1 Introduction

The Education Review Office (ERO) in collaboration with the Puna Reo or Whare Kōhungahunga leaders, whānau, kaiako and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. 

2 Context

Te Puna Reo o Puawai is a Māori immersion Puna reo in Ōwhata, Rotorua. The Puna reo is teacher led and licenced for a maximum of 40 children, including 16 under the age of two. The governace group of Ngāti Tarāwhai developed the centre vision, values, and direction. They aspire for tamariki to blossom as they are guided by the values of whanaungatanga, manaakitanga and kaitiakitanga.

3 Evaluation Focus

How well are tamariki supported to develop their understanding of te reo Māori?

Tamariki are encouraged and supported to increase their understanding and use of te reo Māori.

4 Toi Tū Te Whare

Sound management practices are in place and are guided by the hapū aspirations for their tamariki. The newly appointed manager has developed clear lines of communication with parents and whānau and has progressed a number of practices to support tamariki learning and acquisition of te reo Māori. She is focused on the efficient running of the centre in the best interests of tamariki, whānau, pouako and the hapū. Whānau are very positive about management and staff commitment to tamariki and their whānau. Systems that support efficiency and transparency in operations are in development. A regular policy review cycle ensures policies and procedures are current and appropriate. The strategic plan guides the everyday management of the puna reo and progress against the goals are tracked, monitored and reported to whānaui. Tamariki understanding of te reo Māori and connection to Ngati Tarāwhiti and each other is affirmed through sound management practicies.

Tamariki benefit from a responsive curriculum that includes the guiding values of the hapū and Te Whariki. The guiding principles from Ngati Tarāwhai, are a central focus for interactions between pouako, tamariki and whānau. Pouako work hard to ensure there is a strong presence of te reo Māori and tikanga. They promote the values of whanaungatanga, manaakitanga and kaitiakitanga, in their planning and teaching. Staff are supported to develop their professional growth in te reo Māori and local history, with support from the Trust and guidance from senior pouako and the manager. Pouako have a good understanding of individual tamariki needs. Programme planning focuses on the strengths and interests of children. The use of an online assessment programme ensures whānau receive regular updates about tamariki progress and learning. Tamariki are constantly aware of their connections to their hapū and iwi and their unique cultural history. Children are developing understanding and confidence in te reo o Ngāti Tarawhai. 

Key Next Steps

  • Planning to support staff professional learning growth is not well planned or formalised. The centre manager is aware of the need to develop a professional growth cycle for pouako that promotes and supports their professional learning needs. Tamariki learning benefits from pouako who are engaged in a formalised and structured cycle of professional growth and development.
  • The knowledge, skills of whānau are not fully utilised. Trustees and managers express a clear wish to grow pouako understanding and competency in te reo Māori and the local history of Ngāti Tarāwhai. Developing stronger relationships, inclusive practices and maximising the expertise of whānau should support the puna reo to achieve this goal.

5 Management Assurance on Legal Requirements

During the evaluation, ERO carried out and affirmed the service’s systems for managing the following areas that have a potentially high impact on tamariki wellbeing:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All early childhood services are required to promote tamariki health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development.

6 Recommendation

ERO and the puna reo leadership developed the following recommendation:

  • that the trustees and management continue to strengthen the teaching capacity of staff through a strong, relevant, and regular appraisal process.

Background

Te Puna Reo o Puāwai is a Māori immersion centre in Ōwhata, Rotorua. The puna is licensed for a maximum of 40 children, including up to 16 children under two years old. The puna is teacher led and offers full time sessions. They are one of two puna governed by the Ngāti Tarāwhai Charitable Trust. Ngāti Tarāwhai tikanga underpins the vision and philosophy of the puna reo. The manager has responsibility for the daily operations of the puna.

Since the last review, there have been significant changes. This includes improvements to the outdoor play area, staff registration and the implementation of an improved performance management system. Additional resourcing has been allocated to support staff to improve their capability to teach te reo Māori and their understanding and knowledge of Ngāti Tarāwhai history.

The Review Findings

Children’s sense of identity as Ngāti Tarāwhai is nurtured. The Board are committed to reaffirming the identity of Ngāti Tarāwhai for future generations. There is personal investment in the success, growth and sustainability of Te Puna reo o Puāwai. Quality care and outcomes for children underpin all decisions. The Board has confidence in the manager and her leadership of the puna. They are proactive in seeking ways to build the capability of staff. This includes establishing a mentoring and coaching position to support staff to gain qualifications. Children are well supported to learn who they are and their connections to others.

