1 Context

Te Kura Kaupapa o Te Wānanga Whare Tāpere o Tākitimu is based in Hastings and provides quality education for students from Years 1 - 8. The whānau work together to provide effective learning programmes that allow each child to develop their potential. Te Whare Tāpetanga philosophy and values influence the kōhanga reo, the kura kaupapa Māori and the whare Wānanga. The whānau follows Te Aho Matua as its guiding principles, including virtues, behaviours and attitudes

2 Te Tino Uaratanga

How well do students exemplify the hopes and aspirations of whānau hapū and iwi?

Students are confident, successful and lead with humility and compassion. They are well supported to be successful and fulfil the aspirations of their whānau, hapū and iwi. Students know where they are headed and have high aspirations and expectations.

Te Ira Tangata

Students are spiritually, culturally and emotionally well. The whānau are committed to the wellbeing of all children. Students are encouraged to explore and grow as learners within the wider Whare Tāpere whānau. Interactions between students and kaiako are positive, and respectful. Kaimahi are responsive to the diverse learning strengths and needs of students. Students know how they contribute, and what their roles and responsibilities are within the kura and the wider community. Their learning and life experiences are wide ranging and include visits across the local community and working with the elderly. Students are confident learners who have strong relationships with their peers, their teachers and their parents. They benefit from the connections they make with others and are respectful, mindful and caring. Students have positive attitudes to learning and life.

Te Reo

Students are competent speakers, thinkers and readers of Te Reo Māori. Kaiako provide te reo Māori role models for students and whānau. They provide rich language learning opportunities to support language development for all students and members of the Whare Tāpere whānau. They use te reo Māori in traditional and contemporary settings. Language acquisition strategies are used throughout the kura to support each child to progress their language capability and experience success as a speaker of te reo Māori. The schools strategic implementation of ipads for all children has seen the inclusion of a variety of te reo Māori literacy applications that support children to read, explore and investigate as independent learners. The professionals across the school have dedicated their expertise to ensure that technology enhances the learning of te reo Māori. Students are confident to converse in te reo Māori, to ask questions, to seek clarification and put forward their own ideas and thoughts.

Ngā Iwi

Students are secure in their knowledge of their ancestral links. Te Whare Tāperetanga links all students and wānanga whānau to each other and the wider communities. The vision for seamless education supports whānau to achieve their aspirations for their iwi. Students are active participants in tikanga and kawa practices such as karakia ngātahi, waiata and whanaungatanga. Students and whānau benefit from the presence of kaumātua and pakeke. A whānau based learning approach provides opportunity for students to build their individual capability as leaders across ages. Students participate in wānanga. They understand and value their individual and collective contributions to their iwi. Students are a part of a collective approach to learning as Māori.

Te Ao

Students are confident to explore and participate in national and international activities and events. Meaningful activities connect and reinforce their links to Tākitimu. Opportunities to explore and investigate the digital world through the use of digital tools and learning contribute to enhanced learning. Kaiako facilitate inquiry learning with students while also inquiring into their own practices and the impacts on student outcomes. The whānau vision for seamless education has been supported with the recent approval of wharekura education. Their plans for relocation to a new site and new buildings are underway as well. The environment that will be created will complete this approach to teaching and learning. Students are well supported and encouraged to clearly articulate their aspirations and goals for the future in the wider world.

Āhuatanga Ako

Students are intellectually stimulated in their learning, progressions and achievements. Programme planning is comprehensive and provides direction and supports teaching flexibility. Learning programmes are aligned to and reflect Tākitimutanga. There is a positive team approach encouraging and supporting collaborative planning. Teaching is deliberate and has clearly defined learning outcomes identified for students. Activities are well organised and designed to cater for the strengths and needs of students. Various assessment tools are used to gather, monitor and record student progress and achievement. Analysis of school wide student achievement data is detailed and reported to the board and whānau regularly. Teachers create individualised learning programmes that respond to the different learning needs of their students. Students understand that they are a part of a community of learning. They know their contributions are important. Students use resources in different ways as they learn new concepts, practice new skills and make sense of what they have learnt. They know that the learning environment is everywhere. Students know about their learning needs and achievements. They know what they want to achieve and how to get there. Student’s learning attempts and efforts are praised regularly by the kaiako. Students are positive, happy and enthusiastic learners.

