1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te Kura o Waharoa is in the Waharoa settlement, near Matamata. The kura provides kaupapa Māori education and is affiliated to Ngā Kura ā Iwi (NKAI). All uri in this kura are aged between Years 1 to 8 and affiliate to Ngāti Hauā. There has been a change of principal since ERO’s August 2018 review report. 3 Evaluation Focus

How well do uri achieve success in Numeracy and Literacy as Ngāti Hauā?

Ngāti Hauātanga throughout the kura is strong. Most uri are achieving well in numeracy and literacy.

4 Findings

The curriculum is responsive to uri needs, strengths and interests. The graduate profile and uri reports to whānau are linked to the skills, knowledge and attributes of Ngāti Hauā tipuna. Classroom programmes are Ngāti Hauā centric. Uri confidently participate in and lead Ngāti Hauā karakia, mōteatea and waiata. Uri know and value their connections to Ngāti Haua. Uri are developing as confident speakers of te reo Māori. There has been a concerted approach to build capability in te reo Māori within the kura. Te reo a waha is prioritised as the foundation for learning success. Uri converse, praise, question and respond freely in te reo Māori.

Significant improvement to assessment practices informs teaching and learning. The deliberate approach to raising uri achievement has led to measurable progress in kura wide literacy and numeracy data over time. Almost all uri achieve at or above expected levels. Uri requiring additional support to succeed have individualised plans to accelerate their learning and progress.

Uri learn and experience success in a nurturing learning environment. Relationships are underpinned by respect and care for others. Uri are friendly and confident when interacting with others.

Leadership and Self Review

Uri’ holistic development is at the forefront of poumarumaru decision making. The poumarumaru is made up of experienced and new whānau, who are becoming familiar with their roles and responsibilities. Leadership engage with the New Zealand School Trustees Association (NZSTA) and NKAI for governance support and training. Ngāti Hauātanga is woven throughout all guiding documentation. Comprehensive strategic planning aligns to the waharoa that depicts the historical stories that link to the kura vision. Ngāti Hauātanga and their aspirations for all uri, are an integral part of decision making. 

The poumarumaru receive timely, clear and understandable progress and achievement information in numeracy and literacy. The māhere rautaki, strategic and annual plan, focus on achieving excellence in literacy and numeracy for all uri. This includes high expectations for supporting and monitoring the progress of those uri who need their learning accelerated. Internal evaluation is thorough, it includes inquiry in to how well the curriculum and teaching promotes uri success against the NKAI indicators. The use of a traffic light system provides whānau with succinct information. Including what is working well with the marau ā kura, where further development is required and what needs prioritising to support uri success.

The poumarumaru were highly responsive and adaptive to the challenges the COVID pandemic presented. Care and kai packs were quickly distributed. Continuity of learning was achieved through hybrid teaching and learning practices. Ongoing support during COVID strengthened the kura relationship with the community.  Improvements to the buildings, grounds and uniforms have engendered a new sense of pride within Ngāti Hauā.

Effective leadership has led to a culture of pride and professionalism. The tumuaki has developed efficient systems for the implementing the curriculum and assessing uri progress and achievement in culturalcy, numeracy and literacy. Decision making is well informed, collaborative, and responsive to uri needs and hapū aspirations. Whānau and uri voice is collated and their views are valued and contribute to considered decision making.

Strong professional networks support the tumuaki to carry out her leadership role with confidence. Succession planning is in place to achieve the goal of Ngāti Haua being educated by Ngāti Haua. The annual Professional Learning Cycle responds to and supports individual kaimahi development.

Leaders and staff have benefitted from attendance at NKAI wānanga and from visiting high performing kura. As a result, classroom environments and learning experiences have been adapted to be more conducive to uri success.  Uri show pride and confidence as Ngāti Hauā.

Key Next Steps

Leaders identified the following as areas of development. ERO’s evaluation agrees with these as pertinent next steps for improvement.

Kaiako are working towards building more independence in uri as self-determined learners. Including improving digital literacy and the use of a range of e-learning tools to promote and support learning. Kaiako are in the early stages of creating a learning environment where uri have more clarity for their next steps for learning and how they are achieving this. 

Governance requires strengthening. There are currently two poumarumaru vacancies. Leaders continue to actively seek whānau involvement in decision making.  

5 Assurance on Legal Requirements

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions, and exclusions

  • attendance

  • school policies in relation to meeting the requirements of the Children’s Act 2014

6 Recommendation

ERO and the kura board developed the following recommendations:

  • leaders and kaiako continue to use the effective internal evaluation practices, in place, to know how well the planned strategies support uri as self-determined learners

  • continue to grow poumarumaru knowledge and understanding of their roles and responsibilities.

1 Context

Te Kura o Waharoa is in the Waharoa settlement, near Matamata. The kura provides Māori immersion education for uri from Years 1 to 8. All uri affiliate to Ngāti Hauā.

