Te Kōhanga Reo Education Evaluation Findings Report

1    Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2    Context

Te Kōhanga Reo o Waikaremoana is located beside Waimako Pā in Tūāi, Waikaremoana. Since the previous ERO review of 2019, the whānau have employed another kaiako and a new person is in training to manage kōhanga administration. The whānau and the district kaupapa kaimahi are working to strengthen whānau capability to effectively manage the kōhanga reo operations.

3    Evaluation Focus

To what extent does whānau management improve outcomes for mokopuna?

Outcomes for mokopuna have been strengthened as a result of improved whānau management practices.

4    Findings

The use of te reo Māori has strengthened across the kōhanga. Kaiako engage mokopuna in waiata, karakia, hīmene and mōteatea to support their learning te reo in meaningful ways. Kaiako are confident speakers of te reo Māori and consistently converse with mokopuna throughout the day. Mokopuna have increased opportunities to learn and use te reo Māori within the daily programme.

 The spiritual and physical needs of mokopuna are embraced and cared for. Mokopuna have freedom to choose the activities of interest to engage with, or to create their own play. Kaiako utilise both natural and other materials to stimulate mokopuna interests. They provide mokopuna with a range of appropriate equipment to challenge and extend the learning through meaningful activities.  Mokopuna appear to be secure and confident learners.

Mokopuna learning and wellbeing is being systematically managed. Kaiako regularly discuss and report on the learning programme. Programme planning is aligned to Ngā Taumata Whakahirahira and Te Whāriki o Ngā Kōhanga Reo. Mokopuna learning is recorded in their portfolios and linked to the Nga Taumata Whakahirahira. Whānau have easy access to these portfolios through an online platform. Mokopuna learning is more intentional and systematically managed because of improved assessment practices.

The health and wellbeing of mokopuna is a priority for whānau and kaiako. All checklists, registers and records for ensuring mokopuna safety are in place. All policies and procedures align to current regulations and legislation. Whānau have an annual plan and an action plan that guides the kōhanga operations. Mokopuna learn and play in an environment that attends to their needs, safety and care.

Key Next Steps

Documenting the of key aspects of kaiako discussions about mokopuna learning over time is a key next step. This documentation should also be used to inform evaluations about the programme and how best to support the ongoing learning and development of mokopuna.

To further build teacher capability especially for those kaiako who are less experienced, it is important to maintain an ongoing programme of professional learning and development. This should support them to grow their practice and to more effectively respond to the learning strengths and needs of mokopuna.

5    Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6    Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • implement the professional development plan, set by the Te Kōhanga Reo Regional Trust, to grow evaluation capability and strengthen teaching practice.

1 Context

Te Kōhanga Reo o Waikaremoana is in the rural community of Tūai, near Lake Waikaremoana in Te Urewera. The kōhanga reo is located next to Waimako Pā. Children, kaimahi and whānau affiliate to Tūhoe, and to the hapū of Te Whānau Pani and Ngāti Hinekura.

The previous ERO review of this kōhanga reo was conducted in 2010. Since that review, the kōhanga reo has been in recess for periods of time. Due to their isolated location, there have been many challenges for the whānau to maintain consistent operations and practices in the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate knowledge of their identity?

Children are beginning to demonstrate an understanding of their identity as Tūhoe.

Ngā Taumata Whakahirahira

Children participate in learning that nurtures their identity as Tūhoe. The whānau provide opportunities for children to learn about their tūrangawaewae. Kaimahi ensure that children regularly attend pōhiri and other kaupapa at the marae. Children observe tīkanga and kawa in action on their marae, and demonstrate an understanding of appropriate behaviour during these times. They explore and play on the marae, and enjoy going to feed the pigs nearby. Children are confident on their marae and in their kōhanga reo.

Children learn in an environment where whanaungatanga is valued. Kaimahi use praise to promote children’s confidence and trust. Children look to the adults in the kōhanga reo for comfort and reassurance. As a result, children interact happily with each other and adults. Tuākana are positive role models for their tēina. Kaimahi encourage the older children to be mindful of the younger children as they work with and around them. Children experience caring interactions in the kōhanga reo.

Children hear the Tūhoe dialect spoken in the kōhanga reo and on the marae. Kaimahi support children’s te reo Māori development by modelling, the use of questioning, repetition and prompts, and through learning and singing waiata. Being on the marae allows children to hear how te reo Māori is used in authentic settings. Older children try to speak te reo Māori with support from kaimahi. Younger children mimic and repeat simple words and phrases. Although the whānau have aspirations for their children to learn and speak te reo Māori, children speak English to each other. Children are developing their skills and confidence to speak te reo Māori.

Planning and Evaluation

Kaimahi have processes in place for programme planning and children’s assessment. Kaimahi plan activities that keep children busy and active during the day. Planning guides the implementation of the learning programme. Children have assessment profiles that include information about their learning. The whānau have information to understand their children’s learning and progress.

Key Next Steps

There are a number of key next steps relating to the management and operations of the kōhanga reo.