3 Self-Review and Leadership

Effective, strategic, aspirational and innovative leadership has influenced ongoing change and improvement focused on learner outcomes. The whānau o Te Whare Tāpere has a clear vision about leadership and has high expectations of themselves and their students. Leadership is embraced by the whānau and students. The principal and leaders form learning relationships across school networks, local communities and with other types of leaders. They align their strategic priorities to iwi aspirations. The principal and school leaders are focused on building capability school wide. This includes providing opportunity to build in-depth knowledge. The principal and school leaders adapt systems and structures to enable innovative practices to flourish. Students at different ages understand the importance of the role they play as leaders.

A culture of rigorous and critical self-reflection and internal evaluation contributes to continuous improvement. Internal evaluation is systematic, responsive, and deliberate and informs decision making. There is attention given to noticing and making sense of what is happening for students. Student achievement provides the focus for what and how responses will be crafted. Close and careful monitoring and checking in with students and whānau, provides a clear picture of how well students are progressing. Collaborative sense making provides valued insight and direction. An inclusive learning improvement approach empowers whānau, kaiako and students.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

Te Kura Kaupapa o Te Wānanga Whare Tāpere o Tākitimu is based in Hastings. Students are confident, successful and lead with humility and compassion. They are well supported to become successful and fulfil the aspirations of their whānau, hapū and iwi. Students know where they are headed and have high aspirations and expectations. Whānau Te Aho Matua Vision

Ko te amorangi ki mua ko te hapai ō ki muri.

The vision of Te Kura Kaupapa Māori o Te Wānangā Whare Tapere o Takitimu is to enable students to stand tall and show leadership qualities as role models for their people.

Kia tū pakari, tū rangātira te tamaiti hei raukura mo tōna iwi.

Evaluation Kaupapa

The whānau, board and kaiako selected Hauora as their evaluation kaupapa for this review. Specific hauora outcomes for students were identified by the kura community.

Te Aho Matua Outcome Statement

Te Kura Kaupapa Māori o Te Wānangā Whare Tapere o Takitimu operates in accordance with the principles of Te Aho Matua. The whānau, board of trustees and kaiako work collectively to provide an education intended to allow each mokopuna to reach their full potential socially, intellectually, physically, spiritually and emotionally. This is done in a setting that affirms their identity as Māori. Students are acknowledged, respected and continually use te reo rangātira as the language of communication.

Ngā Tino Uaratangā

Students display physical and spiritual well being through the harmonious alignment of body, mind and spirit.

Te Ira Tangata

Students develop physical, spiritual and emotional well being. They have an increasing awareness of their individual uniqueness and knowledge and respect for themselves and others.

The kura charter goals, the special character of the kura and Te Aho Matua sets a clear strategic focus for Te Ira Tangata. The whānau, board and staff make every effort to provide a safe teaching and learning environment where tikangā Māori is valued, supported and promoted. Hauora goals feature prominently in the kura charter.

Clear pathways are provided to students to support and develop their physical, emotional and spiritual well being. Students manage and lead daily karakia. Mōteatea and waiata of Takitimu and Ngāti Kahungunu are well known. Taonga

horomata, kura virtues, are regularly discussed and reviewed by students and staff to establish and reinforce these virtues. Manaakitanga and whanaungatanga are embedded in kura expectations and practices.

Meditation and physical movement start the day for students. Through this students are settled and well prepared to start learning. Students learn about strategies and practices to help them to live healthy lives in a sustainable way. Students learn about many aspects of healthy living including how it contributes to spiritual well being. They have established and maintained an award winning garden and share the produce with others.

Regular reporting is provided to both the board and the whānau about student success in Te Ira Tangata. Kaiako have regular meetings where they discuss the range of learning opportunities available to students. Observations of students at work and play show the virtues and taongā horomata, demonstrated. Tuakana/ taina relationships and support is also evident. Feedback from external agencies and support people is positive and complements the work of teachers.

Āhuatanga Ako

Students are intellectually stimulated in an environment conducive to learning.

The whānau expresses clear aspirations for high student achievement. Providing and sustaining intellectual stimulation and values underpin kura beliefs about teaching. Strategic goals in the kura charter set a clear direction and expectation for ongoing improvement in teaching and learning. Specific goals and plans aim to raise student achievement in literacy and numeracy. There are also goals to improve the use of student achievement information. The kura is focused on continual improvement.

Ngā Whanaketangā Rumaki Māori has been a major focus with the kura having been part of the trial group for implementing Ngā Whanaketangā Rumaki Māori. The staff has received extensive professional development and training. The kaiako, board and wider whānau are well informed about this new initiative.

Extensive professional development and training has been sought. The board has received external support to guide them in their governance role. Professional learning and development for teachers includes Te Marautanga o Aotearoa, Ngā Whanaketanga Rumaki Māori and Enviro Schools. Consequently teachers increase their professional knowledge and enhance professional practice.