The carved gateway at the entrance to the kura was erected in 1990. It is a representation of historical stories that links to the vision for uri held by the kura whānau and Ngāti Hauā. The deputy principal was the acting tumuaki in 2017 while the tumuaki was on study leave.

2 Uri Outcomes

How well do uri show they are culturally confident as descendants of Ngāti Hauā?

Uri confidently demonstrate their connections to Ngāti Hauā.

Uri are immersed in ūkaipotanga. The whānau has a strategic vision that is aligned to aspirations specific to Ngāti Hauā, including their commitment and responsibilities to Te Kīngitanga. This is reflected in the tikanga, values and practices embedded throughout the kura. Kaiako provide a range of learning experiences to support uri knowledge about their ūkaipotanga. Uri visit important landmarks within Ngāti Hauā and Waikato Tainui to strengthen their knowledge of tūrangawaewae and mana whenua. There are opportunities for uri to hear the stories of historical events about their tupuna and the traditions that have been integrated into the learning programme. These are reinforced through using Pai Mārire karakia, waiata and haka of the hapū in both formal and informal settings. Uri are developing knowledge of their roles and responsibilities as Ngāti Hauā.

Uri are immersed in the language of Ngāti Hauā and Waikato Tainui. A priority for the kura whānau is to develop uri who speak te reo Māori and use the Ngāti Hauā dialect. Kaiako, kaimahi, whānau, kaumātua and kuia who are competent speakers support uri to learn the language. They provide opportunities for uri to observe the use of te reo Māori in a range of formal settings such as marae. Uri hear language structures and dialect specific to the whānau and hapū. Kaiako and kaumātua support individual uri to lead and participate in karakia and whaikōrero. Waiata for a range of contexts enable uri to explore how te reo Māori can be used in different medium to express feelings, thoughts and stories. Kaiako use a range of strategies to promote te reo Māori as the primary language of communication in the kura. Uri are developing as speakers of te reo Māori.

Uri academic learning progress is monitored. Kaiako use Ngā Whanaketanga Rumaki Māori to record learners progress and achievement for kōrero, pānui and tuhituhi. The analysis of data shows most uri are achieving at or above their year level. The data identifies the need to target support for uri with limited language capabilities in each of these literacy strands. Kaiako have accessed external providers to strengthen their capability to improve uri progress. Uri literacy learning needs are considered.

Uri are learning about their place in Ngāti Hauā. The whānau is focussed on enabling uri to be guardians of Ngāti Hauā traditions and future leaders in the hapū and iwi. Te Kīngitanga beliefs, values and practices are an integral part of learning in the kura. Kaiako have also incorporated the skills, knowledge and courage of Kupe and Māui to support uri development. Kura values of manaakitanga, aroha and āwhina are integrated into all learning contexts and expectations. These are nurtured in the interactions that uri have with kaumātua, kuia and whānau including their peers and tuakana. Uri are encouraged to actively participate in sporting exchanges, technology challenges, and hapū and iwi celebrations. These experiences contribute to growing uri confidence in different contexts. Uri enjoy learning in local and wider communities.

3 Leadership and Internal Evaluation

The tumuaki works collaboratively with others to influence leadership and strengthen capability amongst kaiako, whānau and poumarumaru. This includes working with hapū and iwi to work towards their aspirations for uri. There is a focus on improving learning outcomes for uri with regular reporting to the poumarumaru about literacy and numeracy achievement. The tumuaki and kaiako continue to use Ngā Whanaketanga Rumaki Māori for kura-wide analysis and reporting. Self review information is used to identify learning and development opportunities.

The poumarumaru and tumuaki have adopted a strategic approach to improve outcomes for uri. There is an emphasis on monitoring uri progress and achievement as a part of identified kura-wide priorities. Poumarumaru members are committed to using their collective skills and governance knowledge to support the ongoing development of the kura. They have maintained connections with Waikato Tainui and Ngāti Hauā education strategies which are reflected in the kura charter. Systems and processes have been developed to guide governance practices and internal evaluation.

Kura-identified areas of development

The whānau, board, tumuaki and kaiako are developing the graduate profile for the kura. They are seeking assistance from local education groups to establish progressions with uri learning.

4 Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration

  • curriculum

  • management of health, safety and welfare

  • personnel management

  • financial management

  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration and certification

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendance

  • compliance with the Vulnerable Children Act 2014.

In order for the whānau to meet compliance requirements, they must:

  • ensure the principal is assessed annually against the relevant professional standards for principals.

5 Recommendation

ERO and the kura have developed the following recommendation:

  • use internal evaluation to inform the strategic direction of the kura in the interests of outcomes for uri.

When is ERO likely to evaluate the kura again?

The next ERO evaluation of Te Kura o Waharoa will be within 3 years.
