaluation Findings
How well do children demonstrate whanaungatanga?
Children engage in caring positive relationships with others.
Ngā Taumata Whakahirahira
Children are well supported to learn te reo Māori. Kuia and kaumatua provide role models of te reo Māori for the whānau. Whānau have aspirations for their children to be speakers of te reo Māori. Kaimahi use a range of strategies to extend children’s language development. These include visual cues, open questioning, and conversations. Some older children use te reo Māori to speak with each other and adults. Younger children show understanding of te reo Māori through appropriate responses. Children are developing as early speakers of te reo Māori.
Children are supported to learn about who they are and where they come from. Kaimahi reinforce whakapapa connections and relationships between people, whenua, and wairua. Children are encouraged to share their pepeha with others. They enjoy standing in front of their whānau to make connections through their pepeha. Kaimahi ensure children are active participants in pōwhiri. Children observe kawa and tikanga of the marae. Children are developing an understanding of their role as tangata whenua.
Children learn in an environment that nurtures their well- being. The presence of kuia reinforces whanaungatanga. Kaimahi treat children with aroha and manaaki. They engage in relationships that are respectful and nurturing. Children use these models of interactions to form positive connections with others. Kaimahi reinforce tuakana teina relationships. Tuakana are considerate in their interactions with teina. Children are settled and appear secure.
Children are encouraged to explore their natural and physical environments. Kaimahi use a range of natural resources to provide children with sensory experiences. They encourage children to be creative. Kaimahi provide opportunities for children to learn about atua Māori. Children learn many different karakia and waiata to support their understanding about atua Māori. Kaimahi arrange the environment for children to explore. There are times of the day when children can follow their interests. Children are confident learners.
Planning and Evaluation
Children benefit from a well-planned programme. Kaimahi plan the learning programme together. They use Te Whāriki ā te Kōhanga Reo to guide planning. Assessment includes profile books that capture children’s progress. This information is shared at whānau hui. Kaimahi reflect on the learning programme to improve children’s learning opportunities. Children are active and engaged learners.
Whānau are active participants in their kōhanga reo. Regular hui are well attended by whānau. A strategic plan is in place. Whānau have a guide to support the future development of the kōhanga reo. The annual plan supports kaimahi to monitor kōhanga reo operations. Whānau work well together. Kaimahi are police vetted and have engaged in a performance management process. Children feel connected when whānau actively participate.
Key Next Steps
Self-review is developing. The tūtohinga and some policies and procedures are yet to be reviewed. It is timely for whānau to evaluate these documents. Children’s outcomes will be supported through focused self-review.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- that the whānau continue to strengthen areas of operations and management through regular and rigorous self-review.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Tū Whakaara o Te Rautahi will be in three years.

Evaluation
Te Kōhanga Reo o Tū Whakaara o Rautahi is in Kawerau. Te reo Māori is the only language heard by children at kōhanga reo. All children benefit by having the kuia who supports and guides the whānau to build their confidence and use of te reo Māori.

1 Context
Ko Pūtauaki te maunga, Ko Tarawera te awa, Ko Rautahi te marae, Ko Mataatua me Te Arawa ngā waka, Ko Tūwharetoa te iwi
Te Kōhanga Reo o Tū Whakaara o Rautahi was established in 1983. It was the first kōhanga reo established in Kawerau. The kōhanga reo relocated to its current site in 2007 and is situated next to Kawerau Central School.
2 The Review Findings
How well do children communicate in te reo Māori?
Children communication and responses show they have a good understanding of te reo Māori.
Ngā Taumata Whakahirahira
Children learn in a strong te reo Māori environment. The kuia provides support to children, kaimahi and whānau to support their understanding and use of te reo Maori. Adults promote and encourage language learning through clear instructions, karakia, affirmation, conversations and waiata. Kaimahi monitor te reo Māori development regularly. Communication with babies is appropriate and relevant. Kaimahi talk, sing, recite rhymes and tell stories to babies during mealtimes. Babies mimic and respond to them in non-verbal ways using gesture and expression. Older tamariki are able to engage and respond positively during formal and informal discussions with others. Children explore te reo Māori in a supportive environment.
Children’s interactions with other are considerate and friendly. Tikanga guides children’s behaviour and relationships with others. Kaimahi model manaaki, aroha and awhi. Children are loved and well cared for. Children are affirmed for their successes. Kaimahi acknowledge children’s efforts and achievements. Kaimahi know their children well. Children are happy.
Children participate in a stimulating learning programme. Activities are varied and delivered in interesting ways. Kaimahi include waiata, games, haka and shared reading to add interest. Children enjoy looking at books on their own and with others. They eagerly respond to questions and relate aspects of stories to their own experiences. Children are inquisitive learners. Children are familiar with and follow routines
Planning and Evaluation
Kaimahi have developed well considered plans. Planning is detailed and includes focused learning activities. These plans are informed by Te Whariki. Plans provide a clear and manageable guide for kaimahi. Children benefit from well-planned learning.
Children’s assessments are developing well. These include a range of artwork samples and developmental checklists. However, children’s voice will support kaimahi as they monitor children’s learning progress and achievement. Children’s work provides an opportunity for them to express their views and see it written down. Individual developmental checklists provide good information for whānau. Children’s learning and progress is monitored.
Programme evaluation is adequate. Kaimahi have an understanding of the purpose of evaluation and how it improves their practice. They document discussions as a record and reference point. Kaimahi evaluation determine what works well and what can be improved. Children benefit from ongoing reflection and improvements to learning programmes.
The whānau manage their kōhanga reo well. Core health and safety policies, procedures and practices align with outcomes. Regular reporting to whānau hui covers all the day to day operations of the kōhanga reo. Whānau reflect on these reports to see if improvements are required to maintain their high standards. All employment documentation is current and in place. Kaimahi have completed their appraisals. The whānau strategic plan is informed by Te Ara Tūāpae. Goals and priorities have a strong focus on te reo Māori me ona tikanga. This emphasis aligns with their charter and programme delivery. Children experience an environment where their wellbeing and learning is paramount.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

emotional safety (including positive guidance and child protection)

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:

Whānau to develop and implement an annual action plan to monitior annual priorities.

Te Kōhanga Reo o Tū Whakaara o Rautahi is in Kawerau. Te reo Māori is the only language heard by children at kōhanga reo. All children benefit by having the kuia who supports and guides the whānau to build their confidence and use of te reo Māori.