Students at risk of underachieving receive targeted support. There is a growing group of emergent te reo Māori speakers who have enrolled at the kura. These students are supported to learn te reo Māori by a kaiawhina and in the classroom programme.

Teachers plan and provide suitable learning experiences for students. Students are engaged in meaningful learning tasks.

Teachers monitor student progress and achievement over time. Teachers report to the principal and provide sound assessment information linked mostly to Ngā Whanaketanga Rumaki Māori. Regular reporting about student achievement and progress is positive. Parents also report that children are happy and settled. Most students are progressing well in reading, writing and in maths.

The board of trustees is kept up to date with student achievement and progress. They are presented with easy to understand graphs that show clearly how well students are achieving in mathematics, writing and oral language. They set appropriate and realistic targets that aim to raise student achievement.

Area for development

The area for development is for kaiako to further investigate formative assessment.

Te Reo Māori

Students are developing as competent thinkers, speakers, readers and writers in te reo Māori.

Charter goals aim to support, promote and celebrate te reo and tikangā Māori. Te reo Māori is a target area as part of kura literacy goals. The teachers are focussed on improving student’s ability to comprehend what they are reading.

Staff maintain a te reo Māori immersion environment for students. Deliberate acts of teaching help students to unpack and understand kīwaha and more complex te reo Māori language constructs. Information communication technology is used to good effect to help students become excited and stimulated to learn. Teachers provide sound support and guidance for students in literacy teaching and learning.

The achievement levels of students in literacy are used to plan appropriate literacy learning experiences for students.

Principal reports to the board reflect positively on the quality of teaching and student achievement. Teacher assessment information shows that most students are achieving at their expected levels. Analysis of variance reports also demonstrate that most students make sound progress over time.

Ngā Iwi

Students are developing knowledge of their ancestral links and the hopes and aspirations of whānau, hapū and iwi.

The kura whakatauki,Ko te amorangi ki mua ko te hapai ō ki muri, reflects the uniqueness of this kura and the hopes and aspirations of key founding members.

Students are immersed in an environment where there is an emphasis on teaching and revitalising Ngāti Kahungunu identity, tikanga, kawa and waiata. Every effort is made to support students to develop a strong sense of belonging to the kura and beyond. The connections between the kōhanga reo, the whare wānanga and the kura allows for students to have a seamless Kahungunu learning journey from preschool to tertiary. This unique establishment helps to develop and support students to maintain and grow their Ngāti Kahungunu connections.

Students learn about themselves and others. Trips to local marae and areas of iwi significance, attending Matariki celebrations and involvement with other kura kaupapa Māori supports students to learn about the wider world.

The weekly pānui provides a good insight into Ngā Iwi teaching and learning experiences. Parents are active participants in many kura activities. Classroom displays and resources also show student participation and involvement in a wide range of learning experiences. Student work and school reports demonstrate the depth of learning experiences provided for students.

Te Ao

Students are learning about traditional and contemporary views.

Students are well supported to learn about traditional and contemporary views through the kaupapa of hauora. Teachers and the whānau plan learning about the past, the future, contemporary and traditional views and perspectives. Recycling and the Enviro Schools project is a significant part of students’ teaching and learning in the world. Senior students attend local council meetings and are informed about likely changes and developments in their immediate community.

There is a high emphasis placed on learning about Ngāti Kahungunu. This forms the basis from which students can compare and contrast their own perspectives and views about the world. Kuia and koroua come into the school to help students to learn about traditional views of their world. The board also invests in providing learning experiences that teach students about both the traditional and contemporary views of the world. Students know about and can talk about their immediate environment and beyond.

Reports to the board are positive about the te ao teaching and learning experiences. Whānau participation in learning experiences enables them to see directly the benefits for students.

5. Te Aho Matua Whānau Assurance on Compliance Areas

Overview

During the review, the board of trustees of Te Kura Kaupapa Māori o Te Wānanga Whare Tapere o Takitimu completed theTe Aho Matua Whānau Assurance Statement and Self-Audit Checklist.In this document they have attested that they had taken all reasonable steps to meet their legislative requirements including those detailed in Ministry of Education Circulars and other documents related to the six mātāpono of Te Aho Matua.

ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse, complaints procedures)

  • physical safety (including policies and procedures relating to EOTC, hazard identification, prevention of physical harm, accidents and medication)

  • staff qualifications and organisation

  • stand-downs, suspensions, expulsions and exclusions

  • monitoring of student attendance.

In order to improve its performance the board should consider how the whānau can continue to strengthen systems and practices in the kura.
