1 Context

Te Kura Kaupapa Māori o Whangaroa is located in Matauri Bay, Northland. It is a composite kura that provides education for students from Years 1 to 15. The whānau follow the philosophy of Te Aho Matua. A strong emphasis on partnerships with whānau, kaumātua and the local marae remains central to the operations of the kura. There is a puna reo onsite from which children transition into the kura.

2 Te Tino Uaratanga

How well do students display their mana and rangatiratanga?

Students confidently display their mana and rangatiratanga.

Te Ira Tangata

Students are spiritually and emotionally confident. The whānau nurture students to care for others no matter who they are. They provide opportunities for the students to develop as future leaders for the iwi. Students are trusted to lead karakia and other aspects related to the tikanga and kawa of the kura. The whānau believe that students will contribute to the sustainability of the paepae and marae in their iwi. Students learn about significant kaupapa and history from the local area of Whangaroa. They use karakia, waiata and mōteatea to enhance their understanding of their iwi and hapū. Students are confident and display positive self-esteem.

Te Reo

Students engage in learning where the dialect of Te Taitokerau is a priority. They also learn vocabulary that is specific to Whangaroa and the Far North. Pakeke and kaumātua are authentic language models for students. The whānau and kaiako use a range of strategies to consolidate the use of te reo Māori including a specific language policy. The puna reo raises language confidence for students enrolled at the kura. There is a late immersion class to support students who enrol at the kura with little or no knowledge of te reo Māori. The whānau have a plan in place to implement te reo Māori in their homes. Students are developing as speakers of te reo Māori.

Ngā Iwi

Students exhibit personal pride in their whānau, hapū and iwi. They are able to demonstrate their understanding of iwi-specific tikanga and kawa. Whānau have been developing a kura curriculum based on the language, environment and histories of Whangaroa. This is to ensure that students remain connected and confident in their cultural roots. Students and whānau support hapū, iwi and marae kaupapa. Students attend whakatau and other marae activities which enhance their understanding of their roles and responsibilities as tangata whenua. Students are secure in the knowledge of their ancestral links and the hopes and aspirations for whānau, hapū and iwi.

Te Ao

Students are provided opportunities to actively explore and investigate their world. They venture out to support a variety of iwi-based kaupapa across the country. Students use maths, science and technological knowledge to work out complex problems. Whānau support students to learn about environmental issues. Students make links to atua Māori and the influence they have on the natural world. Students are developing an understanding of the role they play to contribute to sustainable practices. Students see themselves as kaitiaki of the environment in which they live. Students are developing an understanding of the complexities of the wider world.

Āhuatanga Ako

Students are actively engaged in learning. Curriculum planning is detailed. Students and their whānau have input into learning plans. Local knowledge influences what is valued learning for students. Students are provided opportunities to be creative and imaginative. Achievement data is collected and analysed in the kura tuatahi. Additional support is in place for those students who are not yet progressing at the desired levels. Kaiako evaluate their practice and monitor student progress. They have a strategic approach to resourcing learning programmes to maximise efficiency and student outcomes. Students are happy and inspired learners.

The learning programme for the small group of Year 9 to 11 students in the wharekura is well considered and planned to promote successful outcomes including their career aspirations beyond graduation. There is one Year 11 student who is enrolled in NCEA Level 1 while Year 9 to 10 students have opportunities to work towards completing some credits as part of their learning programme. Student progress in the wharekura is tracked and monitored.

Kura-identified areas of development

The kura whānau has completed a draft local curriculum based on Whangaroatanga. They have collected a vast amount of information about Whangaroa from local kuia and kaumātua. Once this is collated and organised, it will provide a strong foundation to enhance student learning.

While Te Aho Matua is the foundation philosophy for the kura, the whānau do not yet have a shared understanding of the commitment required to ensure that philosophy remains strong within the kura. The whānau will develop a strategy to increase their collective understanding of Te Aho Matua.

Increasing the number of students attending the kura is a strategic objective of the kura. The whānau believe that one strategy would be to share the kaupapa of Te Aho Matua more widely within the community. Whānau are considering other strategies as well to encourage enrolments.

3 Self Review and Leadership

Self review practices in the kura are well established in the kura and support ongoing improvement. Strategic priorities and associated plans provide clear direction for whānau. Key systems and processes are monitored and reviewed as required. Professional development for all staff is provided to strengthen teaching practice and improve outcomes for students. Whangaroatanga is their focus for the future of the kura.

