1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Whakatupuranga Kotahi is in Petone, Wellington. Due to the impacts COVID-19 has had on whānau, kaimahi are looking at ways to encourage increased whānau participation in the management of the kōhanga reo. The current kaiako has served in her role for several years.

3 Evaluation Focus

How well do mokopuna show their understanding of identity through te reo Māori and tikanga Māori?

Mokopuna are developing an awareness of who they are and where they belong.

4 Findings

Mokopuna participate in a programme that nurtures their identity. Kaimahi provide mokopuna with opportunities to share their pepeha. This helps reinforce their connections to their turangawaewae. Older mokopuna are able to recite and recall their own whakapapa. Pepi observe their tuākana and mimic their actions. Kaimahi use a range of appropriate and stimulating strategies to support mokopuna language development. These include waiata, kīwaha, modelling, prompts and instructions to support mokopuna as they mihi to each other. Mokopuna have regular opportunities to lead aspects of the learning programme. They have fun, enjoy kori tinana and singing waiata. Kaimahi interactions with mokopuna foster manaakitanga and aroha. They communicate in a tone that is gentle and affectionate. Mokopuna are consistently praised for their efforts and achievements. Mokopuna are learning about their connections in their te ao Māori setting. 

Whānau manage aspects of the kōhanga reo operations. The tūtohinga provides guidance and a planned approach and direction for whānau. Whānui hui minutes are detailed and informative. Reporting across operations is evident. The annual plan is detailed and provides guidance when all key administrative tasks are to be met. The strategic plan is informed by Te Ara Tuapae and includes the vision and aspirations whānau hold for mokopuna. There is a sustained focus for continual growth and improvement. Mokopuna are the focus of whānau whakahaere.

Key Next Steps

Mokopuna learning can be further enhanced through strengthening planning, assessment, and programme evaluation. Kaimahi acknowledge this is an area to further develop. Mokopuna benefit from a connected process of planning, assessment, and programme evaluation.

Health, safety and personnel management policies and procedures require updating. Whānau must regularly review and update to align to current legislation.

Whilst kaimahi have employment contracts, job descriptions and completed kaimahi safety checks, performance appraisals and the provision of professional development is not yet in place. Outcomes for mokopuna can be enhanced when there is a focus on building kaimahi skill and capability to become effective future leaders.  

Emergency evacuations for earthquake are not regularly practised. Whānau must ensure emergency drills are carried out and documented at least on a 3 monthly basis. Mokopuna safety is paramount.

It is time for whānau to implement an action plan to monitor progress towards meeting the strategic priorities and goals.  Mokopuna benefit when their future needs are considered. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

Te Kōhanga Reo o Whakatupuranga Kotahi is in Petone, Wellington. The name of this kōhanga reo signifies its historical ties to other kōhanga reo within the area. Since the previous ERO review, the whānau have progressed with building renovations. A current strategic priority is succession for all areas of the kōhanga reo, including building whānau capability to speak te reo Māori.

2 The Evaluation Findings

How well do children express their whanaungatanga?

Children express whanaungatanga in a range of ways as they play and learn.

Ngā Taumata Whakahirahira

Children experience caring and supportive interactions with adults and each other. Whanaungatanga is promoted through quality interactions. Children have the freedom to connect with members of their whānau during learning. Strong bonds between children and adults are formed. Learning is enhanced through meaningful connections. Individuals frequently receive one to one time with adults. They move with confidence in the kōhanga reo. Babies have designated kaimahi who know their needs and closely follow their emerging interests and development. Children are settled and happy.

Children hear te reo Māori throughout the day. The koroua continues to actively promote te reo Māori with children and whānau. He encourages new language learning experiences that challenge, extend and stimulate thinking. Kaimahi model communication of manaaki and aroha in all learning and care interactions. They use karakia, waiata, questions and regular conversations to reinforce children’s understanding of Māori values and concepts. Children are heard singing their own waiata, including before they sleep. Although many older children communicate in English, kaimahi respond only in te reo Māori. Children show increasing awareness and understanding of te reo Māori.

Children are immersed in a caring whānau-learning environment. Kaimahi know the specific learning needs and preferences of children. Learning for all children is facilitated largely through exploration and choice. They are able to follow their interests amongst other children and adults. Organised stations of outdoor and indoor activities are available for individuals and groups of children. Children show growing confidence to broaden their connections to the world around them alongside whānau. A sense of belonging for children is fostered.

Key Next Steps

Children’s language development can be enhanced and extended through increased kaimahi knowledge of the local area. Kaimahi recognise the need to plan and provide more local kaupapa learning experiences linked to Te Whāriki. They understand how this will broaden children’s awareness of mana whenua. Children’s knowledge and experiences of the immediate environment is limited.

Planning and Evaluation

Children’s interests and needs are at the centre of whānau decision making. The long-standing head kaiako continues to oversee daily administration and operations on behalf of the whānau. Regular hui are held. Most whānau members are actively involved in planning for their children and decision making about the kōhanga reo. A priority for the whānau over the past year has been completion of planned property and equipment developments. Most planned actions have been completed. Annual management action plans are displayed and show alignment to the whānau strategic plan. The next key strategic priority is building whānau capability to use te reo Māori and expanding the local knowledge of kaimahi. The whānau have identified how this will enrich and extend children’s learning experiences. Children thrive in an environment that has them at the centre.

