1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Whakatū is in Whakatū, Hastings. The kōhanga reo whānau include kaumātua, kuia, mātua, kaimahi and up to five generations of the same whānau. The whānau are mourning the loss of their koroua, an integral, prominent member of the kōhanga reo and wider community. They are committed to maintaining his legacy of providing effective quality outcomes for mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of te tā mokotanga o ngā tīpuna?

Mokopuna experience learning that nurtures ngā taonga tuku iho through a range of traditional and contemporary contexts.

4 Findings

Mokopuna learn in an authentic environment that is underpinned by values of tikanga Māori. Kuia and kaimahi support mokopuna to participate in mihi whakatau. Through this, mokopuna observe tikanga and kawa related to welcoming manuhiri. Waiata and oriori are used to strengthen mokopuna understanding of local stories, history and their ancestors. Kaimahi use a range of strategies to extend mokopuna use of te reo Māori such as rotarota, pao, repetition and modelling. Older mokopuna recite their pepehā and mihimihi confidently. Mokopuna are fascinated with knowledge of the te ao Māori. They acknowledge atua Māori in all they do at the kōhanga reo. Mokopuna have simple conversations with their kuia, kaimahi and each other about atua Māori. Pēpi mimic and use gestures in their interactions with kaimahi to communicate and show their understanding. Mokopuna display confidence in learning about te ao Māori.

The daily routine provides regular opportunities for mokopuna to express, interpret and celebrate what they are learning. Kaimahi encourage mokopuna to explore in fun and dramatic ways. Indoor and outdoor learning areas are vibrant, creative, organised and promote group and individual learning. Mokopuna benefit from learning that nurtures their mana, wairua and mauri.

Planning and assessment is reinforced by whanaungatanga. Planning is detailed and makes clear links to Te Whāriki ā Te Kōhanga Reo. Kaimahi have established annual, term and weekly plans to ensure the learning programme is focussed. Learning goals, activities and outcomes are designed for the different age groups.

Kaupapa mahi are selected to stimulate, challenge, and extend mokopuna learning. A variety of assessment information is gathered and captured in mātai i te tamaiti, kōnae and through an online website. These include work samples and learning stories that detail individual mokopuna progress. Kaimahi regularly share with whānau about what mokopuna are doing and learning. Mokopuna experience a well-considered learning programme that promotes mātauranga Māori.

Whānau have efficient systems in place to manage kōhanga reo operations. The tūtohinga provides clear guidance and direction for whānau and is underpinned by the principals of Te Korowai. Whānau hui are held regularly, well attended and hui minutes provide valuable information. Whānau attend to all opportunities, issues and concerns promptly. Financial matters are regularly reported. Health, safety and personnel policies and procedures reflect legislative requirements. Regular emergency evacuation drills are carried out, these are well documented and kept on file. Kaimahi clearly demonstrate their understanding of the Children’s Act 2014 and all procedures. Whānau systems maintain a safe and secure environment for mokopuna.

The strategic plan includes the vision and aspirations whānau hold for mokopuna. Key priorities include te reo Māori, empowering whānau and mokopuna, and promoting the kōhanga reo movement. A subsequent action plan details roles, responsibilities, and timeframes to support whānau progress and success.

Personnel matters are managed well. Kaimahi employment documentation includes individual employment contracts, kaimahi safety checks and job descriptions. Appraisals are complete and agreed professional learning and training is agreed on to support kaimahi in their work. An annual plan ensures administrative tasks are completed in a timely manner. Whānau collectively make decisions in the best interest of mokopuna.

Key Next Steps

Kaimahi are in the early stages of programme evaluation. Kaimahi discuss the learning programme and how mokopuna are progressing. Formalising this aspect will lead to ongoing improvements to kaimahi practice.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to enhance internal evaluation practices to maintain quality learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Whakatū is in Hastings. Whanaungatanga and manaakitanga underpin what happens in the kōhanga reo for children and whānau. The relationships and networks between the kōhanga reo and the community remain strong. Graduates of the kōhanga reo enrol their children to learn te reo Māori alongside long-standing kaimahi. Most key next steps identified in the April 2016 ERO report have been addressed.

2 The Evaluation Findings

How well do children express whanaungatanga?

Children express whanaungatanga with confidence in their interactions with others.

Ngā Taumata Whakahirahira

Children hear te reo Māori used naturally throughout the day at the kōhanga reo. Children are supported to develop confidence to use te reo Māori. Karakia and mihimihi is led capably by tuākana. Younger children follow the examples set by the tuākana. Some tuākana choose to converse with others in te reo Māori. They understand and respond appropriately in te reo Māori to kaimahi. Kaimahi use effective strategies to support children’s language development. Te reo Māori is used in ways that foster concepts such as rangimārie, manaaki and whanaungatanga. Children are developing skills to communicate with others in te reo Māori.

