Findings

Te Kura Kaupapa Māori o Tuia Te Matangi is in Nelson. Students learn in meaningful contexts. Staffing and management processes within the kura are developing. The whānau have renewed confidence in the direction the kura is moving in. They feel welcome and well-supported. 

The next ERO review of Te Kura Kaupapa Māori o Tuia Te Matangi will be in three years – Te Rākeitanga – Expansive Evaluation. 

1 Context

Te Kura Kaupapa Māori o Tuia Te Matangi is in Richmond, Nelson. It is the only kura kaupapa Māori Te Aho Matua in this rohe. Te Aho Matua philosophy guides school wide practices. The kura provides an education for Years 1 – 13, that has impacted on an increase in the roll.

Since the last ERO report, 2015, the whānau have been working through changes related to leadership and kaiako appointments. These changes have had a significant impact on whānau, staff and students. The board chairperson is a long serving board member. The tūmuaki is a first-time principal, appointed at the beginning of 2019. Most of the kaiako are beginning teachers. Despite the changes the whānau are focussed on building capability to improve outcomes for students.

2 Te Tino Uaratanga

How well do students show they are caring, considerate and co-operative with others?

Students have positive relationships with others as a result of them being caring, considerate and co-operative.

Findings

Te Ira Tangata

Students are encouraged to show manaaki to others. The physical and spiritual environment of the kura is conducive to sustaining positive relationships. The whānau focus on embedding tikanga within mutually respectful interactions. Their expectations are role modelled in the daily programme. There are specific activities and routines that support students to develop their leadership skills and confidence. They have good understanding of their roles and responsibilities as tuākana teina. Opportunities are provided for them to demonstrate their skills to work co-operatively with others. Furniture and spaces are arranged to accommodate comfortable group and individual work. Students and whānau feel at home in the kura. Students develop and maintain meaningful relationships with others.

Te Reo

Students engage in a learning environment that promotes te reo Māori. A transition programme, Puhi Ariki, has been designed to support students with limited language to participate in an immersion setting. Kaiako use a variety of strategies to enhance students’ language development. One which is particularly effective and enjoyed by students is shared reading. Tuākana read with teina, ask questions about the books and ask teina to predict what will follow. The whānau have established language domains for parents or visitors who have limited te reo Māori. There is te reo Māori programme in place for whānau aimed at supporting them to enhance their children’s learning. Students confidently speak te reo Māori with kaiako and with one another.

Āhuatanga Ako

Students experience learning opportunities that strengthen their connections. Programmes have been created to extend learning experiences by interacting and sharing with the whānau and wider community groups. Ana te Hā is an opportunity for students to share learning activities related to pānui and, pāngarau including educational games. He Tipu Hou, is developed alongside hapū and iwi engaging in mau rākau, mahi ā te marae, local history and caring for Papatuānuku. These learning contexts assist with growing student confidence. Students confidently take on leadership roles for karakia, welcoming manuhiri and the responsibilities as tangata whenua. Kaiako are aware of their professional responsibilities related to planning, assessment and programme evaluation, however further steps to improve their practices is needed. Students show they are confident in a range of contexts.

Wharekura Education

Students participate in a variety of learning contexts. The kura marau, Tauihutanga, for Years 9 to 13 is based on concepts of the marae, involving manaaki tangata and tikanga tuku iho. A values-based programme incorporates these practices which is integrated into the planning and delivery. Curriculum options for students are based on individual passions and developed in consultation with individuals and their whānau. There is a combination of subjects offered by Te Kura Pounamu and other educational external providers. National Certificate Educational Achievements (NCEA) information identifies students’ academic transcripts, credits achieved, results for achievement in subjects, the levels and endorsement. Students are confident learners.

3 Self Review and leadership

There are high expectations for all students and staff. Despite staffing issues, the newly appointed tūmuaki has identified priorities to improve the quality of education for all students. Whānau report that concerns are now addressed in a timely manner. Positive relationships with the whānau are being restored. They are appreciative of the improved communication and the care shown to students. Attracting suitably qualified kaiako and establishing a pool of relievers are ongoing challenges.