Leaders work collaboratively for the benefit of students and whānau. They consider ways to improve outcomes for students, seek and listen to the voice of the whānau, and facilitate wānanga to draw together aspirations and guide kura direction. The tumuaki has a critical role in leading learning in the kura with support from other key staff members. The board of trustees is very clear about their role to oversee governance matters and ensure the tumuaki is well supported to carry her responsibilities for the day to day management of the kura.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration

  • curriculum

  • management of health, safety and welfare

  • personnel management

  • financial management

  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendance.

5 Recommendation

ERO recommends:

  • that the whānau, board of trustees and staff continue to consolidate and improve their practices in line with the principles of Te Aho Matua, in particular the areas for development identified during the course of this review.

1 Context

Te Kura Kaupapa Māori o Whangaroa provides education for students from Years 1 - 13. The whānau vision is focused on the future, well-being and achievement of the students and whānau. Whānau commitment and support for students and the kura is strengthening. Emphasis is on strong partnerships with whānau, kaumātua and local marae.

The kura community has realigned itself with the core principles of Te Aho Matua, including te reo Māori. Students are immersed in te reo Māori.

2 Te Tino Uaratanga

How well do students display rangatiratanga?

Students are confident knowing who they are and where they are from. They reflect a strong sense of rangatiratanga.

Te Ira Tangata

Students are happy, well loved and cared for.

Students respect themselves and others. They are valued by kaimahi, whānau and each other. Students understand and practice their roles and responsibilities as tangata whenua. Students’ learning is focused on Whangaroatanga and their whakapapa connections. Interactions between kaiako, whānau and students are positive. Student’s social, spiritual and emotional needs are well catered for.

Te Reo

Students enjoy speaking te reo Māori.

Te reo Māori is the preferred language of communication for students and kaiako and a strategic priority for the kura. Kaumātua model and guide te reo Māori, tikanga and kawa. Kaiako speak te reo Māori at all times. There are a range of te reo Māori programmes and events for students and whānau. Students ask questions and discuss their ideas in te reo Maori. Literacy achievement, including oral language, is monitored regularly. Students are confident speakers who uphold te reo Māori o Whangaroa.

Ngā Iwi

Whangaroatanga is a natural way of being for students. Students practice iwi specific tikanga and kawa and learn about historical events and places. Students and whānau share experiences that are meaningful to their local hapū and iwi. The presence of kaumātua enriches these experiences for all who are involved. Students thrive in a whānau based learning environment. Students are positive and respectful.

Te Ao

Students confidently explore and investigate their local environment. The kura curriculum links to the aspirations of local iwi and Whangaroatanga. Students participate in a wide range of activities outside the classroom where they learn about other people and places. They use local contexts to learn about maths, science and technology. Students are open to learning in a range of contexts.

Āhuatanga Ako

Students are engaged in learning. Students benefit from deliberate and focused learning strategies and they receive regular praise from kaiako. Kaiako plan together and learning activities are generally well organised. Students benefit from a relaxed and settled learning environment.

Whangaroatanga and Te Aho Matua are strongly reflected in the kura curriculum. Kaiako give priority to developing proficiency in te reo o Whangaroa. Students confidently ask questions and seek clarification. They are developing a clear understanding of their roles and responsibilities as learners.

Students’ achievement is a priority. There are clear expectations for monitoring student outcomes. Various assessment tools are used to record student progress and achievement. Analysis of school wide student achievement is detailed and reported to the board and kura whānau regularly.

Kura-identified areas of development

Student’s needs beyond the kura are not used sufficiently to inform the curriculum. The whānau acknowledge the need to strengthen career pathways and learning for students.

Appraisal systems are underdeveloped. The whānau recognise that the appraisal system needs to be improved. Appraisals of teaching staff do not link to the strategic and annual plans or job descriptions. Nor do they reflect the New Zealand Teachers’ Council standards and criteria.

3 Self-Review and Leadership

Leaders of the kura, including the tumuaki, are resilient and dedicated to the wellbeing of students and their whānau. Staff and students are empowered to take leadership roles. Whānau ohu make valuable contributions to the kura. Leadership is shared and collaborative throughout the kura.

Internal review supports the development and attainment of Whangaroatanga. The whānau have a clear vision and focus on student achievement and outcomes. Reflective practice is developing.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

Conclusion

Te Kura Kaupapa Māori o Whangaroa is in Matauri Bay. Whangaroatanga is a natural way of being for students. Students are confident knowing who they are and where they are from. Students speak te reo Māori and are engaged in learning. Leadership is shared and collaborative throughout the kura. Students reflect a strong sense of rangatiratanga.

When is ERO likely to review the kura again?

The next ERO review of Te Kura Kaupapa Māori o Whangaroa will be in three years – Te Rākeitanga – Expansive Evaluation.
