3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Whakapiripiri ki te Iwi is on the site of Te Kura Kaupapa Māori o Te Ara Rima in Hamilton. The kōhanga reo has been operating since 1991. Children live in the local suburb of Fairfield. Most of the children affiliate to Tainui.

Three of the four previous reviews for the kōhanga reo have been supplementary reviews.

2 The Review Findings

How well do children show that their learning, wellbeing and sense of belonging is nurtured and supported?

Children show that their sense of belonging is nurtured however they are not well supported as learners.

Ngā Taumata Whakahirahira

Children display a sense of belonging at the kōhanga reo. Children take part in karakia, hīmene, waiata and mihimihi each day. They know their routines well. Interactions with peers, kaimahi and whānau are generally positive. Children look to the kuia and other kaimahi for awhi and reassurance when needed. Children take part in daily activities and opportunities for learning both indoors and outdoors. Children are happy and settled.

Children are able to use te reo with support. Kaiako prompt children during formal learning activities. Children hear good examples of te reo Māori every day. Children understand and respond to te reo Māori. They are beginning to use some basic language structures. Children are early speakers of te reo Māori.

Key Next Steps

Children do not have a wide range of learning opportunities that caters for their specific needs and interests. While the programme is well planned and organised it lacks variety and sufficient quality resources. Most activities are formal and lead by the adults. Kaimahi miss opportunities to extend children’s learning through spontaneous conversations. Children are not able to follow their own interests. 

Planning and Evaluation

Key Next Steps

Whānau management is poor. There is no administration support and kaimahi attend to many of the day to day operational matters. Efforts of the kuia, kaiako and kaiāwhina to provide for children’s learning and care is hindered by limited whānau commitment and support. Finances are being managed by the kōhanga reo district office. Personnel management is inadequate. Whānau do not have an induction programme or clear understanding of their roles and responsibilities. There is no charter including policies or procedures to guide practice and decision making. Relationship tensions, ineffective communication and the lack of understanding of whānau and kaimahi roles and responsibilities prevent the whānau from managing the kōhanga reo in the best interests of children.

The absence of clear direction and effective processes negatively impact on kōhanga reo management. Strategic planning and internal review is limited. Whānau hui are irregular and inconsistent. Minutes do not reflect standard requirements and expectations for kōhanga reo management and operations. There is a limited level of accountability for both whānau and kaimahi. Children’s opportunities for learning are limited.

Whānau do not maintain nor regularly review health and safety systems. The physical environment, inside and out, requires urgent maintenance and refurbishment.  Children’s work and play areas are in disrepair. Whānau are not able to attest to meeting legislative requirements for health and safety. It is imperative that a systematic internal review of all areas of health and safety management occur within the immediate future.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The whānau must address the following areas of non-compliance:

3.1   all reasonable steps are taken to promote the good health and safety of children enrolled in the kōhanga reo, and take all reasonable precautions to prevent accidents, and that the premises, facilities, and other equipment on those premises are kept in good repair, maintained regularly, used safely and kept free from hazards

3.2   the kōhanga reo premises and facilities used, having regard to the number and age range of the children attending the premises, provide sufficient and suitable space for a range of activities, facilities for food preparation, eating, sleeping, storage, toileting, and washing, and sufficient and suitable heating, lighting, noise control, ventilation, and equipment to support appropriate curriculum implementation, and safe and healthy practices

3.3   kaimahi plan, implement, and evaluate Te Kōhanga Reo prescribed curriculum that is designed to enhance children’s learning and development through the provision of learning experiences that responds to the learning interests, strengths, and capabilities of enrolled children; and provides a positive learning environment for those children

3.4   ensure that the kōhanga reo is effectively governed and managed in accordance with good management practices.

4 Recommendation

Whānau seek guidance, advice and support from the district office to review and consider the most appropriate strategy to address the identified areas of concern.

ERO and the district office developed the following recommendations:

That whānau work closely with the district office to address identified areas of concern. These include:

  • appointing a competent and experienced administrator to support the day to day management of the kōhanga reo
  • developing and implementing effective strategies to increase parent and whānau participation in all aspects of kōhanga reo management and operations.
