1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Wairaka is located on the grounds of Te Whāre o Toroa Marae located in the central Whakatane Township te rohe o Mataatua. The kōhanga reo is well supported by kaumātua of Ngati Hokopū Wharepaia Hapu of Ngāti Awa Iwi.

The ERO August 2023 evaluation of Mana Whakahaere practices found the values of whanaungatanga supported and reflected how the whānau managed the operations of the kōhanga reo. Mokopuna wellbeing and learning was the focus of whānau decision making.     

3 Evaluation Focus

How well do mokopuna express their identity and creativity?

Mokopuna are becoming creative learners with a growing sense of identity and belonging. 

4 Mana Mokopuna

Mokopuna participate in a range of stimulating learning experiences. Kaimahi are energetic, creative and enthusiastic as they interact with mokopuna. Activities such as rotarota, hand games, body actions and a variety of waiata himene are integrated into the learning programme to support mokopuna language development. Kaimahi support mokopuna to recite mōteatea and pepehā through animation and hand actions. This strengthens mokopuna knowledge of who they are. The tikanga of whanaungatanga, manaakitanga and aroha underpin all interactions, through this, mokopuna experience meaningful relationships. Mokopuna smile and laugh as an expression of enjoyment and happiness. Tuākana and pepi interact well together. Kaimahi consistently praise mokopuna as an acknowledgement of their efforts and achievements. Mokopuna eagerly demonstrate their understanding of creativity and express their unique sense of identity.

The indoor and outdoor learning spaces are vibrant, organised, resourced and allow mokopuna to interact with each other in a range of activities. Daily routines are well established and predictable. Mokopuna are stimulated, challenged and extended in their learning in multiple ways. They explore and enjoy being creative and curious with a variety of different resources, music and equipment that challenge their senses and ideas. Mokopuna are happy while engaging in both play and learning.

Key Next Steps

Whānau and kaimahi shared their aspirations to continue to increase systems, methods and approaches to further enhance quality learning and outcomes for mokopuna.  ERO supports this as a next step for development.  

All matters identified in ERO August 2023 Mana Whakahaere findings have been verified during this onsite visit. Mokopuna are at the centre of whānau whakahaere.   

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to increase sound internal evaluation practices to maintain quality outcomes for mokopuna.

Te Kōhanga Reo o Wairaka is located on the grounds of Te Whāre o Toroa Marae located in the Central Whakatane Township te rohe o Mataatua. The kōhanga reo is well supported by kaumātua of Ngati Hokopū Wharepaia Hapu of Ngāti Awa Iwi. Significant landmarks and stories of the local area are an important part of mokopuna daily experiences.

3 Evaluation Focus

How well do whanau foster mokopuna understanding of whanaungatanga?

Te Kōhanga Reo o Wairaka provides an environment that promotes whanungatanga for the well being of mokopuna.

4 Mana Whakahaere

Whānau believe whanaungatanga is central to the day-to-day management of the kōhanga reo. They have clear processes and systems for monitoring and reporting on key aspects of the kōhanga reo operations. Whānau hui are held regularly and provide opportunities for whānau to contribute. Core health and safety policies and procedures are in place and provides clear guidance and direction for kaimahi and whānau. An  annual plan is well set out and identifies overall operational and administration tasks and when these are to be completed. Emergency evacuations are carried out regularly and registers are complete to ensure mokopuna health, safety and welling is prioritised. Mokopuna wellbeing, care and learning is nurtured. 

Whanaungatanga forms the foundation of planning, assessment and programme evaluation. Kaimahi incorporate whānau aspirations into planning. The māhere ako specifies programme content and strategies for implementation. Kaimahi ensure resource allocation is considered. Assessment practices is established.  Mokopuna learning journeys are captured and presented in mokopuna individual portfolios. Effective communication with whānau provides information pertaining to mokopuna learning. Kaimahi regularly reflect on what worked well and make positive changes to respond to mokopuna needs. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.    

Key Next Steps

While the strategic plan is informed by Te Ara Tūāpae and identifies priorities for the future development of the kōhanga reo, it is timely that an action plan be developed to monitor the progress of whanau goals and aspirations. Mokopuna benefit when their future needs are well planned and considered. 

Matters relating to personnel documentation are yet to be sighted. Whānau and ERO agreed that documentation will be made available during the onsite visit.

1 Context

Te Kōhanga Reo o Wairaka is located in Whakatāne, based at Mātaatua Marae. Since the previous ERO review, new whānau members have taken on key management roles and responsibilities in the kōhanga reo, including the administrator and chairperson.

2 The Evaluation Findings

How well do children express their identity?

Children are developing in their confidence to express who they are and who they belong to.

Ngā Taumata Whakahirahira

Children have daily opportunities to learn about their whakapapa. The formal aspect of the daily programme includes karakia, waiata, mihimihi and pepeha. Children are at different levels of confidence and ability to share their whakapapa with others. There are some displays in the kōhanga reo relating to children’s identity. Whanaungatanga is reinforced by kaimahi. Whānau relationships and bonds are strengthened. Kaimahi ensure children participate in all marae activities. Children learn about the kawa and tikanga of the iwi where their place as tangata whenua is strengthened. The whānau want these rich and relevant learning experiences for their children as they develop in confidence about who they are and where they come from. Children’s learning about their special place in the whānau, hapū and iwi is enhanced.

