1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Pa o Rākaihautū provides dual medium education for pononga Years 0-13. The kura which is commonly known as the is named in honour of Rakaihautu, a prominent ancestor of Te Waipounamu. There is also an early learning centre onsite whose children transition seamlessly to the pā. They are still in a temporary site which they report compromises their pedagogy and poses health and safety risks for pononga.

How well do pononga demonstrate the traits and characteristics of Rākaihautū?

Pononga develop the traits and characteristics of Rākaihautū as they grow and develop.

4 Findings

Kia Matatū – reinforcing culture and identity

Pononga participate in an environment where the traits and characteristics of Rākaihautu are the foundation of all learning. Deliberate consideration is afforded by all to observe tikanga, kawa and practices specific to the life. Whanaungatanga is embedded and demonstrated throughout the entire pā. Tika, pono, and aroha are the values that underpin all activities and decisions in the . The skills and knowledge of local experts and whānau members are engaged to add richness and variety to learning. At graduation time, pononga participate in special ceremonies unique to the such as the tohi (graduation).  Even after graduation, pononga know they will always have a place in the . Pononga experience Kai Tahu tikanga in natural and authentic contexts. These include stories, language, mōteatea and the kawa of Kai Tahu. Pononga know the tikanga and kawa of the and wider iwi perspectives. 

Kia Matatau – academic, cultural and sporting 

Pononga are provided with a range of opportunities to experience success. Ponanga of all ages have successfully competed in regional and national cultural and sporting events. Both the senior and junior kapa haka groups are regional champions.

Achievement data shows that most pononga in Years 0-3 are achieving at or above the appropriate levels for pānui, kōrero, tuhituhi and pāngarau. In Years 4-6 most pononga are at or above for kōrero, pāngarau and reading. Initiatives have been introduced to accelerate student achievement. One example is Te Ha o Te Ora which is designed to raise pononga achievement in numeracy and literacy. The kura has also established a programme that caters for pononga with learning difficulties and disabilities. Members of the whānau, local community and resources contribute to enhance learning opportunities for these pononga. Pononga strive to achieve in their learning.

Pononga from Years 11-13 work alongside kaiārahi to develop individual learning plans that link to vocational pathways. They work towards gaining university entrance which provides a wider range of pathway options. All pononga are able to identify their future destination and the requirements. NCEA achievement rates are well above national trends for Levels 1-3. Pononga know their performance levels, set goals and self- monitor their learning and progress. Pononga are enthusiastic learners.

Kia Mataora – Holistic wellbeing of the individual and the community

Pononga physical, emotional and spiritual wellbeing is prioritised.  Healthy eating, growing kai, daily exercise is an integral part of the daily programmes. Annual health checks are carried out by the Canterbury university medical students. Any health issues are addressed immediately. The has a kai in kura programme.  Pononga are rostered to help prepare, serve and clean up. This helps pononga to understand how the concepts is practiced beyond the kura. Additional support is being sought to help pononga who are still impacted by traumatic events experienced by Christchurch. Pononga feel safe and protected as mokopuna of Rākaihautū.

Leadership

Leaders are clear of the of their responsibilities and accountability to the and the whānau. The whānau are aware of the need to grow the expertise that will be needed for the future development of the kura. Professional responsibilities are both delegated and shared. The leaders have successfully completed and implemented their local curriculum, Tuwhakaroria -Te Kō o Rākaihautū. The vision is to grow a new generation of leaders who will possess the skills and knowledge of their ancestor. The graduate profile clearly outlines attributes, knowledge and skills for pononga to aspire to over time. Te Tautaranui or board of trustees is managing a full roll and a very long waiting list. The current site restrictions do not allow for growth in numbers. This frustrates the whānau and community of Te Pā o Rākaihautu. Pononga observe contemporary examples of Rākaihautū leadership daily

Internal Evaluation

Internal evaluation is in place. Te Tautarinui has a strong culture of collaboration. They have a diverse range of skills and experience. Health and safety are prioritised, but this is extremely challenging given the deteriorating state of the current temporary site. An additional challenge is that the buildings and location are not conducive to the philosophy. This has a negative impact on the pedagogy and constrains their strategic and aspirational direction and progress. Pononga are developing the characteristics of their ancestor Rākaihautū.

