1 Te Horopaki

Findings

Te Kura Kaupapa Māori o Kaikohe is located in the township of Kaikohe in Northland. Students confidently advance their talents toward attaining the highest levels of achievement. They learn in an environment where their iwi identity and connections within Ngāpuhi are fostered. Students learn about their roles and responsibilities within the iwi. Te reo Māori is a high priority for the kura whānau and community.

The next ERO review of Te Kura Kaupapa Māori o Kaikohe will be in three years – Te Rākeitanga – Expansive Evaluation.

1 Context

Te Kura Kaupapa Māori o Kaikohe is located in Kaikohe and provides Māori immersion education for students from Years 1 to 13. There has been significant roll growth since the previous ERO review in 2015. At the time of this review, there were 274 students from within Kaikohe and surrounding communities. The kura has been part of the establishment of the local Kāhui Ako, Te Arahura, and continues to support the collective efforts to strengthen education provision within their community.

2 Te Tino Uaratanga

How well do students advance their individual talents to the highest levels of achievement?

Students confidently advance their talents toward attaining the highest levels of achievement.

Te Ira Tangata

Students learn in a nurturing environment that reflect the important values and practices of their kura. The whānau and staff have established expectations across the kura that instil the principles of Te Aho Matua. The holistic development of students is well supported through the natural acts of concern and care by those who work alongside students in the kura. Daily practices within the kura foster the spiritual development of students. Students experience manaakitanga, aroha and respect. Kaiako and staff use their unique skills and talents to contribute to students’ learning and development. There are systems and resources in place to ensure appropriate support for students is available where needed. Learning is further enhanced by a strong focus on the maramataka Māori of Ngāpuhi. Students feel safe, secure and loved.

Te Reo

Students develop skills to communicate effectively in te reo Māori. Strengthening te reo Māori is a priority for the kura whānau. A comprehensive strategy Kura Mahere Whakarauora Reo was introduced this year for students, staff and whānau to raise the quality of te reo Māori within the kura and their community. The strategy is being implemented and a comprehensive review will be conducted to monitor progress. Kaumātua and members of the whānau contribute by speaking and sharing the local dialect which enhances students’ own understanding and affinity to their language. Kaiako gather and assess information about students’ language development. They use this information to adapt their practice and classroom programmes to consolidate and further extend student’s language skills. Targeted support is provided to increase oral language confidence and competence. The whānau have access to well established language expertise and learning opportunities. Kaiako are pursuing further training to improve the quality of te reo Māori modelled to students. Students are well placed to become speakers and writers of Ngāpuhi reo.

Ngā Iwi

Students have opportunities to experience and understand the different roles and responsibilities associated with their identity and place within Ngāpuhi. Students have positive role models including kuia, kaumātua, and whānau members who guide their learning about Ngāpuhi tikanga and practices. Cultural contexts for learning are linked to significant historical events. Hapū and iwi knowledge and traditional practices are integrated into the curriculum of the kura. Kaiako and whānau ensure students are provided with regular opportunities to make connections in the local and wider communities. They are an integral part of initiating positive developments in the community. Leadership opportunities are provided in academic, cultural and sporting contexts. Wharekura students are provided with opportunities to participate in national and international contexts to broaden their learning experiences. Students are building strong connections with others. It is an expectation that all students representing the kura will demonstrate the guiding principles of Te Aho Matua in all events that they participate in.

Te Ao

Students are actively learning about the complexities of the natural and physical worlds. The focus within the kura curriculum on the local maramataka influences the context and range of learning experiences provided for students in the kura. A prominent example of these types of learning is the riparian planting project that borders the kura alongside the Mangamutu stream which eventually makes its way out to the Hokianga. Learning activities relating to Te Ao provide opportunities for students to develop and practice important skills such as problem solving, decision making and communication. Wānanga for students and whānau are a regular part of learning. Local expertise is utilised to promote traditional practices in contemporary settings. This enables students to consider their personal and collective contribution to their community and the local environment. Students are developing as kaitiaki who use traditional and contemporary access to combine the maramataka and atuatanga levels of awareness and impact upon their learning.