Key Next Steps

The learning programme is not managed in ways that respond to the wide-ranging needs and interests of children. This includes those children who are identified as requiring extra learning support. The learning programme is mostly adult directed which restricts children’s abilities to be creative and innovative. It is important for kaimahi to organise themselves to ensure they maintain supervision of children at all times both indoors and outdoors. Supervision will also minimise potential conflict between children. Currently the learning and safety of children are compromised.

Planning and Evaluation

The kōhanga reo is managed and administered by the whānau in the interests of children’s learning and care. Regular hui are held throughout the year to monitor kōhanga reo operations. Whānau members show strong interest in their kōhanga reo through attendance at hui and involvement in kaupapa events planned throughout the year. Whānau members have taken on key management and administration roles and responsibilities and are committed to learning about where they can improve to enhance overall learning and care for their children.

Key Next Steps

Programme planning, evaluation and assessment practices and processes can be strengthened to better respond to the learning needs of children. While there are rich kaupapa-based learning plans, the current kaimahi and whānau are not part of the design and leadership of these. Kaimahi must ensure they regularly discuss what is working well in the learning programme, and plan for how they will improve aspects of the programme that are not working well for children. Portfolios do not capture the scope of children’s learning as described in the planning. Children’s learning and progress is not adequately monitored.

There are a number of areas of kōhanga reo operations that need to be reviewed and updated. The charter has not been updated to reflect current legislative changes. Priority should be given to update and align key health and safety policies and procedures to align with the Children’s Act 2014. This should also include curriculum expectations such as planning, assessment and evaluation. It is timely for whānau to review their strategic plan, in particular the actions required to achieve the goals and aspirations of the whānau. It is also important that whānau implement kaimahi appraisals each year to ensure that the quality of their practice with children is lifted and sustained.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of practice for children

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the whānau, and kaimahi seek support from the district office of Te Kōhanga Reo National Trust and wider purapura networks to help address key next steps identified in this ERO report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Wairaka will be in three years.

1 Context

Te Kōhanga Reo o Wairaka is in Whakatāne. It is marae based and well supported by kaumātua and Ngāti Awa iwi. Significant Ngāti Awa landmarks and stories are an important part of children’s learning experiences. The new komiti whakahaere are focused on providing a safe, nurturing learning environment for children. Whānau are learning about their roles and responsibilities to enable them to provide education and care for their children, and to effectively manage the kōhanga reo. Whanaungatanga is a strength.

2 The Review Findings

How well do children demonstrate whanaungatanga in an immersion environment?

Children demonstrate an awareness and understanding of whanaungatanga through interactions with peers, kaimahi and whānau.

Ngā Taumata Whakahirahira

Children display a sense of belonging. They recite daily karakia, whakapapa and pepehā. In this way they are able to make connections with peers, whānau and those around them. Children regularly take part in marae activities. During pōwhiri they learn about the role of tangata whenua. Children go on excursions where they explore and hear stories about important iwi landmarks. Whanaungatanga supports children to understand te ao Māori and their place in the wider community.

Children interact and relate to others in positive ways. Kaimahi use a range of strategies to promote positive behaviours in the learning programme. These include reinforcing values of aroha, manaaki and tiaki through tuakana-teina interactions. There are also opportunities for children to learn alongside whānau and kaumātua. Children are well supported to lead activities in the daily programme. Children are learning to be respectful and kind.

Children are immersed in te reo Māori. Daily routines, practices and activities support children’s language learning throughout the programme. Karakia, waiata, whakapapa and pepehā help children to use te reo Māori in formal situations. Kaimahi use prompts, questions and introduce new words and phrases to support children’s te reo Māori development. Children are early learners of te reo Māori.

Planning and Evaluation

Kaimahi plan and organise learning plans well. These plans are based on the seasons and relevant Atua Māori. The kaiako matua is responsible for the development, delivery and review of the learning programme. Kaimahi use a range of resources to engage children’s participation. Plans takes into account the different needs and interests. Kaimahi observations focus on improving the daily programme to better engage children in their learning.

Children’s safety and wellbeing guide whānau management practices. Regular whānau hui focus on long and short term goals and kōhanga reo activities. Strategic planning show clear links to Te Ara Tūāpae. External support is readily available to assist whānau in terms of making sound decisions to provide better outcomes for children.

Key Next Steps

The learning programme does not sufficiently challenge and engage children to extend their thinking. It is important that regularly review the overall learning programme in order to clearly identify effective ways of improving the quality of education children receive. This should include better use of information about children’s learning needs and interests to improve their evaluation practice.

Long term whānau planning, monitoring and review require attention. In the absence of an annual plan and robust internal evaluation, whānau are not able to accurately determine progress towards strategic goals and next steps in kōhanga reo development and direction.

Kaimahi appraisals have not been completed. There should be clear links between job descriptions and kaimahi appraisals to determine professional learning and development needs and opportunities for kaimahi

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • That the whānau, new kōmiti whakahaere and kaimahi attend to the identified areas for development with support from the local district office.