Key Next Steps

It is important that the leadership team is clear about what is required of dual medium delivery especially with the future development of the gradual increase of Māori immersion. To future proof operations, it is important that the application of ngā whānaketanga is consistent up to Year 6. This will require more efficient entry of data and the inclusion of narratives to contribute to the big picture around pononga achievements. Currently this is the gap in reporting across the pā.  Te kaihautu and Te Tautaranui are aware of this and have indicated that they will provide informed support to improve outcomes for all year levels across the .

Te Tautaranui are aware that there is a lot of work to be done with the Years 7-10. The lack of cohesion between kaiako and pononga behaviour is a concern. Data shows that pononga achievement is below expectation.  It is important that Te Kaihautu and Te Tautaranui put in place professional support and guidance for kaiako to improve outcomes for pononga.

5 Assurance on Legal Requirement

Before the evaluation, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

6 Recommendation

 ERO and Te Tautaranui developed the following recommendation:

  • the pā work together to address the key next steps of this report to enhance outcomes for pononga.

Findings

Tamaiti akona i te pā, tū ana ki te ao, tau ana. A child educated to be strong in their identity stands confident in the world.

Te Pā o Rākaihautū opened in 2015. It currently operates on the former Linwood intermediate school site, Christchurch. The school and its education philosophically is driven by the concept of pā wānanga, recognising and valuing the contribution of whānau, hapū and iwi, to learner wellbeing and success. The school is named in honour of Rākaihautū, a preeminent ancestor in Te Waipounamu. Many students are connected to the hapū and iwi of Ngāi Tahu. The school provides choices that include seamless education from early childhood through to Years 1 to 13, and dual medium education where learning is delivered in both te reo Māori and English.

1 Learner Outcomes

How well do learners and children display confidence, as they seek success, excellence and wellbeing?

Learners and children display confidence as they:

  • value their culture, identity and educational success

  • focus on wellbeing.

Kia Matatū – valuing culture, identity and educational success

Learners know who they are and their place in Te Pā o Rākaihautū. The qualities and traits of Rākaihautū as an explorer and navigator in Te Waipounamu are integrated into learning programmes. Within the programmes students are able to trace the journey of Rākaihautū, make connections to valued historical information and build and enhance their understanding of tikanga Māori. These opportunities are explored in depth with a focus and alignment to the science, social studies and health curriculum. Learners value their culture and identity.

Children from pre-school to year 6 learn about who they are, and their cultural connections using the language of te reo Māori. Teachers provide them with opportunities to participate in different Māori contexts at Te Pā o Rākaihautū and the wider community. There are regular visits to marae. Children are active participants in community events and visits to significant landmarks. Children are encouraged to investigate their ancestral links to connect with their place of belonging in Te Pā o Rākaihautū. Children understand and care about, themselves and others.

Learners from Years 7 to 13 extend their knowledge of their language, culture and identity. There are opportunities for students to travel to significant landmarks retracing the journey of Rākaihautū throughout the South Island. These experiences encourage learners to demonstrate their understanding of Rākaihautū as an explorer and leader. Emphasis is placed on exploring and investigating the natural environment and using orientation skills to navigate different terrain. Learners as explorers enhance their understanding about their connections.

Kia Matatau – striving for excellence

Student academic success is a priority. The board, principal and staff are focused on raising achievement and promoting success for Māori, as Māori. Extensive research into the benefits of dual medium education has prompted the board and principal to focus on learners developing a high level of fluency and proficiency in both Māori and English by Years 7 and 8. School wide literacy data from 2017 is used to identify students’ language abilities. Further analysis has helped senior leaders to develop indicators about student proficiency in te reo Māori. This information provides specific direction for teachers to develop learning programmes that are responsive to students learning in English and te reo Māori. Professional development is targeted at increasing teachers’ knowledge and use of Māori medium assessment tools and Ngā Whanaketanga Rumaki Māori. Learners are focused in their learning.