Āhuatanga Ako

Most students are actively engaged in learning. Regular staff meetings are focused on student progress and learning, including strategies to raise student achievement. There is a kura-wide approach to planning that aligns with the learning focus on the maramataka. Professional expectations of kaiako are well defined and embedded within the kura. Planning and assessment systems are comprehensive. Assessment information is analysed to inform planning and teaching. Ongoing reflections by all staff of their own practice contributes to the review and refinement of the curriculum. Targeted professional learning has been identified to increase staff knowledge and skill to improve the quality of education the kura provides. Students are well supported in their learning.

Wharekura

Wharekura students experience success in a well-resourced environment. Comprehensive systems guide and support the provision of wharekura education. High expectations are held for all wharekura students. In 2018, all NCEA students attained the relevant qualification. A significant number of Level 3 students also gained the required credits for University Entrance. Kaiako encourage students and whānau to identify learning pathways to achieve their educational goals. They plan stimulating activities to enhance learning for wharekura students. Kaiako and student relationships are positive and mutually respectful. The skills and experiences of kaiako are well utilised to extend curriculum options in the wharekura. Te reo Māori is presently a strategic focus for them. It is the predominant language in the wharekura. Students with limited te reo Māori are supported to build their knowledge and confidence to use the language. Wharekura students are motivated learners who are encouraged and supported to drive their own learning to achieve their personal goals and aspirations.

Area for development

Evaluation of the learning programmes in some areas of the kura teina requires strengthening. Kaiako identify and discuss student learning needs to ensure a responsive learning programme is consistently implemented. Further analysis is required to identify how to sustain high levels of engagement for all students throughout the day.

3 Self Review and Leadership

Self-review practices are well established to improve operations throughout the kura. The whānau and staff work collaboratively to achieve their annual priorities and make progress towards their strategic goals. Information about ongoing progress and achievements guides decision making at governance and management levels. The whānau are informed about student achievement and identified needs. The whānau and staff are committed to ongoing review and refinement of all kura operations to maintain positive outcomes for students, whānau and the community. The kura is well placed to maintain its focus on student success and the sustained growth of the kura.

Leadership in the kura reflects a strong commitment to Māori student success as Māori. Decisions and actions by leaders are responsive and deliberate. Roles and responsibilities are clearly defined within the leadership and management structure in the kura. A key part of leadership development in the kura is building internal leadership capability for the future of the kura. The kura promotes collaboration and trust through regular and clear communication. Kaiako are encouraged to present innovative proposals to motivate and advance learning outcomes for their students. External experts and organisations in specialist areas of interest are invited to model and promote extended learning opportunities for all staff and students. The whānau model mutual respect for individual skills and experiences. Leaders in the kura and whānau contribute to positive outcomes for students in line with their vision and the principles of Te Aho Matua.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

5 Recommendations

ERO recommends:

  • the whānau, board of trustees and staff continue to seek pathways and maintain productive partnerships that enable them to achieve their strategic priorities for their students, kura and wider community.

Conclusion

Te Kura Kaupapa Māori o Kaikohe is located in the township of Kaikohe in Northland. Students confidently advance their talents toward attaining the highest levels of achievement. They learn in an environment where their iwi identity and connections within Ngāpuhi are fostered. Students learn about their roles and responsibilities within the iwi. Te reo Māori is a high priority for the kura whānau and community.

When is ERO likely to review the kura again?

1 Background and Context

What is the background and context for this school’s review?

Te Kura Kaupapa Māori o Kaikohe is in Kaikohe. This kura caters for students from years 1-15. Students are taught in te reo Māori from years 1-9. Senior wharekura classes are mostly taught in English.

The previous Supplementary Review Report of September 2013 identified significant areas for review and development. The kura whānau has worked closely with the Ministry of Education who have provided a variety of professional development initiatives that have contributed to ongoing progress and development.

