2 Te Horopaki

Ko Te Ohonga Reo o Mātangirau tētahi wāhanga o te marae o Karangahape, ki Kāeo i te Tai Tokerau.

I te pūrongo o mua i Te Tari Arotake Mātauranga, i te marama o Hakihea I te tau 2014, i whakarewahia ai ngā āwangawanga e pā ana ki te marautanga o te kōhanga reo, ā, kīhai tēnei i te āta whakahaerehia, te āta whakaritea, te āta whakapuakihia hei whakaongaonga, hei poipoi anō hoki i ngā tamariki katoa. Kua whakatutukihia e te whānau aua take, ā, e ai ki a rātou, kei te whakaongaongatia ā rātou tamariki i nāianei, ā, e whai wāhi atu ana rātou ki te hōhonutanga o ngā akoranga e whai pūtake ana. 3 Ngā Whakaaturanga

Ngā Taumata Whakahirahira

Whai muri i te arotake o mua, kua whakapai ake i te hōtaka akoranga. Ka whai wāhi ngā tamariki ki ngā hōtaka akoranga e whai pūtake ana, ā, e hāngai ana ki Te Whāriki. He whai wāhitanga mō rātou ki te whiriwhiri i ngā taumahi o roto, o waho hoki, ā, e arotahi ana ēnei ki te tūhura. Ka whakapūmautia, ka poipoia hoki ngā ngākau nuitanga o ngā tamariki, puta noa i te hōtaka akoranga. Ka ako rātou i te reo Māori mā ngā huarahi ngahau e whakaongaongatia ana, i a rātou e whakatewhatewha ana i tō rātou taiao, ā, e whai wāhi atu ana hoki ki ngā taumahi. He harikoa, he tau hoki ngā tamariki, ā, e whanake ana tō rātou tūmāia hei ākonga o te reo Māori.

Te whakamahere me te aromātai

I whakapuakihia i te pūrongo o mua, ngā take e hāngai ana ki te whakamahere hōtaka me te aromātai. Kua whakapai ake te whānau i ētahi āhuatanga o ngā mahere hōtaka. Ko ngā matea me ngā ngākau nuitanga o ngā tamariki e whai pānga ana ki ngā mahere o Te Whāriki. Kua āta whakaarohia, kua āta tuhia hoki ngā hōtaka akoranga. Ka whakaatuhia ēnei hei ārahi i ngā kaimahi, ā, hei whakamōhio anō hoki i te whānau mō ngā wheako akoranga e whāia ana e ngā tamariki. Ka hāngai nui ngā mahere ki ngā putanga akoranga, puta noa i ngā taumata whakahirahira. He aronga nui ki te whakatairanga ake i te reo Māori mā ngā ngākau nuitanga me te ako ngātahi a te whānau. Ka whai wāhi nui ngā tamariki ki te whānuitanga o ngā tūmomo whai wāhitanga ako pārekareka.

Ngā Whakaritenga Matua ka whai ake

Me whakapakari ake i te aromātai hōtaka. I tēnei wā, ka whakatakoto ngā hui kaimahi i te whānuitanga o ngā kaupapa i whakaratohia ai mā ngā tamariki.   • whakapūmau i te mātātoa o ngā hononga, ā-rohe o nga roopu Purapura me te tari o Te Poari Matua o Ngā Kōhanga Reo, hei whakapūmau anō hoki i te āhua o ngā mahi, kia tupu ai hoki o tō rātou kōhanga reo hei painga mō ngā tamariki, me te whanau katoa a ngā mema katoa o te whānau
  • whakapai ake ngā kaimahi i te aronga o te aromātai hōtaka ki te whai huatanga o ngā whakaritenga, ngā hōtaka, me ngā ratonga, mā ngā tamariki.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Ngā Taumata Whakahirahira-Te Whāriki organisation and delivery
  • Planning and evaluation-Te Whāriki planning and evaluation practices
  • Areas of non-compliance-plan, implement and evaluate the kōhanga reo curriculum to enhance children’s learning and development
  • and any issues identified since the previous review.

2 Context

Te Ohonga Reo o Matangirau is part of the Karangahape Marae complex in Kaeo in the Far North.

The last ERO report, December 2014, raised concerns about the kōhanga reo curriculum not managed, organised and delivered well to stimulate and cater for all children. Whānau have addressed these matters and state that their children are now stimulated and engaged in rich and meaningful learning. Further growth with staffing and qualifications are reported. Children’s indoor and outdoor learning environments have been upgraded. Te Kōhanga Reo National Trust (TKRNT) report sustained whānau growth and improvement for children.

3 Findings

Ngā Taumata Whakahirahira

Since the previous review, there has been improvements to the learning programme. Children participate in learning programmes that are meaningful and based on Te Whāriki. They have opportunities to choose between indoor and outdoor activities that focus on exploration. Children’s interests are sustained and catered for throughout the learning programme. They learn te reo Māori in fun and stimulating ways as they investigate their environment and participate in activities. Children are happy, settled, and developing as confident te reo Māori learners.

Planning and Evaluation

The previous report expressed concerns round programme planning and evaluation. The whānau have made improvements to programme planning. Children’s needs and interests inform Te Whāriki planning. Learning programmes are well considered and documented. These are displayed to guide kaimahi and inform whānau about learning experiences children will receive. Plans highlight learning outcomes across ngā taumata whakahirahira. There is a strong emphasis on promoting te reo Māori through interests and shared whānau learning. Children enjoy fun and varied learning opportunities.

Key Next Step

Programme evaluation requires strengthening. Kaimahi hui currently records overall kaupapa that have been provided to children. However there is limited discussion on kaimahi practice, what works well in the learning programme for children and what can be improved. Children do not benefit from well- reviewed programmes.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • maintain active partnerships and involvement with purapura and rohe TKRNT for sustained performance, growth of their kohanga reo for children and learning for all whānau members

  • kaimahi improve the focus of programme evaluation on effective practice, programmes and provisions for children.

Conclusion

Te Ohonga Reo o Matangirau is part of the Karangahape Marae complex in Kaeo in the Far North. Since the last ERO review, the whānau have worked well to address Te Whāriki organisation and delivery. Children receive varied and meaningful experiences to support their learning and development.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Ohonga Reo o Mātangirau will be in three years.
