Findings

Te Kura Kaupapa Māori o Te Rotoiti is on the eastern side of Lake Rotoiti. The kura has developed a local curriculum based on Ngāti Pikiao history, te reo Māori and tikanga. Whānau acknowledge the strong professional leadership given by the tumuaki. Students demonstrate self-confidence, self-discipline and are developing qualities of leadership.

The next ERO review of Te Kura Kaupapa Māori o Rotoiti will be in three years. 

1 Context

Te Kura Kaupapa Māori o Te Rotoiti is on the eastern side of Lake Rotoiti. This is the only kura kaupapa Māori within Ngāti Pikiao. This review is also the first the kura has had using the Te Aho Matua framework. The kura has developed a local curriculum based on Ngāti Pikiao history, te reo Māori and tikanga. All of the students and staff whakapapa to Ngāti Pikiao and the kura is well supported by an active group of Ngāti Pikiao elders and whānau.

2 Te Tino Uaratanga

How well do students show confidence and leadership qualities?

Students demonstrate self-confidence, self-discipline and are developing qualities of leadership.

Te Ira Tangata

Students value their identity. They confidently articulate their Ngāti Pikiao whakapapa and other tribal links. Students and whānau use waiata, karakia and mōteatea to enhance their knowledge of their whānau, hapū and iwi. Students make meaningful connections with others in a variety of situations. Kaiako model relationships based on aroha and awhi. Whānau praise classroom practice and support kaiako on haerenga and with kura events. The kura fosters and maintains strong links between home and the kura. Kaumātua and other whānau share their knowledge to inform the content of the learning programme. Students are settled and comfortable in the kura environment.

Te Reo

Students use te reo Māori confidently in a range of situations. They are exposed to quality language models including kaiako and kaumātua. Kaiako use a range of strategies including word substitution and questioning to extend students thinking in te reo Māori. Students support one another to speak only te reo Māori in and around kura. Students display confidence in speaking, reading and writing te reo Māori. They hear and learn kiwaha, whakatauki, tauparapara, mōteatea and the mita of Ngāti Pikiao. Whānau are clear about the positive impact te reo Māori has on their children’s learning and development. They learn te reo Māori alongside and from their children. Students are exposed to rich language situations on Ngāti Pikiao marae, at Manu Kōrero, poukai, kapa haka ahurei and other iwi events. Students use te reo Māori in a range of situations.

Ngā Iwi

Students confidently discuss and show personal pride in their links with all of their iwi and hapū. Kaiako provide authentic learning opportunities for students to learn about their ancestral links and significant landmarks. Students demonstrate their understanding of iwi specific tikanga and kawa through their actions. Students attend a range of events and share these experiences with their whānau. Students, kaimahi and whānau play an important part in the revitalisation and rejuvenation of Ngāti Pikiao reo, tikanga and kawa. Whānau are actively involved in all aspects of kura and plan to ensure students have a strong sense of self and community. Students are proud of their Ngāti Pikiaotanga. Students are happy in the whānau learning environment.

Te Ao

Students acknowledge his or her place in the Māori world and the wider world. Students interact with and within their immediate environment. They participate in maara kai, recycling, enviro schools and local environmental projects. The whānau make use of the traditional knowledge of kuia and koroua. Whānau provide a range of experiences to foster understanding and familiarity to the immediate environment. Students have opportunities to explore and become familiar with Ngāti Pikiao lands and waterways. Students practice and apply tikanga as it applies to their environment. Kaiako encourage students to investigate and enquire further through research, the Young Engineers programme and the use of information technology. Students show interest in others and the wider world.

Āhuatanga Ako

Students are actively engaged in learning. Student’s individual needs are identified and responded to. Students benefit from modified programmes and the support of the RTLB, maths specialists, kaiawhina and the SWIS worker. Whānau actively support students to reach their potential in learning, sports and cultural contexts. Students are provided with a wide range of activities to stimulate interest and learning. Kaiako facilitate individual and group learning. Tuakana/teina relationships effectively support learning. Students explore technology to problem solve and be creative. Kaiako maintain student interest through the use of humour and fun activities. Students are inquisitive and enquiring learners.

Kura-identified areas of development

Members of the board and whānau recognise the need to broaden their understanding of Te Aho Matua and their capacity in te reo Māori. The whānau are proud of the progress they have made to implement their Ngāti Pikiao curriculum. They want to develop a processes for reporting achievements in this area in appropriate and effective ways.

3 Self Review and leadership

Students benefit from well planned and managed learning programmes in a safe and supportive environment. Whānau acknowledge the strong professional leadership. The principal manages the day to day running of the kura, including guidance in classroom management, planning, evaluation and assessment. The staff collaboratively analyse student achievement data and discuss what they need to do to improve student outcomes in literacy and numeracy. Kaiako have started to report back on student achievement according to their Ngāti Pikiao curriculum. This has begun and whānau believe that their children are excelling in this area. The board of trustees meet regularly and their minutes reflect a high level of professionalism. The tumuaki provides detailed reports and both he and the board review and discuss progress of annual and strategic goals. Financial management systems are transparent and robust. The board are kept well informed on the daily management of the kura and ably carry out all of their governance responsibilities. In the most recent board elections, some new and younger members of the whānau were elected. The board is committed to continuing to build whānau engagement to further improve student outcomes.

