Findings

Te Kura Kaupapa Māori o Tapere-Nui-ā-Whatonga is located in Rangitukia, north of Gisborne. Students are confident in the knowledge of the ancestral links and the hopes and aspirations of whānau, hapū and iwi. They have a special connection with their marae through their learning. Students demonstrate a strong sense of belonging to Rangitukia and Ngāti Porou.

1 Context

Te Kura Kaupapa Māori o Tapere-Nui-ā-Whatonga is located in the community of Rangitukia, north of Gisborne. The kura stands next to Hinepare Marae in the Waiapu Valley. The kura adheres to the philosophy of Te Aho Matua and provides education for Years 1 to 8 students. Multiple generations of whānau continue to send their tamariki and mokopuna to the kura. The board of trustees ensure that iwi and hapū initiatives created for their community are considered in the delivery of the curriculum. They support students to experience authentic learning in the local environment and beyond. The language, customs and protocols of Ngāti Porou underpin all teaching and learning.

2 Te Tino Uaratanga

How secure are students in the knowledge of ancestral links and the hopes and aspirations of their whānau, hapū and iwi?

Students are confident in the knowledge of the ancestral links and the hopes and aspirations of their whānau, hapū and iwi.

Te Ira Tangata

Students learn in an environment where Māori values and beliefs provide a strong foundation for learning. They have established meaningful relationships and interactions with whānau and others. Kuia and kaumātua have a strong presence among the whānau and students. Students are highly respectful of their elders. Whānau model the importance of whanaungatanga in kura. They have high expectations for their children and expect that they will display aroha and tautoko for others. Students are considerate and cooperate well when working with others. Students demonstrate a good understanding of whanaungatanga.

Te Reo

Students are immersed in te reo Māori and tikanga Māori. Students engage in learning where te reo Māori specific to Rangitukia and Ngāti Porou is the priority. They are confident to express themselves and communicate their ideas in te reo Māori. Students are able to retell and explain local stories, kīwaha and whakataukī related to tīpuna and historical events. Whānau provide a high level of exposure to language specific to Rangitukia such as the language of the marae, local waiata and karakia. Whānau are developing their own capability to better support the use of te reo Māori within the homes. Students confidently use te reo Māori that is unique to Rangitukia.

Ngā Iwi

Students are educated in the customs and protocols of Rangitukia. The mission statement, vision and values of the kura strongly align with mātauranga Māori and the traditions of Ngāti Porou. Students have a strong connection with their marae. They know about the history of their iwi, hapū and surrounding environments. They know their whakapapa links to each other and the wider whānau. Whakapapa and pepeha connections are displayed in the classrooms and regularly referred to in conversations. The learning environment for students includes marae, the river, the sea, the surrounding land and areas. Students know who they are and where they come from.

Te Ao

Students regularly participate in learning that is beyond the confines of the kura. They participate as kaitiaki in hapū initiatives to care for the environment. Students have been involved in a science project related to the restoration and preservation of the river. They also learn about traditional food gathering and skills of self-sufficiency. Whānau aspire that their children learn skills as food gatherers. Whānau ensure students clearly understand the concept of taku kāinga, taku kāpata kai. Students are learning about their place and the part they play in caring for the natural environment. Students have an intimate knowledge of their local environment.

Āhuatanga Ako

Students learn in authentic settings. Their classroom-based learning is complemented well with experiences within their local environment and beyond. Whānau play an important role in determining what their children learn. They actively support student learning and strive to meet individual needs. Kaiako monitor and record student progress in all areas. Students in the kura teina are progressing well. Their achievement levels are well monitored. Students in the kura tuakana are achieving well in pānui. A group of students are achieving well below in pāngarau. Targeted professional learning development is currently in place to raise achievement levels in pāngarau. Student progress is reported to whānau formally and informally. Marau ā-kura goals and success are well documented. Areas for focus and development are clearly identified. Students show pride in their work and achievements. Students are enthusiastic and engaged learners.

3 Self-Review and leadership

Strong community relationships and support for the kura have been maintained. The community work collaboratively and collectively in the interests of the children. They appreciate the knowledge of Rangitukia that the tumuaki possesses and the value it brings to students’ learning. Whānau use self review information across operations, including strategic planning, reporting on national guidelines, appraisal, and student achievement to monitor their progress. Although staff discuss the delivery of the curriculum, they do not record these conversations. It is important that these are documented in order to monitor the effectiveness of the curriculum.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration

  • curriculum

  • management of health, safety and welfare

  • personnel management

  • financial management

  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendance.

5 Recommendation

ERO recommends that:

  • the tumuaki, staff and whānau continue to focus on ways to improve teaching and learning, such as raising the levels of student achievement, particularly as identified in pāngarau.

Findings

The findings of this report identify key areas for development which the kura whānau, board, staff and community can address in a planned and focused way. Further support and guidance is readily available through Te Rūnanganui o ngā Kura Kaupapa Māori o Aotearoa and the current external providers for Māori medium professional learning and development.

1 Context

Te Kura Kaupapa Māori o Tāpere-Nui-a-Whātonga is located in the heart of the Waiapu Valley in the small, close-knit community of Rangitukia. The kura is part of a whānau, hapū and iwi education initiative that is focussed on promoting the unique identity, language and history of Te Riu o Waiapū. Te reo and tikanga of Ngāti Porou underpin all teaching and learning in the kura.

