Te Kōhanga Reo o Waimarama in Waimārama, Hawke’s Bay. It is situated alongside te marae o Waimārama. The whānau aspire for mokopuna to transition into Māori immersion education and strengthen te reo Māori throughout the community. 

3 Evaluation Focus

How well do mokopuna show they are happy in their learning?

Mokopuna are settled and actively engaged in their learning experiences.

4 Findings 

Mokopuna learn in a supportive, caring, enjoyable environment. Kaimahi work with mokopuna in a calm, unrushed manner. These approaches result in a natural and calm setting for all. Kaimahi often praise mokopuna for their efforts and achievements. Mokopuna enjoy a learning programme that is familiar and predictable. 

Mokopuna learn about tikanga, kawa and their role as tangata whenua on the marae. Kaimahi promote and support mokopuna to explore the marae grounds. The presence of kuia is a distinctive attribute that supports mokopuna learning. Mokopuna sense of connection with the whenua, te taiao and their tūrangawaewae is enhanced.

Tuakana demonstrate thoughtfulness in their interactions with their teina. Pēpi smile and laugh as they express their understanding. Older mokopuna voluntarily lead and participate in the learning programme where they are able to. Mokopuna appear happy and enjoy learning alongside others. 

Mokopuna experience language learning opportunities that are fun, creative, and enjoyable. Kaimahi are deliberate as they increase mokopuna understanding and use of te reo Māori. They draw on a range of strategies which include questions, conversations, waiata, prompts, repetition, rotarota and instruction. Mokopuna enjoy their learning.

Kaimahi work from a basis of whanaungatanga as they plan the learning programme, monitor mokopuna learning and evaluate the quality of the learning programme. Planning is detailed, well organised and guides the implementation of kaupapa mahi. Mokopuna learning and progress is documented in mātai i te tamaiti. Kōnae mokopuna are used to capture individual mokopuna growth and development over time. Kaimahi regularly discuss the quality of the learning programme. This is a consistent practice that informs changes and responds to mokopuna learning needs. Mokopuna experience learning that is planned and monitored.

Whānau has established systems and processes to oversee the operations of the kōhanga reo. The Tūtohinga provides clear guidance and direction for whānau and is underpinned by the principals of Te Korowai. Regularly whānau hui ensure inclusive decision making and minutes offer valuable insights. Ongoing policy review maintain alignment with legislation, prioritising both relevance and compliance. Emergency evacuation drills are integrated into the learning programme. Registers are maintained providing good information. Mokopuna health, safety and overall wellbeing is prioritsed. 

Personnel matters are competently managed. Employment documentation comprises of individual employment contracts, position descriptions and completed kaimahi safety checks. Kaimahi appraisals focus on enhancing kaimahi knowledge and skills. The strategic plan incorporates the vision and aspirations of whānau for mokopuna, reflecting a commitment to sustainability for the future. The annual plan guides operational and administrative tasks and when these are to be met. Mokopuna are at the centre of whānau whakahaere

Key Next Steps

Whānau and kaimahi acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau engage in further wananga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to enhance awareness of the Children’s Act 2014 and maintain internal evaluation practices.

Te Kōhanga Reo o Waimārama is located in Waimārama, Hawke’s Bay. There is a strong relationship with the kura and community. The whānau all have whakapapa connections to Waimārama marae. They continue to strive towards their vision which is to encourage and strengthen te reo Māori for whānau, kaimahi and their children.

2 The Evaluation Findings

How well do children show identity and belonging to Waimārama?

Children are comfortable and confident in the kōhanga reo and Waimārama marae.

Ngā Taumata Whakahirahira

Children are developing awareness of their spiritual and cultural connections. They experience respectful interactions with a range of people including the nannies, parents and kaimahi. Kaimahi promote waiata, pepeha and stories of Waimārama to their children. These daily experiences help to deepen children’s awareness of the connection between atua Māori, tūpuna, whānau and the marae. Kaimahi ensure that daily routines are consistent. Familiarity with the programme allows the children to transition smoothly between activities. The older children take personal responsibility for themselves and can apply self-help skills with very little assistance from kaimahi. Children are happy and settled in their learning environment

Children receive authentic learning experiences on the marae. The kōhanga reo whānau are active kaitiaki of the marae. Kaimahi ensure children take part in all pōhiri and marae activities. These provide regular opportunities for children to learn about the tikanga and kawa of the marae. Children observe the different roles and responsibilities of those charged with running the marae. Children have karakia on the marae every morning. They also listen to their pakeke talking about whakapapa. Children are developing knowledge of the customs, beliefs and practices of Waimārama marae.

Children explore in their learning environments. The whānau have deliberately planned outings to broaden children’s experiences including places of significance and interest to children. Natural resources are gathered and used in the learning programme. The outdoor environment and equipment supports children to explore and extend their physical skills. Kaimahi ensure children are safe as they play and explore. Children are engaged learners.

