Findings

1 Background and Context

What is the background and context for this kura review?

Te Wharekura o Huiarau is located in the remote settlement of Ruatāhuna in Te Urewera. The kura provides education for Years 1 to 13 in te reo Māori.

In 2015, ERO identified a number of ongoing concerns particularly with school governance and leadership, personnel management including teacher appraisals, reporting student achievement and progress and the quality of education.

In the last two years several leadership changes have occurred. The principal resigned in 2016 and an emergency principal was appointed. A request to appoint a Limited Statutory Manager (LSM) was made by the board to help understand their roles and responsibilities to meet legislative requirements. During 2017, a new first-time principal and deputy principal were appointed and the LSM ended at the close of Term 1.

2 Review and Development

How effectively is the kura addressing its areas for review and development?

The board of trustees, principal and kaiako have been focused on improvement. They have used the previous ERO report with support from the Ministry of Education and Te Uru Taumatua to improve the quality of education. There is commitment to continue development throughout the kura.

Priorities identified for review and development

Progress

Learning and achievement

Students are engaged, progress monitored and achievement reported.

The board of trustees and professional leaders are focused on improving outcomes for students. Their collective efforts have been with schoolwide literacy. They have developed systems and processes for gathering student achievement information, analysing data, monitoring progress and reporting to parents.

The principal, senior leaders and kaiako work collaboratively to establish:

  • a professional culture
  • clear expectations for teaching and learning
  • a strong professional development programme and support
  • a deliberate focus on student achievement.

External guidance has included professional support for kaiako to understand their professional expectations, make clear connections between student achievement information and their quality of teaching.

The board of trustees and principal closely monitor kaiako performance. The principal is focussed on improving outcomes for students across all year groups. He and senior leaders support and guide kaiako so they meet their professional responsibilities by focussing on raising student achievement.

Curriculum

The principal, kaiako, board of trustees have made significant progress in developing the marau ā kura with their students and whānau. They have clarified and established a shared understanding that has led to positive changes in learning, the relationships amongst students and the wider community.

The school curriculum includes direction regarding Ruatāhuna, in particular mokopuna and tamariki language, culture and identity. The emphasis is on raising the quality of education for all and engaging their whānau as a part of the education journey.

Leaders have implemented schoolwide whānau grouping, for students across Years 1 to 13. These are aligned to marau-ā-kura goals that focus on inquiry based learning. Students are supported to design an educational pathway linked to schoolwide kaupapa. Kaiako co-design, facilitate and guide individual learning programmes.

Wharekura Education

Kaiako acknowledge their responsibilities to raise the quality of education for wharekura students. External providers have increased their understanding, helped kaiako to clarify responsibilities and defined National Certificate of Educational Achievement (NCEA) expectations. There is a system that has been implemented for tracking and monitoring, to show individuals progress and achievement. Students participate in the schoolwide whānau groups and withdraw three days a week to focus on NCEA requirements.

Areas for development
  • Raise NCEA targets to include student achievement excellence and/or endorsement and extend future pathways linked to identified learning goals
  • Continue to monitor student progress and achievement.

3 Sustainable Performance and Self-Review

How well placed is the kura to sustain and continue to improve and review its performance?

The board, principal and staff have demonstrated commitment and have developed strategies to sustain improvement and performance in the interests of students learning.

Progress

Strategic planning and self-review

The board and principal have focused on improving learning outcomes for students. The principal, senior leaders and kaiako have been committed to raise the quality of education for all students. Self-review has been used to assist with schoolwide developments. Policies and processes have been updated to reflect their strategic direction and agreed changes.

There is a positive working relationship based on mutual respect. They have defined roles and responsibilities as leaders of governance and management. This has been done in consultation with students, parents, community and iwi. Consultation with each of the groups has contributed to schoolwide goals that link to the community strategic planning aims and objectives.

Leadership

There is a collaborative style of leadership. The focus has been on creating a professional, respectful and engaging culture with the staff, board, parents, whānau and kaumātua based on lifting the quality of education. The principal receives support from the first-time principal mentoring programme and is a part of the local professional principal group. The support, guidance and direction has helped him to make changes based on sound pedagogical practices.

Whānau engagement

The board, principal, senior leaders and kaiako have focused on engaging whānau in the developments in the kura that contribute to the growth of Ruatāhuna. Strategies are used to encourage kaumātua, parents and whānau to actively participate in a range of student activities. The principal and kaiako have provided opportunities to meet with parents and discuss student progress, learning pathways and develop strategies to support their child’s development.

Areas for development

  • Increase the use of evidence based internal evaluation to inform decision making, planning and monitoring to achieve strategic direction
  • Continue to support the capability and leadership development of staff.

4 Board assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance

5 Recommendations

ERO recommends that:

  • external support and guidance for the principal and kaiako to strengthen the focus on raising the quality of education continues
  • self-review information is used to support ongoing improvement.

Conclusion

Te Wharekura o Huiarau is in Ruatāhuna. There has been significant progress to address all areas for development. Students learning needs are carefully monitored and supported. The board, principal and staff have developed systems and practices that support sustained improvements and performance.