The whānau value the guidance and expertise of Ngāti Pikiao koeke. They are an active part of all aspects of kura life. The koeke and whānau have a shared aspiration to grow strong confident leaders for the future. Students are being nurtured as future leaders of their kura, hapū and iwi. The kura is an integral part of the revitalisation of Ngāti Pikiao reo, tikanga and mātauranga. Past students return regularly and involve themselves in kura activities as tuakana. The kura and the kōhanga reo are working closely to ensure that students are well prepared for transition into kura. The whānau and hapū are committed to the sustainability of the kura so that generations to come can return home and be nurtured in this unique education environment.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.
  • Strengthen evaluation to reflect the marau-a-kura
  • Build on whānau engagement in all aspects of the kura.

Whānau acknowledge the strong professional leadership given by the tumuaki. Students demonstrate self-confidence, self-discipline and are developing qualities of leadership.

1 Context

What are the important features of this kura that have an impact on student learning?

Te Kura Kaupapa Māori o Te Rotoiti has a long established history and is symbolic of the high expectations of the local community for education provision in an iwi context. The kura is located beside Lake Rotoiti, an important cultural landmark for the people of Ngāti Pikiao. The kura whānau keeps the affiliation with their immediate marae firm and enduring. They are focused on strengthening whanaungatanga links with the hapū of Ngāti Pikiao on the other side of the lake. Not all whānau members and students have whakapapa links to Ngāti Pikiao but their tribal identity is also acknowledged and valued.

The kura vision is; kia manawanui ngā akonga ki te aro, kia manawanui ngā akonga ki te ako, kia manawanui ngā akonga ki te ārahi, kia ora tonu ai. Te Rotoiti is a school that will embrace, support and lead students to be steadfast and confident in their ability to listen, learn and lead in life.

2 Learning

How well does this kura use achievement information to make positive changes to learners’ engagement, progress and achievement?

All students are actively engaged and focused on learning. They work independently, in small groups and as a whole class. Students know what is expected of them and are able to monitor their own learning and that of their peers. Next steps for learning are discussed and understood. Ongoing and responsive formative assessment is provided by pouako. Information Communication Technology (ICT) is integrated well into the learning programme. Students are confident users of ICT.

Whanaungatanga is clearly evident. Students are sociable and confident. Humour, praise and laughter permeate the classroom. Tuakana teina relationships support learning. Students are able exponents of Ngāti Pikiaotanga. They confidently talk and sing about the stories and history of their iwi. Marae noho enhance and strengthen knowledge of whakapapa links to other hapū.

Students are enthusiastic speakers, readers and writers of te reo Maori o Ngāti Pikiao. Ngāti Pikiao reo is the language of communication within and outside of the classroom. The majority of students are at or exceeding Ngā Whanaketanga Rumaki Māori (NWRM) expectations for reading, writing and mathematics. Student achievement information linked to NWRM is regularly provided to the board and parents.

3 Curriculum

How effectively does this kura curriculum promote and support student learning?

The documented kura curriculum is focused on supporting students to develop as future leaders of Ngāti Pikiao. It links to the iwi educational strategic plan. There is a particular focus in the curriculum on history, traditions and culture of Ngāti Pikiao. Deeds of the eponymous ancestor, Kawa-Tapu-ā-Rangi, provides the curriculum framework. The curriculum is integrated across all learning strands and includes the conservation projects begun by the previous principal. A graduate profile articulates the aspirations of whānau, iwi and hapū for their children. Students are involved and respond positively to the teachings of koeke, whānau and pouako.

Pouako are professional in their approach, well prepared and organised. A collaborative, working environment exists. Students' needs and interests are responded to through flexible programmes. Pouako use a variety of teaching strategies to capture students' interests. Students are motivated to learn.

Feedback and feed forward is clearly evident and students' knowledge about their learning is actively encouraged. Pouako have access to appropriate external professional development and a senior teacher is responsible for internal professional learning. Students benefit greatly from the commitment and dedication of pouako.

Area for development

While the good practice of all pouako is evident, it is recommended that the tumuaki develops guidelines for the implementation of the curriculum. A sense of cohesion regarding the professional practices of pouako is difficult to gauge. These documents could also support beginning pouako and new pouako to understand the professional expectations required of them in this kura.

4 Sustainable Performance

How well placed is the kura to sustain and improve its performance?

The kura is well placed to sustain and improve its performance.

The tumuaki started in this position at the beginning of 2011. He is an experienced educational practitioner, belongs to Ngāti Pikiao and is an ex-pupil of the kura. After an initial period of re-establishment, existing systems and plans are being reviewed to strengthen kura practice and operations. The board is made up of mainly experienced members. All leaders have a strong commitment and work hard to achieve successful outcomes for students.

A strategic plan is in place. Student targets for literacy which link to NWRM have been identified. A formal programme of self review is in place. Self review that is responsive to the needs of the kura results in appropriate changes being made. The board uses student achievement data as the basis for decision making.

Board members receive training from the principal according to their needs. All personnel in the kura and a core group of whānau are committed to the education of students and the development of future leaders of Ngāti Pikiao.

The board, whānau, and staff endeavour to provide a safe, stable and secure learning environment.

Board assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.