The board of trustees and tūmuaki provide mutual support for governance and management. Long standing whānau have been instrumental in leading the changes with a focus on improvement. They provide stable, consistent leadership on the board. The new board of trustees and whānau are focused on the future.

Kura-identified areas of development

Internal evaluation requires strengthening. There is no clearly defined process to support progress towards achieving whānau priorities, strategic goals and annual targets.

4 Whānau assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

Actions required

  • establish an ongoing programme of internal evaluation across all areas of operations

  • implement a system of regular appraisal and provision for professional development

1 Context

Kia Wairua Māori, Kia Tangata Māori, Kia Reo Māori, Ana Te Hā!

Te Kura Kaupapa Māori o Tuia Te Matangi is situated in the suburb of Richmond, on the outskirts of Nelson city. Students travel as far as Motueka to the north, as well as smaller towns beyond the city. This is the first Kura Kaupapa Māori to be established in Te Tauihu o te Waka a Māui that provide an immersion education for students from Years 1 to 15. The driving force was the Māori community’s desire to revitalise the Māori language in the top of the South Island. The kura whānau acknowledge their relationship with the local iwi and marae of Te Tau Ihu o te Waka a Māui. This is the first Te Aho Matua review for the kura.

2 Te Tino Uaratanga

How well are students supported and secure in the knowledge of their ancestral links?

Students are well supported and secure in the knowledge of their ancestral links.

The kura vision “Kia wairua Māori, kia tangata Māori, kia reo Māori, ana te hā!” influence, validate and gives purpose to te reo and tikanga as a catalyst for children to succeed in te ao Māori. The kura environment reflects the importance and value of te reo Māori, culture, heritage, identity and the uniqueness of Te Kura Kaupapa Māori o Tuia te Matangi. The whānau are committed to the principles of Te Aho Matua to guide all decisions for governance, leadership, management and the quality of education. Their strength is their collective responsiveness to achieving their long term goals for their students as they strive towards fulfilling the hopes and aspirations of their whānau and community. 

Te Ira Tangata

Students are enthusiastic about learning in a nurturing environment based on traditional Māori values, beliefs and concepts. The kura is located in an attractive environment which sets a positive tone for teaching and learning. Importance is placed on spiritual preparedness where tikanga is reflected, modelled and expressed well for students. Pouako actively support students to learn and apply Māori values and beliefs throughout their learning. There are daily opportunities for students to develop their own knowledge and understanding of these practices. These include the art of karanga, using different karakia as appropriate, reciting pepeha, explaining aspects of Te Aho Matua, and working co-operatively as tuakana, teina in all their interactions and communications. Positive and supportive relationships show whanaungatanga is firmly entrenched and intrinsic to the culture of the kura. The kura provides a safe, welcoming environment for students and whānau. Students are happy in a supportive learning environment.

Te Reo

Students are well supported in their language and culture. They understand that language affirm culture and identity. Whānau and staff are committed to the revitalisation, maintenance and retention of te reo Māori.  This is clearly reflected in the kura whakataukī, “Kia tūturu anō te reo Māori ki te Tauihu o te Waka”. Pouako are competent speakers of te reo and strong advocates for maintaining a Māori speaking environment at the kura. Students have a good understanding of te reo Māori used in various contexts that helps to support their language development. Learning support systems are firmly established to assist students who enrol with limited reo. The kura has established a three year strategic approach in their pursuit to grow a community of te reo Māori speakers. Kura wide goals, policy and practices support students, pouako and whānau reo Māori capability. Raising te reo Māori capability is a collective and collaborative undertaking. Students engage with and enjoy opportunities to communicate to adults and each other.