2 Review and Development

How effectively is the school addressing its areas for review and development?

Priorities identified for review and development

A Limited Statutory Manager has worked with the whānau to address the areas for improvement that included:

  • review of the wharekura including the provision of academic pathways for students and improving the reporting of student achievement
  • te reo Māori development including supporting new and emergent learners of te reo Māori to progress and achieve well
  • completing the design of a local curriculum and a graduate profile
  • developing high professional expectations and a professional culture throughout the kura.
Progress

The kura whānau has been effective in addressing the areas for review and development.

The board of trustees has an improved understanding and knowledge about student achievement and the attainment of NCEA qualifications for wharekura students. The board receives midyear and end of course information about the progress and achievement of students enrolled in the National Certificates of Education Achievement (NCEA). The board uses this information to provide further learning support for students. The board is able to discuss student achievement with increased confidence and clarity. They know about groups of students who are attaining qualifications and the students who require further support. Members of the board have enrolled in numerous training about their roles and responsibilities to improving student achievement. Student achievement and success are the focus of board.

Senior wharekura students (years 11 to 13), are provided with academic programmes that enable them to complete each level of the NCEA in one full year. There is an increased range of subject options available for students. Senior secondary student achievement information shows that students are achieving well at all levels of the NCEAs, university entrance requirements and there is some success in scholarship achievement.

Students are effectively supported to learn and to use te reo Māori. New learners of te reo Māori and those students who require additional language learning support are well catered for. A variety of accelerated language learning programmes and initiatives have been implemented for students and teachers. Teachers participate in te reo Māori professional learning and development. They help students to learn and to use te reo Māori with confidence. Teachers know about the individual student’s language capabilities. There is good information about the progress and development of individual learners. Programmes of learning and support are targeted to individual students. Students are developing well as confident, capable speakers of te reo Māori.

The principal, teachers, whānau and the board have made significant progress toward developing a comprehensive curriculum for students. Te Marautanga o Aotearoa is the foundation for the kura curriculum. Considerable progress has also been made in developing a local curriculum to support students to learn about themselves, their iwi and the local area of Kaikohe. A graduate profile is well underway. The kura community has gathered ideas from students and the community to identify the skills, attitudes and characteristics of Te Kura Kaupapa Māori o Kaikohe graduates. The board, teachers and the principal are aware that more needs to be done to complete both the kura curriculum and the graduate profile. They have a plan to complete these important pieces of work in the near future.

The principal and senior leadership team have established high professional expectations of kura staff. The senior leadership team has been focussed on building a collaborate team approach to realising the kura vision for student achievement. All teachers know their roles and responsibilities to promote the ongoing progress and success of students. Staff meetings are used to regularly reinforce expectations, share strategies and actions to support the achievement of kura goals and targets. A staff handbook has been developed that explains clearly the expectations of teachers as a member of the kura community. Appraisal for teachers and the principal have been completed. While the system is currently under review, the principal monitors the quality of teaching and has up to date information. Teachers are well supported to help students to progress and achieve.

Key Next Steps

The board is not well informed about the progress and development of year nine and year ten students. The board, the leader of the wharekura and the principal are working together to address this gap in student achievement information.

The kura community is working to complete the kura curriculum and the graduate profile by the end of 2015. ERO agrees that the completion of these pieces of work is a priority.

3 Sustainable Performance and Self Review

How well placed is the school to sustain and continue to improve and review its performance?

The kura whānau are well placed to sustain and continue to review and improve their performance. Effective self review practices have contributed to continual improvement across many aspects of kura operations. This report has identified significant progress in the wharekura, improved understanding of the board about student achievement, considerable development in curriculum management and success for supporting all students to learn and to use te reo Māori. There is a clear and deliberate focus on raising student achievement across the kura. Many students are achieving well and experience success in a wide variety of areas. Students are engaged in learning, are progressing well and are achieving.
