2 Te Aromātai a te Tari Arotake Mātauranga

1 Background

Introduction

A supplementary review is undertaken at the discretion of a National Manager in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Ngā Taumata Whakahirahira including the children’s outdoor area
  • Planning and Evaluation including health, safety and property matters, whānau management practices, staff roles, programme review and reporting, children’s assessments, self review, budget allocations and strategic planning
  • Areas of non-compliance
  • and any issues identified during this review.

2 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Tūporo Tuhikiterangi is in Rotorua. A number of issues that needed attention were identified in the previous ERO report of 2013. These issues included health and safety, property management, evacuation processes, personnel matters and resources. There were further issues with whānau management and administration, programme evaluation practices and assessments. This supplementary review evaluates the progress the whānau has made towards addressing these matters.

Children now experience a safe play environment where whānau have taken all reasonable actions to safeguard their children. Whānau have addressed the various health and safety matters and property concerns that were identified as risks. Children are developing strong relationships with the new senior kaiako. The lead kaiako is guiding staff with their teaching practices. Staff acknowledge they are still developing their understanding of assessment and evaluation.

Children benefit from whānau members who are committed to their wellbeing and learning. Practices for strategic planning, self review, appraisal and financial management have improved significantly. There is now stronger whānau engagement in the kōhanga reo operations. Whānau have a clear sense of purpose and direction for their children.

3 Findings

Ngā Taumata Whakahirahira

Background

The previous ERO report identified issues with the children’s outdoor area. The sandpit had very little sand for children. There were insufficient surfaces for children to use when they rode their bikes. The play structures for toddlers and infants needed repairing or replacing. Babies needed an appropriate surface for safe movement. There was evidence of ant infestation.

Areas of progress

Whānau have implemented a number of health and safety measures to help safeguard their children as they learn and play. The whānau have implemented a maintenance review cycle and register both of which are operational. The sandpit has been filled with sand. This has added to the safety of the children whilst outdoors. The whānau have removed various play structures including the surfacing and have set aside a budget to replace these. They hired a professional agency who found no evidence of ant infestations. Children confidently explore the outdoor area which is welcoming and attractive.

Planning and Evaluation

Background

The previous ERO report identified several areas that required attention. The whānau did not always record or report property maintenance matters including hazards. Records of drills, accidents and incidents were not adequately addressed.

The report stated that whānau did not play an active role in the kōhanga reo. There were particular issues with personnel, staff appraisals and general management and administration. The whānau needed to review their budget and have a stronger focus on children’s learning. Self review needed to be developed to address the issues in the previous ERO report. Although whānau had a strategic plan, there was no action plan to support its implementation.

Kaimahi did not review and report to whānau about the children’s learning programme. Assessment practices were limited.

Areas of progress

Children are the central focus for whānau when they manage and organise the kōhanga reo. Whānau have begun to attend wānanga and hui associated with Te Korowai and Te Whāriki. They are becoming more aware of the kaupapa of the kōhanga reo and their roles and responsibilities. There is a well written action plan to support whānau strategic priorities. Whānau are committed to improving children’s learning outcomes.

Children benefit from the safety measures whānau have recently implemented. There are a range of policies and procedures to guide whānau with health and safety matters. Procedures and registers for accidents, incidents, evacuations, hazards, unwell children and medication requirements are up to date and are well applied. These health and safety practices help minimise potential risks to children.

Children’s learning and development opportunities have improved since recent staffing changes. The whānau have appointed a new kaiako who is an experienced practioner and provides professional guidance and direction to kaimahi. All kaimahi have been appraised and have had their professional goals identified.

Areas for further improvement

Children’s progress and experiences are still not adequately monitored or evaluated. Although children have individual profiles, kaimahi still need to focus more on children’s learning rather than general matters. Evaluation continues to need improvement. Kaimahi do not meet regularly to evaluate the children’s learning programme or their teaching practices.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • improve practices for monitoring children’s progress and programme evaluation
  • continue to strengthen management and administration practices.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