Collective decision-making by the whānau about their kōhanga reo is limited. The whānau do not fully understand how they can actively support their kōhanga reo. New whānau members have accepted key committee positions and require guidance to understand those roles and responsibilities.

Policies and procedures are not reviewed regularly. Health and safety policies must be reviewed and aligned to the Children’s Act 2014. Some key health and safety policies and procedures have not been developed and implemented. In the absence of these policies, procedures and guidelines, the wellbeing and safety of children cannot be assured.

Support for kaimahi is not well managed. Job descriptions and contracts need to be updated and signed. Appraisals have not been carried out to ensure kaimahi know what they do well and what areas of their practice they can improve. Kaimahi have not yet been able to attend training and development provided by Te Kōhanga Reo National Trust. The whānau need guidance to understand their specific responsibilities as employers.

There is no strategic plan to guide the whānau and kaimahi to achieve their aspirations for their children in the kōhanga reo. It is important for the whānau to document their aspirations and plan what actions they will take. This will also support them to monitor and evaluate their own progress.

There is no annual plan to ensure key administration and operation tasks are monitored and completed within a timely manner.

Programme evaluation is not well understood and implemented in the kōhanga reo. The whānau and kaimahi should regularly discuss how well the learning programme is meeting the needs and interests of children in the kōhanga reo, and decide what changes can be made to improve the quality of learning for children. Monitoring these discussions and decisions will help whānau and kaimahi to reflect back and evaluate the impact of the changes on children’s learning.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children

  • review and update all health and safety policies and procedures to ensure all requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, Children’s Act 2014, and behaviour management are met and maintained for children

  • ensure kaimahi evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • establish an annual plan to guide the operations of the kōhanga reo

2 The Education Review Office (ERO) Evaluation

Waikaremoana Te Kōhanga Reo is a marae based kōhanga located near Tuai. This kōhanga is surrounded by native bush and is close to Lake Waikaremoana. The marae and the natural surroundings of the area form the learning environment for the children.

There is a clear focus on developing children’s knowledge about and connectedness to the iwi of Ngai Tuhoe. The marae, where the kōhanga is based, is called Tuhoe Pōtiki after the founding ancestor of Ngai Tuhoe. This is the first Ngai Tuhoe marae on the eastern side of the iwi boundary. Consequently learning about Tuhoe tikanga, kawa and identity knowledge is a big part of the learning programme provided for the children.

The whānau and staff are dedicated to helping children to learn and use te reo Māori with confidence. The kōhanga staff range in language capability from emergent through to native speakers of te reo Māori. Children speak te reo Māori to each other and to adults.

A special feature of the learning programme is the way in which staff instil in children knowledge and understanding of the physical and spiritual aspects of their immediate environment. This occurs through trips out to explore the immediate environment and through learning experiences at the kōhanga.

Children’s learning environments are stimulating, motivating and interesting. They have opportunities to explore and learn about the natural environment including the bush, moana and mountains, which are in the immediate area. The indoor environment of the kōhanga is well prepared for children. The children have easy access to a good variety of relevant resources and activities. Children are well supported to explore and learn.

Children experience warm, caring and positive interactions and relationships with adults and with each other. Adults effectively engage children in discussions about what they are doing. The adults make deliberate attempts to converse with children in te reo Māori. They help them to use the language that they know and to add to their increasing vocabulary. Children enjoy the relationships with adults and each other at the kōhanga.

The whānau participates regularly in the day to day operation of the kōhanga. The whānau are well informed about what is expected of them. Most parents meet these set expectations. Regular training opportunities are provided for the parents and these help them to maintain a shared understanding about kōhanga operations and the future direction. Whānau commitment and participation helps to support effective kōhanga operations.

Children are provided with an exciting, stimulating and interesting learning programme. They are allowed to explore a wide range of natural and manmade resources at their will. Children can use electricity sets, create with play dough and engage in prepared kaupapa learning activities. Children appear to be happy engaging with the learning resources and experiences provided for them.

Future Action

ERO is confident that the kōhanga is being managed in the interests of the children. Therefore ERO will review the kōhanga again as part of the regular review cycle.

3 Review Priorities

The Focus of the Review

Before the review, the whānau of Waikaremoana Te Kōhanga Reo was invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children atWaikaremoana Te Kōhanga Reo.

The whānau chose as its focus area:

  • Mana Reo

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning; and
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

4 Findings

Mana Reo

Background

The whānau selected Mana Reo as their focus area for this review. They were interested in getting feedback about the quality of their work in this area. The whānau and staff are focussed on supporting children to speak te reo Māori.

Areas of good performance

The learning environment.Children’s learning environments are stimulating, motivating and interesting. The kōhanga is marae based. The children are involved in marae based experiences including powhiri to welcome visitors. They also explore and learn about the natural environment including the bush, moana and mountain which are in the immediate area surrounding the kōhanga. The indoor environment of the kōhanga is well prepared for children. Staff make good use of the small indoor space by establishing it as an exploratory area for children. The children have easy access to a variety of relevant resources and activities. Children are well supported to explore and learn in a variety of learning environments.