Key Next Steps

Self-review practices require strengthening. The whānau acknowledge that they have not documented progress on their strategic goals. Discussions and recording of improvements and changes are not evident. Meeting minutes are largely focussed on property maintenance and fundraising.

Children have limited exposure to Māori learning contexts. Current planning documents do not reflect the kōhanga reo philosophy statement. It is unclear how tikanga Māori and āhuatanga Māori are purposefully integrated into the programme. Connections between planning and the kaupapa of kōhanga reo are not evident. Planned learning experiences for te reo Māori development are limited. Children are yet to experience extended language learning appropriate for use in Māori contexts. Children’s experiences and understanding of tikanga and āhuatanga Māori is limited.

Assessment information and practices need strengthening. Systems to monitor children’s progress do not include te reo Māori language development. Kaimahi acknowledge the urgency of improving these key practices for children and whānau.

There is no clear process in place to evaluate the effectiveness of the learning programme. Kaimahi meetings are not held regularly and minutes do not indicate what has worked and what changes are required to improve the quality of the programme for children. Reporting to the whānau is currently done verbally. Reports do not include information on how effective the programme is. Children will benefit from practice that clearly defines how to improve outcomes.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • the kaimahi and whānau seek ongoing professional development and training from Te Kōhanga Reo National Trust to strengthen the alignment of programme planning, assessment and evaluation to the kaupapa of kōhanga reo
  • the whānau use self-review information to document progress made towards planned strategic goals.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whakatupuranga Kotahi will be in three years.

1. Context

Te Kōhanga Reo o Te Whakatupuranga Kotahi is in Petone, Wellington. The whānau describe the kōhanga reo as a happy place for children. Whānau believe the kōhanga reo provides a firm foundation that enables children to stand tall and proud in their identity as Māori.

The koro attends kōhanga reo regularly. He models fluency in te reo Māori and ably supports whānau and children to gain confidence in their own language abilities. The relationships between children and adults are loving and respectful. Whanaungatanga is the basis for all interactions.

The previous ERO report identified a number of positive developments in the kōhanga reo associated with the children’s learning programme, te reo Māori and programme planning and assessment. Leadership was shared among whānau and processes for governance and management were sound. Self review was used to inform improvements for children.

2. The Review Findings

How well do children show that they are confident learners?

Children clearly demonstrate they are confident learners throughout the learning programme.

Ngā Taumata Whakahirahira

Children are engaged in learning. The learning programme responds to their learning needs. The kaimahi are responsive and ensure the programme is organised and well resourced. Transitions between the learning programme and routines are smooth and familiar. Children participate in a programme that is consistent and predictable. Children are happy and settled at kōhanga reo.

Children have positive relationships at kōhanga reo. Children interact with each other in positive ways. They learn how to share and work together in group activities. The babies observe and follow the older children. There are strong tuakana teina connections. Kaimahi and whānau interactions are quiet and calm. The presence of koro at kōhanga reo encourages children to learn about respect for elders. Children enjoy learning in an environment where whanaungatanga provides a strong basis for learning.

Children enjoy learning and using te reo Māori. They are supported to speak Māori in an environment that promotes mana Māori. They use basic language structures and phrases. The koro supports te reo Māori learning and kaimahi prompt and praise children’s language successes. They use visual aids to support children’s language development. Children are acquiring skills and confidence to communicate in te reo Māori.

Children have opportunities to learn in an environment where their play and interests are valued and promoted. The kōhanga reo is warm, comfortable and colourful. Kaimahi have organised designated areas for different age groups. Learning resources are carefully chosen, plentiful and accessible to children. Children are able to choose a range of activities. They enjoy problem solving, exploring. They are developing as confident learners.

Planning and Evaluation

The whānau manage the kōhanga reo with the children’s interests as the priority. The charter is current and provides clear guidelines for the operation and management of the kōhanga reo. Policies and procedures are in place. Personnel documents are signed and dated. Appraisals were recently completed which resulted in improvements to kaimahi practice. Kaimahi are clear about their roles and responsibilities. Whānau have transparent financial systems. The kaiwhakahaere is critical to the smooth operations of the kōhanga reo.

Strategic planning includes goals and objectives based on Te Ara Tūāpae and focuses on how whānau will strengthen the kaupapa of the kōhanga reo particularly for children. Whānau have an action plan which focuses on the immediate and short term priorities for the kōhanga reo.

There are clear processes for planning, assessment and evaluation. Planning is well organised and managed. The timetable, strategies and required resources are included in plans. Kaimahi keep regular diaries which inform whānau of their children’s day. Children’s profiles inform the whānau of their child’s learning and progress. The learning programme is evaluated at kaimahi hui. These discussions focus on programme improvement and benefit children’s learning.

Key Next Steps

Self review needs strengthening to support maintaining sustainable practice in the kōhanga reo. While whānau have processes to help them manage the kōhanga reo operations, reporting and monitoring is limited. Policies and procedures are due for review. Kaiako reports are brief and do not highlight improvements in the learning programme.

3. Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4. Recommendation

ERO and the whānau agreed that they would establish processes to strengthen self review practices to enable good practice to be monitored, reported and sustained.

Conclusion

Te Kōhanga Reo o Te Whakatupuranga Kotahi is located in Petone, Wellington. Children are developing well as confident, curious learners and are happy and secure in their learning. Children are supported to speak Māori in an environment that promotes mana Māori. The whānau manage the kōhanga reo with the children’s interests as the priority.
