1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Tuarua o Tokoroa is in the town of Tokoroa. It has a long history in the town. Whānau of the kōhanga reo try their best to exemplify their whakataukī, “Hold fast to the treasure passed down from our ancestors to enable our tamariki to stand tall in this ever-changing world”.

3 Evaluation Focus

How well do mokopuna understand who they are and who they belong to?

Mokopuna are loved and are developing a positive sense of who they are.

4 Findings

Mokopuna are embraced in whanaungatanga. Kaimahi model aroha, manaaki and tiaki in their interactions. Mokopuna are provided opportunities to observe and participate in tikanga and kawa related to pōwhiri and whakatau. They are learning their role as tangata whenua. Kaimahi plan and implement learning in te reo Māori that focuses on mokopuna understanding of whakapapa. They encourage and support mokopuna to share their pepeha with others. Waiata, karakia, hīmene and mihimihi promote mokopuna participation in learning. Mokopuna are developing an understanding of who they are.

The whānau have processes in place to manage the kōhanga reo.  They meet regularly and make decisions in the best interests of the mokopuna. The tūtohinga provides direction and guidance for managing and implementing the kōhanga reo operations. Health and safety policies and procedures are in place and have been reviewed. Kaimahi personnel documentation is up to date. Appraisals focus on improvement and have links to professional development. Te Ara Tūāpae informs the strategic direction of the kōhanga reo. The strategic goals creflect the aspirations of the whānau. Progress made against these goals needs to be reported to whānau. There is an annual plan in place that prioritises key administration tasks for completion.  Whānau have developed a process for internal evaluation. Through Te Whakamātau i Tōku Whare, whānau evaluate practices across key operational areas, Ngā Pou e Whā. Mokopuna appear to be settled and well cared for.

Key Next Step

Planning, assessment and evaluation practices are not in place. The quality of mokopuna learning is compromised. Kaimahi will require support in this development. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements. This kōhanga reo needs to:

  • ensure the kōhanga reo curriculum is informed by planning, implementation and evaluation.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

Te Kōhanga Reo o Tuarua o Tokoroa is in the South Waikato town of Tokoroa. The whānau have refurbished a former kindergarten building for their kōhanga reo. The learning environment is spacious and well maintained. Prominent local kuia provide support for the kōhanga reo.

How well do children relate and interact with others?

Children confidently relate and interact with others. Babies are well cared for and display a sense of security at kōhanga reo.

Children learn in a positive learning environment. Kaimahi have created a spacious and colourful learning environment for children to participate in the daily programme. There are opportunities for children to follow their interests and engage in play activities. Whānau are encouraged to learn karakia, hīmene, waiata and mihimihi alongside children. Kaimahi support babies to participate in activities with their tuakana. Activities for babies enable them to learn and grow in a safe and nurturing way. Routines, such as kai time, are positive social learning times where children can interact together. Kaimahi respond positively to children needs. Children are happy at kōhanga reo.

Children participate in te ao Māori experiences that affirm who they are and where they are from. Kaimahi initiate visits for children to local marae, other kōhanga reo and participation in community events. Stories are shared with children about the local hapū and iwi in the learning programme. Kaimahi support children to learn and recite their pepeha. Kuia actively participate and interact with children, kaimahi and whānau. Kaimahi provide children with opportunities to make connections to people and places through a variety of activities. Children show they have a sense of belonging.

Children learn in a caring and nurturing environment. Aroha, manaakitanga and tiaki are an integral part of the learning programme. Kaimahi are warm and caring with children and model positive interactions. They provide a safe environment that supports children to take risks in their play and learning. Tuakana show care and concern for their teina. Kaimahi are affectionate and attentive to babies. Children are confident learners.

Children communicate in te reo Māori with growing confidence and ability. Kaimahi provide children with opportunities to learn and recite karakia, mihimihi and pepeha in the daily programme. They encourage children to make connections with spoken language. Kuia regularly visit the kōhanga reo to share stories with children and whānau. Kaimahi communicate with children and other adults in te reo Māori throughout the day. They provide correct words and phrases in te reo Māori for children and whanau. Children are well supported to communicate in te reo Māori.

Key Next Steps

The learning programme is too structured and long for children. Kaimahi are focussed on sharing their professional learning rather than responding to children’s disinterest and lack of engagement with kaupapa.

Planning and Evaluation

Whānau have sound systems and processes in place to guide their management practices. The charter is up to date and contains policies and procedures and long and short term planning. The whānau strategic plan is clearly articulated. Their goal is focused on “providing a well-resourced, stimulating and safe environment for children.” Support for te reo Māori development is evident in the strategic plan. Relationship building between kaimahi, whānau and children is a priority. Children benefit from a well-managed kōhanga reo.

Children participate in a purposefully planned learning programme. Kaimahi have clear processes to guide programme planning. They identify children’s learning activities, resources for activities and strategies for the delivery of programme content. Whānau are encouraged to contribute to planning. Children enjoy learning.

Children’s learning is well monitored. Kaimahi observe children at play so they know how children are progressing. This information shows children’s progress and development in te reo and kaupapa learning. Kaimahi share this information with parents. Children benefit from targeted assessment.

Children are the focus for ongoing improvement. Whānau and kaimahi regularly meet to review kōhanga operations. Internal evaluation supports whānau to maintain a focus on legislative requirements and the quality of children’s learning. Whānau have implemented a reporting system to show progress towards meeting their priorities. Children’s wellbeing and development is central to whānau planning and decision-making.

Key Next Steps

Programme evaluation practices are developing. Whilst kaimahi have informal discussions regarding the quality of the programme they do not focus on routines, kaupapa delivery, and organisation and presentation of activities and resources. Children do not benefit from consistent and robust review of the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Kaimahi are to consider ways to engage children in the formal learning programme

  • Kaimahi use programme evaluation to improve the quality of learning programmes for children.

Conclusion

Te Kōhanga Reo o Tuarua o Tokoroa is in Tokoroa. The whānau, kaimahi and children are well supported by local kuia and purapura. Children experience positive and caring interactions with others.