Learners have focused learning opportunities. Clear systems and processes are in place to support teacher professional practices. Teachers work collaboratively to fulfil expectations. Every learner has an individualised learning programme. Teachers regularly meet with individuals to monitor their progress based on their learning goals, literacy and numeracy needs, talents and passion. There is a small group of learners who are identified with high learning needs. Specialist teachers and external agencies support with their learning and behavioural needs. A range of resources are used to enhance learning. Learners experience individual success.

Transition to NCEA

Learners’ success in NCEA is growing. In 2016 the first cohort of Year 11 students sat NCEA with 75% of those students completing the requirements for their Level 1 certificate. Of the 25% of students who did not achieve sufficient credits, most will complete Level 1 simultaneously with Level 2 in 2017 with one student transitioning into a tertiary education pathway. Learners in Year 9 and 10 are provided with opportunities to achieve credits and build their confidence and knowledge of NCEA qualifications. Staff and whānau set high expectations for NCEA success and together they work closely with individuals to achieve meaningful credits. Strategic relationships within the wider community provide further learning opportunities and pathways for students. Learners are well placed to follow their academic and vocational pathways. Learners are focused and confident.

Kia Mataora – focus on wellbeing

Students physical and emotional well-being is a high priority. There are annual goals that define expectations for developing positive and healthy life choices, including nutrition, physical wellness and financial literacy. These goals also extend to staff and whānau who must model and uphold their responsibilities to well-being. Learners display positive attitudes towards their own wellbeing and the well being of others.

Leadership

Leadership is based on collaborative and innovative approaches to problem solving. Leaders strive to uphold qualities of exploration, investigation and leadership as modelled by Rākaihautū. Leadership responsibilities are shared and recognise the strengths, abilities and experiences of others. Future leaders are also identified as part of succession planning. Leaders promote and participate in professional learning and development that focusses on outcomes for children and learners. There has been a leadership focus on the school’s establishment to grow the culture and aspirations as outlined in their strategic documents. Whānau members contribute to the ongoing development of Te Pā o Rākaihautū, and share their expertise and networks to enhance opportunities for learning and success. Leadership structures are focussed on the well-being and success of children and learners.

Internal Evaluation

There is a strong reflective culture, with clear internal evaluation expectations and practices to support school improvement. Systems and projects are evaluated with a focus on student well-being and high quality education outcomes. Access to relevant expertise and resources builds capability for ongoing improvement and innovation. Children and learners benefit from an environment that is monitored to ensure their learning and pastoral needs are met.

Te Pā o Rākaihautū is currently based at a temporary site which is almost at full capacity due to their rapidly increasing roll. This site creates a number of challenges for the school. The layout of the current facilities does not foster the philosophy and culture that the whānau is working hard to create. The age of the site also poses some health and safety issues which leaders and the board of trustees are managing. The board of trustees continue to work with the Ministry of Education to identify a permanent site that better meets the special character needs of Te Pā o Rākaihautū.

Identified areas of development

  • Review and refine their school wide curriculum document to ensure there is a cohesive approach to delivering teaching and learning programmes across year groups.

2 Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the Board Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration

  • curriculum

  • management of health, safety and welfare

  • personnel management

  • financial management

  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration and certification

  • processes for appointing staff

  • stand-downs, suspensions, expulsions and exclusions

  • attendance

  • compliance with the Vulnerable Children Act 2014.

3 Recommendations

ERO recommends that the whānau:

  • continue to strengthen the kaupapa of Te Pā o Rākaihautū and provide quality education to its children and learners.

When is ERO likely to evaluate the school again?

The next ERO evaluation of Te Pā o Rākaihautu will be within 3 years.