Children learn about links to the land around them through their learning experiences at kōhanga reo. Children are encouraged to connect and explore their immediate environment. The morning programme enables children to begin their day together with karakia, mihi, pepeha, waiata and shared conversations. Kaupapa learning includes opportunities for children to learn local stories and connections about their river, tūpuna and kaitiaki in their hapū. Learning about whakapapa, tikanga and atua Māori is reinforced. Outings throughout the year give children opportunity to understand their place and connection to the local area. Children are learning about who they are and where they come from.

Children show care and regard for each other. Kaimahi use effective strategies that settle children into their kōhanga reo on arrival, and for learning. These include mihi, manaaki, kōrero, games and mirimiri. Conversations about atua Māori are frequent. Children like to revisit conversations about the attributes of Tangaroa. Kaimahi manage the daily operations effectively to meet the needs and care of children. Well-established routines provide security and familiarity for children. Mutually-respectful relationships are formed between children and adults in the kōhanga reo. Children are happy and confident in their learning environment.

Planning and Evaluation

Children’s needs and whānau aspirations are well represented and managed within the kōhanga reo. Whānau members show strong interest in the management and direction of their kōhanga reo. Planning, review and decision making occurs at monthly whānau hui which are well attended. Whānau are kept informed of developments in the kōhanga reo. The key strategic goals in the kōhanga reo are to sustain whānau learning of te reo Māori and to extend their children’s learning in their home. Strong whānau relationships continue with the active support of local kaumātua. Most areas of the kōhanga reo are monitored adequately. Children in the kōhanga reo are well supported by their whānau.

Children receive a range of planned local learning experiences. Whānau are encouraged to contribute in the planning process. Annual and weekly programme planning is displayed at the kōhanga reo for whānau to view and follow. There is strong emphasis on learning te reo Māori through relevant kaupapa. Assessment information is collected regularly by kaimahi. There are good examples of children’s learning with links to Ngā Taumata Whakahirahira. Kaiako report formally at whānau hui. Kaimahi discuss children’s progress at weekly meetings. Children are developing connections with local people and places.

Key Next Steps

Programme evaluation is in the early stages of development. Kaimahi identify what has worked well and what children enjoy. However, there is limited evidence recorded on how to improve the programme or what changes have occurred as a result of observations and discussions. Whānau are informed on what is happening in the learning programme and should now look at ways to evaluate how well the learning programmes is meeting their expectations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • strengthen programme evaluation and reporting to whānau about how well the learning programme is improved for the benefit of children in the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whakatū will be in three years.

Te Kōhanga Reo o Whakatū is in Hastings. The kōhanga reo is the hub of the community. Children and kaimahi have strong connections to Whakatū. The kōhanga reo is whānau-driven and community-based.

2 The Review Findings

How well do children communicate and interact with others in te reo Māori?

Children are comfortable in a te reo Māori environment, nevertheless English is still widely spoken as they communicate with each other.

Mana Reo

Children understand and follow instructions in te reo Māori. Kaimahi use a range of teaching and learning resources, displays and visual aids to support children’s learning of te reo Māori. Daily routines reinforce language learning when children practice pepeha, whakapapa and during toileting, handwashing and meal times. Children enjoy activities such as kori tinana and waiata where they practice new language patterns. Kaimahi praise children’s efforts to speak te reo Māori. Children are comfortable in a te reo Māori environment.

Children work with and alongside others. They choose activities of interest where they learn how to share resources and take turns. Kaimahi have established clear expectations for behaviour and they manage interactions among children well. Children understand consequences for unacceptable behaviour. Children interact with peers and kaimahi in positive ways.

Key Next Steps

Children communicate mostly in English. The kōhanga reo whanau recognise the need to strengthen their use of te reo Māori to support children to speak Māori and communicate confidently. Children’s ability to use te reo Māori is still developing.

Planning and Evaluation

Whānau and kaimahi have a shared vision and passion for Whakatū as a unique learning environment. Administration and management systems support long and short term operations. Committee members provide ongoing support for the kōhanga reo. Whānau are well informed of what is happening at the kōhanga reo. Kaiako reports focus on kaupapa ako, and celebrations. Whānau provide good support for children’s excursions, activities and fundraising events.

Key Next Steps

Planning and internal review should be strengthened. Strategic planning focuses on whānau-based kaupapa that include preparations for the anniversary of the kōhanga reo. There is a goal for property development. Improvements with internal review will help the whānau to identify their next steps and respond in a prioritised way.

4 Recommendation

ERO recommends that the whānau and kaimahi continue to make improvements with the development of te reo Māori for children and their internal review practices.

Conclusion

Te Kōhanga Reo o Whakatū is in Whakatū, Hastings. Children are comfortable in a te reo Māori environment, nevertheless their interactions are predominantly in English. Kaimahi have clear expectations for behaviour and they manage interactions among children well. Children interact with peers and kaimahi in positive ways.
