1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

“He iti nā Tuhoe e kata te pō”

Te Kura Māori-ā-Rohe o Waiohau is located next to Waiohau marae in Waiohau. It originally opened at Te Houhi in 1893. Uri travel daily from a number of local towns to attend the kura. Since the previous ERO review, a first time tumuaki has been appointed. A Limited Statutory Manager (LSM) is presently in place to support the board of trustees. A significant property issue requires completion.

3 Evaluation Focus

To what extent do uri demonstrate success?

Uri learn in a kura that is working towards providing the conditions that support them to succeed.

4 Findings

Uri experience an environment that affirms their cultural connections. They learn about life in Te Whārua o Waiohau, including significant history and stories that affirm their identity. Te reo me ngā tikanga o Te Rohe Pōtae o Tuhoe underpin all activities. Te oati, ngā mauri e waru, and the marautanga-a-kura,  guide teaching and learning practices. Aroha, manaakitanga and kaitiakitanga underpin respectful caring interactions. Uri experience positive relationships with their peers and others. Ringatū karakia practices are embedded. Tuākana from the wharekura regularly lead significant daily practices. Uri are settled and respectful.

Key next steps

Governance practices require strengthening. While some good governance practices are in place, participation and collaboration needs improving. Sound strategic and annual planning processes support the monitoring of long and short-term goals and a workplan guides poumarumaru activities and timeframes. While some health and safety policies and procedures are in place, Poumarumaru acknowledged that these are due for review.  Ongoing participation in New Zealand School Trustee Association (NZSTA) workshops should help grow trustee knowledge and governance practices.  It is important that poumarumaru continue to develop their understanding of their roles and responsibilities. Trustees are yet to effectively support the asiprations for uri learning.

Uri experience leadership determined to raise their achievement. Present reporting shows that uri achievement across the kura is variable. While there have been gains for some groups of uri, these are minimal. Some teaching practices showed limited levels of uri engagement. There is some success for Wharekura aged uri. While uri voice on learning is gathered, kura leaders acknowledged there needs to be a more focused approach to improving teaching and learning. Tailored support programmes are essential for a number of uri. Relentless urgency and high expectations are required to accelerate learning. Kaimahi have undertaken professional learning and development in assessment and moderation. It is vital that this external support is transferred into practice to ensure data collection and analysis is well embedded and focused on lifting uri achievement. Uri learning, progress and achievement is limited.

Although kaimahi hold regular hui to discuss the learning programme, only limited evidence of programme evaluation was provided. It is important that kaimahi reflect on what the successes were, what did not work and what needs to happen to improve the quality of the programme. This will strengthen evaluation and ensure that uri experience learning that is responsive to their needs.

Some teaching practices are ineffective. It is important that uri are highly engaged in relevant learning contexts. There are some good existing teaching examples that can positively influence kura wide pedagogy. It is vital that leadership strengthen collective understanding and application of effective teaching practices to maximise uri learning. The external evaluation findings support this. Uri learning potential is yet to be realised.

Poumarumaru Assurance on Legal Requirement

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendanace

  • school policies in relation to meeting the requirements of the Children’s Act 2014.

Recommendation

ERO and the tumuaki developed the following recommendation:

  • that Te Kura Māori-ā-rohe o Waiohau work with the Limited Statutory Manager to to address the key next steps identified in this report.

1 Context

Te Kura Māori ā Rohe o Waiohau provides immersion education for students Year 1 to 13. The whānau are committed to hapū and iwi relationships.

Te Ōati o Te Kura is a fundamental document that defines their philosophical values and beliefs. This includes elements of te ao Māori and Te Kooti Arikirangi Te Turuki teachings.

Iho Matua is another guiding document that defines each child’s essence to be nurtured through Te Mana Wairua, Te Mana Hinengaro, Te Mana Tangata, Te Mana Tinana and Te Mana Mātauranga. Ngāti Haka Patuheuheu and Tūhoetanga practices are embedded school wide.

2 Findings

Teaching and Learning

Teaching and learning is inadequate. Over recent times there has been a significant turnover of staff. Kaiako required targeted support to strengthen core curriculum delivery. While the school has had access to external training, there is limited evidence to show its influence schoolwide.

Although some student data has been gathered, its validity and reliability are questionable. It is not clear how data is used to identify and respond to the individual needs of students. This impacts negatively on the provision of quality learning programmes.

Wharekura students lack opportunities to learn. There is no learning programme for years 9-10. The wharekura roll has decreased considerably. There are attendance and retention issues for years 11-13 students. There is little evidence that wharekura students who attend school, leave with the basic academic requirements. Wharekura kaiako lack the sufficient knowledge and skill to support them to provide secondary education.

Leadership

The tūmuaki has been a significant figure in the community and in the kura. She is valued for her contribution and her many years of service to her people.

Currently she is unable to perform her leadership duties. In recent times, these have been delegated to several staff who, unfortunately, lack professional leadership capability. In the absence of strong leadership to guide other leaders and staff, the board of trustees can not be confident about the quality of education for their children.

Governance

The board of trustees are new to their governance roles. While they are developing their knowledge of school governance, they are not attending to the responsibilities and expectations of their community. Key matters requiring immediate attention include the following.

  • school governance, including rigorous policy implementation

  • school operations and professional leadership

  • the quality of education

  • stringent management of health, safety and welfare

  • personnel management including appraisal and support for provisionally registered teachers.

3 Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration

  • curriculum

  • management of health, safety and welfare

  • personnel management

  • financial management

  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration and certification

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendance

  • compliance with the Children Act 2014.

Actions required

  • Maintain an on-going programme of self-review in relation to policies, plans and programmes, including evaluation of good quality assessment information on student progress and achievement

  • Develop and implement teaching and learning programmes: providing all students in years 1-10 with opportunities to achieve for success
    [NAG 1(a) (i)]

  • Provided appropriate career education and guidance for all students in Year 7 and above, with a emphasis on specific career guidance for those students who have been identified by the school as being at risk of leaving school unprepared for the transition to the workplace or further education/training?

  • Develop and implement policies and procedures for employment and performance management of staff

  • Correctly record, monitor and follow up the attendance of wharekura students
    [section 25 Education Act; NAG 6; education School Attendance Regulations 1951]

  • Develop human resource management practices that provide support for teachers.
    [section 77A State Sector Act; MoE Guidelines]

4 Recommendation

ERO has developed the following recommendation that:

  • The Ministry of Education consider intervention in accordance with Part 7A of the Education Act 1989, to bring about improvements in kura governance, management and the quality of education.

When is ERO likely to evaluate the kura again?

The next ERO evaluation of Te Kura Māori ā-Rohe o Waiohau will be over the course of 1-2 years.