Belonging and identity.There is a clear focus on developing children’s knowledge about and connectedness to the iwi of Ngai Tuhoe. The marae, where the kōhanga is based, is called Tuhoe Potiki after the founding ancestor of Ngai Tuhoe. This is the first Ngai Tuhoe marae on the eastern side of the iwi boundary. Consequently learning about Tuhoe tikanga, kawa and identity is a big part of the learning programme provided for the children. Children learn about their physical and spiritual connection to the area. They know songs, prayers and tribal stories that relate to their people. Children have a strong sense of belonging.

Interactions and relationships.Children experience warm, caring and positive interactions and relationships with adults and with each other. Most interactions are

in te reo Māori. The staff and whānau helpers recognise the value in maximising interactions for te reo Māori development. Adults effectively engage children in discussions about what they are doing. The adults make deliberate attempts to converse with children in te reo Māori. They help them to use the language that they know and to add to their increasing vocabulary. Children enjoy the relationships with adults and each other at the kōhanga.

Whānau commitment and participation.The whānau participates regularly in the day to day operation of the kōhanga. There are many adults present during the day who help out in a range of ways. This includes helping and supporting with the learning programme, preparing kai and by cleaning up after the children.

Whānau induction is well managed and carried out. The whānau are well informed about what is expected of them. Most parents meet these set expectations. Regular training opportunities are provided for the parents and these help them to maintain a shared understanding about kōhanga operations and the future direction. Some whānau members participate in ataarangi classes to help them to improve their knowledge and use of te reo Māori. Whānau commitment and participation helps to support effective kōhanga operations.

Te reo me ngā tikanga Māori.Children are well supported to learn and use te reo Māori. The kaiako is a native speaker of te reo Māori. There are also many whānau and staff members who have high levels of fluency in te reo Māori. These adults speak te reo Māori with the children. They use effective language acquisition strategies to encourage children to speak te reo Māori. Children are provided with opportunities to use and learn language in both contemporary and traditional settings. Te reo Māori is clearly shown as a living and relevant language of communication for these children. Children speak te reo Māori.

Kaimahi knowledge and expertise.The staff demonstrate skill, expertise and knowledge about te reo and tikanga Māori, the local environment, and the kaupapa of kōhanga reo. The staff are well trained. They demonstrate commitment and a willingness to further improve their skills by attending a variety of training

opportunities. The staff demonstrate a shared understanding of the priorities for the learning programme to be provided to the children.

Learning experiences.Children are provided with an exciting, stimulating and interesting learning programme. They are allowed to explore a wide range of natural and manmade resources at their will. Children can use electricity sets, create with play dough and engage in prepared kaupapa learning activities. Children appear to be happy engaging with the learning resources and experiences provided for them.

Planning and Evaluation

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga whānau plans, manages and monitors all areas of kōhanga operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.

Areas of good performance

Programme planning.Programmes of learning are well planned to accommodate the diverse range of interests and needs of the individual children. The whānau and staff have developed innovative frameworks for programme planning. The learning programme has a significant focus on developing children’s knowledge of who they are and where they come from.

Programme evaluation.Programme evaluation is well established and is used as a basis for making improvements to learning programmes. There are regular staff meetings where discussions and review occur about the learning programme including routines and child management practices.

Self review.The whānau and staff review some areas of kōhanga operations very well. There is a strong focus on reviewing the learning programme and the opportunities and resources provided for children. There is also good financial management review at whānau meetings. The staff and some whānau members are involved in te reo Māori and other training as a result of acting on the findings of self review.

Areas for improvement

Assessment.The staff do not adequately capture and record information about children’s participation and achievement of defined learning objectives. This is especially so for kaupapa learning activities. While there is a model portfolio of good practice this is not consistent for all children. The staff and whānau need to further consider how they will use the information gathered for assessment to tailor programmes of learning to meet and support the individual interests and strengths of the children.

Strategic planning.The kōhanga does not have a documented strategic plan to guide their future direction. Although there are a variety of long term goals that are discussed by the whānau, these have not been documented into a long term plan. The whānau does not have an annual plan either. The whānau and staff have not developed their local response to the Te Kōhanga Reo National Trust plan Te Ara Tūāpae.

Self review.There are aspects of health and safety review that require improvement. The whānau and staff need to review how hazard checking is done and how they maintain a secure outdoor environment as at times this area is not properly secured. Further thought needs to be given to how the wider whānau is to be kept informed about health and safety matters.

5 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of Waikaremoana Te Kōhanga Reo completed an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist.

In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration;
  • health, safety and welfare;
  • personnel management; and
  • financial and property management.

During the review, ERO checked the following itemsbecause they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse);
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures);
  • staff qualifications and organisation; and
  • evacuation procedures and practices for fire and earthquake.

During the course of the review ERO did not identify any areas of non-compliance.

6 Recommendations

ERO and the kōhanga reo whānau agreed that:

  • the whānau and staff seek support from the kaupapa kaimahi to help them to address the areas for improvement identified in this report.

7 Future Action

ERO is confident that the kōhanga is being managed in the interests of the children. Therefore ERO will review the kōhanga again as part of the regular review cycle.