Ngā Iwi

Students exhibits personal pride in their whānau, iwi and hapū. Cultural identity and establishing a sense of belonging is central to student’s learning. Pouako provide opportunities for students to learn about their ancestral links. Student’s appreciation of whakapapa and belonging is enhanced through their involvement and participation in marae and community activities. These contexts reinforce student knowledge of their heritage and ancestral links. They respect and acknowledge mana whenua and willingly undertake leadership roles when called upon. Students are secure in their knowledge of whakapapa and tūrangawaewae.

Te Ao

Students acknowledge their place in the Māori world and beyond. Teachers use the kura curriculum to design and implement programmes that assist students to research, explore and investigate historical and environmental features of Te Tau Ihu o te Waka a Māui. Students also use the natural environment as a context for learning such as growing food, planting trees, conservation and recycling. They make connections between their learning experiences to their own knowledge of their culture and identity. Meaningful learning experiences encourage students to maintain their links with traditional knowledge and tikanga. Pouako provide meaningful programmes that focus on sustainability that are linked through the values of tūrangawaewae, kaitiakitanga and manawa ora. Students are developing a critical view of the world around them and a strong self awareness of the contributions that they can make. Students are developing as independent learners.

Āhuatanga Ako

Students actively engage in learning. The principles of Te Aho Matua set the foundation for teaching and learning that includes the provision of an inclusive environment that supports learning by providing for the physical, spiritual, intellectual and social needs of students. Open plan classrooms contribute to effective teaching and learning and happy, engaged students.Students' interest is captured and maintained in various ways including the use of digital devices, practical experiences and meaningful studies on and off-site.The use of technology has been instrumental as a strategy to engage students in their learning, particularly the boys. Students are competent users of digital information technology yet embrace their ao Māori.

Pouako work collaboratively and recognise each other's strengths to promote high expectations for student learning and achievement. Pouako demonstrates an awareness of how evaluation and self review contributes to improvement. Ongoing self review and reflections are documented across all areas of teaching and learning. Good quality teacher planning, assessment and evaluation practices consider student needs and individual attention is provided where necessary. Strong student achievement information gathering and reporting assist the board to set goals and annual targets to accelerate students’ and whānau learning. Students are supported to identify and monitor their own progress, achievement and next steps. Reporting to parents is a three way process led by the studentStudents demonstrate a strong sense of identity, self-confidence and a readiness to learn.

  • staff continue to build pedagogical knowledge and practice that focus on the quality of education that students receive.

Governance and Leadership

The principal provides a sound professional leadership model that demonstrates the notion of – he toka tū moana – standing firmly like a rock (in the ocean). She is responsive, reflective and resilient. She has a strong belief in the kaupapa of Te Aho Matua and has persevered in her leadership role which has been proven to be effective since the establishment of the kura. Leadership is effectively shared between the principal and her staff and a supportive whānau. The principal works closely alongside her Board of Trustees and her management and administrative skills has been the catalyst for the continued development of the kura.

Self Review

Te Aho Matua is the philosophical driver for planning and evaluation, governance, leadership, management and the quality of education. Consistent self review practices and regular reporting by ‘ohu’ provides ongoing information that effectively support decision making processes. Spontaneous and unplanned events are always made known to the kura whānau. The strategic direction of the kura is defined by long term goals and a monitored action plan. The whānau show flexibility when changes occur. Students benefit from sound decision making processes.

Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO did not identify any area of concern

3 Recommendation

The whānau continue to consolidate their practices, strengthen te reo Māori for students and provide continued support for whānau.

Conclusion

Te kura Kaupapa o Tuia Te Matangi is situated in Richmond, Nelson. Students are well supported and secure in the knowledge of their ancestral links. Tikanga is reflected, modelled and expressed well for students. Identity and establishing a sense of belonging is central to students’ learning. High quality proficiency of staff provides meaningful contexts and experiences to grow student’s language and cultural knowledge. Students demonstrate a sense of identity, self confidence and a readiness to learn.

4 When is ERO likely to review the kura again?

The next ERO review of Te Kura Kaupapa Māori o Tuia Te Matangi will be in three years – Te Rākeitanga – Expansive Evaluation.