Students, staff and whānau have close family ties and have a long association and vested interest in the kura. It is the hub of the community and a centre of ongoing activity and interest. There is a collective commitment to ensure that students receive an immersion education that grounds them in their unique identity, language and culture.

The kura vision and mission for students includes knowing who they are and where they come from and building their understanding of mātauranga Māori pertaining to Rangitukia and Waiapu Valley.

2 Te Tino Uaratanga

To what extent are students secure in the knowledge of their ancestral links to the divine source of all humanity?

Students are secure in the knowledge of their ancestral links to the divine source of all humanity.

Te Ira Tangata

Students value their identity and connections to Rangitukia, and the wider area of Waiapū Valley. They know and share their whakapapa. They are confident and display positive self esteem. Students take part in a range of experiences where they learn about themselves, their whānau, hapū and iwi. Whānau, kaumātua, parents and staff promote important iwi values, beliefs and practices. There are high expectations for students to develop these values. Students have a strong sense of wellbeing and belonging.

Students learn in a warm and caring whānau oriented learning environment. They are responsive and respectful. They are particularly aware of kaumātua and the significant role that elders play in their education. They have opportunities to learn from those who hold historical and ancestral knowledge.

Te Reo

Students are immersed in the language of Ngāti Porou. They are consistently exposed to the distinctive dialect in formal and informal situations. Kaumātua, whānau and staff are strong models of Ngāti Porou reo. This is a feature of the kura whānau and community where there is a clear focus for students to become competent speakers of their reo.

Students are at different levels of confidence and competence in te reo. Small class numbers and high adult to student ratios give individual students focused support. The junior class has a range of interesting activities, resources and teaching and learning aids to support students’ language development. The kaiako and kaiāwhina are committed to the development of students’ te reo Māori.

Students in the senior class are constantly challenged and made aware of their language learning needs and opportunities. The principal has a natural and spontaneous manner in terms of language use, delivery and interaction. Students recognise the importance and value in learning and retaining the language of their tūpuna.

Ngā Iwi

Students are secure in their ancestral connections. They know who they are, where they come from and why they are unique. The kura curriculum includes waiata, mōteatea and the stories and histories pertaining to Te Riu o Waiapu. Learning contexts include a wide range of significant landmarks and locations where important events took place. Students are privileged to have elders and whānau members who have a strong desire to share traditional values, beliefs, knowledge and experience to their mokopuna. Students benefit from whānau and community interest and contributions to their learning. Students show a real enthusiasm and strong interest when learning about their history.

Te Ao

Students are learning about their place in te ao Māori and te ao whānui. They have opportunities to explore different lifestyles and practices.

Whānau, kaumātua and staff expect that their students will value the different ways of life from traditional and contemporary settings. The kura curriculum defines a wide range of local themes and topics to promote and support student learning in science, technology, the natural and physical environment. Students readily discuss and share their learning about their tribal environment and history. They are developing a broad knowledge and understanding of their immediate world and the world beyond their homes.

Āhuatanga Ako

Students are actively engaged in meaningful and stimulating learning. They settle well to prepared tasks and activities. Relationships and interactions for learning in the classroom are highly responsive and respectful. There is strong support for the individual needs and interests of students in both formal and informal teaching and learning settings.

Students are expected to be responsible for their own learning. They have individual goals and focus on achieving these. Kaiako and kaiāwhina have high expectations for students to be focussed and well prepared for learning. Students are receptive and responsive to new learning.

Students and their achievement is a priority in this small kura. Each student is well known and their individual needs and interests inform learning programmes. Kaiako and support staff are capable and hard working. Their commitment to te reo and tikanga of Ngāti Porou, hapū and iwi is unwavering. Students are fortunate to be immersed in a kura curriculum that highlights the value and importance of iwi knowledge and traditions.

Kura identified next steps

While the kura has a defined local curriculum and mātauranga Māori plan in place, this does not clearly illuminate and articulate expectations for students’ learning and development within the kaupapa of Te Aho Matua. The principal, staff, whānau and community should ensure that the foundation and principles of Te Aho Matua are embedded within the kura curriculum.

The kura is part of an exciting initiative aimed at strengthening the identity, language, culture and history of Te Riu o Waiapu. This is an opportune time for the kura to gain good clarity around the key links between the kura curriculum, Te Aho Matua and the Mahere Mātauranga o Te Riu o Waiapu. This will require informed and proactive leadership roles and responsibilities. The involvement of whānau and community is also a key advantage.

Monitoring the learning, progress and achievement of individual students is limited. It is important that rich and useful information about student learning is captured and shared in creative and interesting ways with whānau, the board and through mandatory annual reporting systems. Kaiako should use this information to define and determine specific achievement targets to meet the actual learning needs and interests of students who are not achieving at their expected levels.

3 Self Review and Leadership

The principal, board and whānau are developing good processes for self review. They work closely to plan and implement useful governance and management systems. Regular forums are held with the community. The principal reports on all areas of operation and the strategic goals. Comprehensive reports clearly identify key areas for development and consideration.

Kaiako and kaiāwhina are reflective and use self review information to inform their planning. The local community, kaumātua and whānau acknowledge the principal’s leadership in promoting the language, culture and history of Tāpere-Nui-a-Whātonga.

Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

4 Recommendation

The findings of this report identify key areas for development which the kura whānau, board, staff and community can address in a planned and focused way. Further support and guidance is readily available through Te Rūnanganui o ngā Kura Kaupapa Māori o Aotearoa and the current external providers for Māori medium professional learning and development.

5 When is ERO likely to review the kura again?
