1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme including planning, assessment and evaluation

  • whānau management including implementing appraisal; strategic planning and internal reviews

  • areas of non-compliance including police vetting of staff, emergency and evacuation drills, sleep monitoring records, and regular hazard checks

  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Whareroa is located on the grounds of Te Marae o Whareroa in Mount Maunganui. The kōhanga reo has had a poor reporting history with ERO including the three consecutive supplementary reviews. The 2016 ERO report identified ongoing issues with the learning programme whānau management, and health and safety. Te Kōhanga Reo National Trust (TKRNT) has continued to support and mentor the kōhanga reo to progress improvement. Significant progress has been made by the whānau to address the key next steps and non compliance matters identified in the previous ERO report.

3 Findings

Children enjoy learning that caters for their interests and needs. The new kaiako is experienced and knowledgeable in the kaupapa of kōhanga reo as well as early learning theories and practice. With support from established kaimahi, the kaiako has reinforced routines and expectations to help familiarise and settle children into the daily programme. Kaimahi provide a range of learning activities so that children are encouraged to learn through play, and interact regularly with their peers. Children are well supported to learn te reo Māori. Children are able to choose from a variety of activities according to their interests. Children appear to be happy learners.

Kaimahi meet regularly to plan, monitor and evaluate the learning outcomes and progress of the children. Records of their discussions and decisions are used to identify how to provide a variety of learning experiences for children. Planning and assessment is based on Te Whāriki. Assessment practices identify further support that is required for children’s learning. Individual portfolios include photos of children with comments about what they are learning. Children’s learning is monitored and supported.

Whānau management practices have improved. External support was put in place from 2016 to 2017 to address the issues identified in the previous ERO report. Appraisal processes are in place to support kaimahi and to identify their professional learning needs. The whānau has developed a draft strategic plan. This plan identifies the priorities and actions for whānau and kaimahi to achieve longer term goals. Internal review has informed improvements to health and safety, personnel management and the learning programme. Children benefit from improved whānau practices.

Most matters of non-compliance identified in the previous report have been addressed.

Key Next Steps

Fire and earthquake drills have not been implemented regularly. Children are not familiar with evacuation procedures in the event of a fire or earthquake.

4 Actions of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure regular drills are carried out and recorded throughout the year for fire and earthquake, and that kaimahi are trained in the relevant emergency drills.

5 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • the kaimahi develop and implement regular drills for fire and earthquake with children

  • the whānau consolidate practices that support ongoing improvements to the overall management of the kōhanga reo and the learning programme for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whareroa will be in three years.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Ngā Taumata Whakahirahira: management and organisation of the daily programme
  • Planning and Evaluation: whānau and kaimahi retention and stability, strategic planning and internal review, personnel management and programme evaluation and assessment
  • areas of non-compliance, and
  • any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Whareroa is based on Whareroa Marae, Mount Maunganui. Most whānau affiliate to the hapū of Ngāi Tūkairangi ki Whareroa and Ngāti Kuku, and to the iwi of Ngāi Te Rangi.

ERO’s report in 2014 identified the learning programme and the management of the kōhanga reo operations as areas for development. Te Kōhanga Reo National Trust (TKRNT) has been working with the whānau to make change and improvement. Since the last review a new kaiako has been appointed.

3 Findings

Ngā Taumata Whakahirahira

Background

ERO’s report in 2014 identified the need to review the daily programme to engage children in learning, manage children’s behaviour and address supervision issues. Learning programmes did not respond appropriately to the needs of individuals or groups of children.

Areas of progress

Kaimahi have improved children’s learning programme. Kaitiakitanga is an integral part of the learning programme and allows children to make links to their marae, kōhanga reo and the community. Kaumātua and kuia of the marae actively participate in the learning to promote kaitiakitanga. The new kaiako has skills and knowledge to support the quality of children’s learning and relationships. She has worked to establish daily routines to familiarise children about expectations in the kōhanga reo. Kaimahi support children to learn about their roles during formal situations like powhiri and whakatau. Older children are able to recite their pepeha, karakia and whakapapa in te reo Māori. Learning experiences in the community enable children to participate and develop an understanding about Matariki ki Mauao, worm farming and their local environment.

Key next steps

Kaimahi need to seek external assistance to cater for individual interests and provide children with activities to foster choice.

Planning and Evaluation

Background

The last report identified assessment, programme evaluation, strategic planning, internal review and kaimahi professional development as areas for development.

Areas of Progress

Personnel management and staffing have improved.

Whānau are still coming to terms with their roles and responsibilities as managers of the kōhanga reo. The professional capability of kaimahi has improved for children. Kaimahi participate in training courses for Te Tohu Whakapakari, Te Tākai Matua and Te Ara Tuarua. Most kaimahi have completed first aid course. The kaiako has been responsible for changes in the physical learning environment and leading the learning programme. Children benefit from kaimahi who are responsive to their learning and development needs.

Key next steps

Assessment practices remains an area for development. Although kaimahi understand the links of programme evaluation, assessment and reporting children’s progress, these are not aligned to Te Whāriki. These links will guide improvement with daily programme. Kaimahi need to seek external support to improve the quality of children’s learning.

Whānau management remains an area for development. It is important for the whānau develop an action plan based on the areas identified in the last report and how these will be addressed. Personnel management, particularly appraisal needs to be implemented to support kaimahi with their professional growth. The whānau are encouraged to submit a copy to ERO.

Strategic planning and internal review remain areas for development. Although the whānau meet and report about finances, their priorities and the learning programme there is limited information about the progress. The whānau need to identify priorities and steps to meet these to support future developments. Internal evaluation practices will assist the whānau with forward planning.

Areas of non-compliance

Background

The last report identified a number of areas of non-compliance for whānau to address. These included police vetting, fire and earthquake drills with children, maintaining records and checks of sleeping children and the display of environmental hazard checks.

Key next steps

Health and safety systems, and practices of monitoring and recording are limited. While whānau have updated some policies it is important to review and update all health and safety policies, procedures and practices. Personnel and child protection policies must be aligned to the Vulnerable Children’s Act 2014. Supervision of children, emergency drills, monitoring sleeping children and hazards must be followed.

4 Actions of non-compliance

Overview

In order for the kōhanga reo whānau to meet compliance requirements they need to:

4.1 ensure all kaimahi and others working around children are police vetted

4.2 ensure regular drills are carried out and recorded throughout the year for fire and earthquake, and that kaimahi are trained in the relevant emergency drills

4.3 maintain a record of checks of each child during their sleep

4.4 ensure that the kōhanga reo whānau and kaimahi display an environmental hazards checklist completed for whānau to see on arrival, including supervision.

5 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Seek assistance from TKRNT to address the areas of non-compliance, appraisal, strategic planning and internal review, whānau management practices, and the quality of children’s learning, that have been identified in this report.

Conclusion

Te Kōhanga Reo o Whareroa is on Whareroa Marae, Mount Maunganui. Since the previous review the kōhanga reo whanau have made progress towards improving the management and practice of the kōhanga reo for children. However, there are areas that the whānau need to address. The TKRNT continues to assist the whānau in making improvements to the kōhanga reo operations.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Whareroa will be within one year.