Key Next Steps

The use of te reo Māori throughout the kōhanga reo requires attention. English is the main language of communication for children. Kaimahi and whānau also speak English at times. While children are receptive to te reo Māori used in social situations, most respond in English. New whānau members use the limited language they know. It is time for whānau to consider ways to strengthen te reo Māori in the kōhanga reo as well as in the home. Whānau members have identified that a deliberate language strategy needs to be planned and promoted at the kōhanga reo to accelerate children’s use and development of te reo o Waimārama. Children’s development and use of te reo Māori is compromised.

Planning and Evaluation

There are good examples of planning which reflect the importance of marae-based learning. Some whānau contribute what they believe is important to their children’s learning. These plans are displayed for all whānau to see. Planning provides clear direction for the implementation of the learning programme.

Key Next Steps

Whānau are developing understanding of their roles and responsibilities. They acknowledge that they are in the early stages of building strong capacity and capability to manage their kōhanga reo effectively. Recent challenges were addressed through the leadership of the kaiako and with the support and guidance of Te Kōhanga Reo National Trust. The whānau understand it is important that they continue to build their capacity and capability.

Programme evaluation requires strengthening. It is difficult to gauge whether deliberate improvements have been made to accommodate the diverse learning needs of children. The kōhanga reo whānau and kaimahi are encouraged to identify processes to evaluate the effectiveness of their learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO recommends that the kōhanga reo whānau work with kaimahi from TKRNT to:

  • increase whānau participation in the management of the kōhanga reo

  • extend the use of te reo Māori by children and their whānau

  • evaluate the effectiveness of the learning programme.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Waimārama will be in three years.

The kōhanga reo whānau have strong connections to their marae whānau. They share in the aspiration to foster te reo Māori me ona tīkanga to children. Their vision is to encourage more children and their whānau to participate in Māori immersion early education and continued Māori immersion to kura kaupapa Māori. There is a local kura next to the marae and kōhanga reo. The kōhanga reo has sustained overall good performance over the years as highlighted in previous reports. The whānau remain focused on sustainability of performance, growth and continual improvement for children.

2 The Review Findings

How well do children show confidence in knowing who they are and where they come from?

Children show growing confidence and knowledge in who they are and where they come from.

Ngā Taumata Whakahirahira

Children learn about who they are and where they come from in the wider kōhanga reo context of Waimārama marae. They participate in marae events where te reo Māori, kawa and hapū tikanga is reinforced. Children are reminded about the importance of tūrangawaewae, knowledge about historical landmarks and their unique place as tangata whenua. These activities affirm each child’s whakapapa and sense of connectedness. Children are happy as they learn about their identity, wellbeing and belonging.

Children learn about ngā atua Māori in meaningful and practical ways. Children regularly go out on outings in their local community including the moana, waterways and land to learn about atua Māori in these contexts. Children are at ease in their natural surroundings.

Children’s learn in a supportive te reo Māori environment. They are fortunate to learn alongside kaumātua who regularly attend the kōhanga reo. Children are provided with opportunities to lead waiata and karakia. Children’s te reo Māori is beginning to emerge.

Children experience supportive and caring interactions and relationships at kōhanga reo. Kaimahi use soft, calming voices to communicate to children. They are encouraged with love and support by adults to explore their interests, and make informed choices about learning. Whānau values of manaaki, tiaki and aroha are modelled by adults. Children interact with each other with care, consideration and respect. Children are happy and settled learners.

Key Next Steps

The kōhanga reo whānau recognise the need to strengthen their use of te reo Māori to support children’s ability to communicate with confidence.

Planning and Evaluation

Kaimahi provide well planned learning experiences for children. The emphasis is on strengthening the use of te reo Māori and knowledge of te ao Māori. Regular review information is used as the basis for whānau discussions to inform decision making to improve outcomes for children.

The kōhanga reo is well managed and monitored by the whānau. There is regular reporting of some areas of kōhanga reo operations. Whānau manage income and expenditure well. Policies and procedures are regularly reviewed and updated. Current strategic priorities focus on building professional practice and strengthening te reo Māori for children and whānau. Children’s learning needs and care is at the heart of whānau management.

Key Next Steps

Programme evaluation, review and reporting do not track children’s development, progress and achievement. There is little information that shows how well children’s interests and needs are being met. Kaimahi recognise that programme review needs further development so that there is close examination on what practices, programmes and provisions actually stimulate and accelerate children’s learning.

Reporting against the strategic plan is not yet firmly established. The whānau recognise that regular formal reporting on progress against their strategic priorities will add value and rigour to kōhanga reo management.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

Conclusion

Te Kōhanga Reo o Waimārama shares a space on the Waimārama marae. Learning in a marae environment provides children with opportunities to observe and learn about tikanga and kawa of their hapū and iwi. The whānau and kaimahi share a vision to promote te reo me ona tīkanga which is integral to children’s learning about their identity, culture and sense of belonging.

Strengthening processes around reporting on the kōhanga reo strategic plan and tracking children’s learning and development were identified as areas for improvement.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Waimārama will be in three years.