The manager ensures all operational and managerial duties are met. Leadership promotes whānau involvement. Community and wider whānau relationships are fostered. Inclusive and collaborative leadership supports professional practice and capacity building. The performance management system identifies kaimahi needs and relevant support. Strategic and annual planning guides practice. Policies and procedures guide around issues of health and safety. Regular internal review supports the vision and aspirations of Ngāti Tarāwhai. Regular and detailed reporting is submitted to the Board. Whānau feel welcome and included in their child’s development and learning. Children are at the centre of decision making.

Children receive learning opportunities responsive to their needs. Meeting children’s learning needs is a collective responsibility. Programme planning incorporates local knowledge and visiting places of importance to Ngāti Tarāwhai and Te Arawa whānui. Children’s interests and whānau aspirations are integrated into planned activities. Their learning and development are monitored and regularly recorded in pukapuka tirohanga. Konohete allow children to present their learning to their whānau at the end of each kaupapa ako. There is a commitment to strengthening te reo Māori of staff and whānau. Resources have been distributed to support staff application of te reo Māori and their teaching practice. Children’s needs are addressed.

Children interact in an environment that is based on whanaungatanga. The learning environment and relationships ensure positive outcomes for children. Whānau resources and expertise support children to create connections between themselves and the curriculum content. Children interact positively with one another and with all and any whānau present. Mutual respect, manaaki, aroha and awhi are always shown. Children show familiarity with the well-established routines and expectations. They recite their whakapapa and pepeha and that of Ngāti Tarāwhai. Waiata and local stories help to develop children’s understanding of the Māori world. Children under two years of age have an area and resources designated to meet their developmental and care needs. Older children are challenged to extend their thinking and ability to communicate in te reo Māori. Children show confidence in a caring and supportive learning environment.

Key Next Steps

Internal evaluation at governance level requires attention. The Trust are highly dependent on the puna manager to ensure all internal review is completed. Currently the management team, staff and whānau conduct and complete the evaluation of all aspects of operations. It is important that governance is more proactive in supporting the centre manager, so she is effective in her role not only as centre manager but also curriculum leader. Children benefit when responsibilities are well defined.

The curriculum lacks any specific detail to Ngāti Tarāwhai. Whilst kaimahi have identified the whare of Ngāti Tarāwhai, they are yet to breakdown how and what Ngāti Tarāwhaitanga will look like in their programme. Staff are currently not able to extend children’s learning of Ngāti Tarāwhai stories and history. Support is required for kaimahi to plan localised curriculum to achieve the vision and aspiration of the trust. Children will prosper in a programme that supports their identity.

Programme evaluation requires strengthening. While kaimahi have time to evaluate their practice, they do not seem to follow through and affect changes. Staff evaluation is incomplete. Programme evaluation does not inform positive changes to the learning programme. Children will be advantaged by a learning programme that is evaluated.

Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Background

Te Puna Reo o Puāwai is an immersion Māori puna reo in Owhata West in Rotorua. The puna is licensed for a maximum of 40 children including up to 16 children under two years old. The puna is teacher led and offers full time sessions. Ngāti Tarāwhai tikanga underpins the vision and philosophy of the puna reo. The puna is governed by the Ngāti Tarāwhai Charitable Trust. The senior leadership team includes the manager who has responsibility for the daily operations of the puna. This is the first Education Review for the puna.

The Review Findings

Children learn in an environment that promotes the aspirations of Ngāti Tarāwhai. They learn about their iwi and hapū histories and stories. Children share their pepeha and whakapapa with others. Mātāpono are recited daily by all. They know tikanga and kawa associated with events including mihi whakatau. Children support kaikōrero with waiata tawhito, karakia and himene. Children share the waiata and karakia they learn with their whānau. Te reo Māori is a priority and parents are motivated to learn. Preparation for kura in terms of te reo Māori is also a priority. Children are secure in their identity and belonging

Teacher roles and responsibilities are clearly defined. They support each other well. Spontaneous review occur incidentally and are also noted further in teacher and whānau minutes. Individual pouako strengths are utilised well in the planning and delivery of learning programmes. This provides leadership opportunities for new staff. Ngāti Tarāwhai tikanga has contributed to the development of the curriculum and assessment of children’s learning. Assessments are written every month. These document children’s learning. Whānau have opportunities to provide feedback about planning and children’s progress. Children experience programmes and assessment that captures their identity and belonging

The learning programme and environment provide challenge, interest and security for children. The puna reo is spacious and allows children to explore freely. Children up to two years have a quiet sleep space and a particular area for play. The programme has both structure and unstructured activities that support baby's interests. The puna is well resourced and provides a range of activities, opportunities to exploration and imaginative play. Routines are well established. Children benefit from a programme that is well managed, consistent and predictable. The centre manager and team leader have well established relationships with parents and whānau. Children are confident learners.

The puna reo is managed effectively. The board has set a strategic direction that focuses on the holistic development of children. The strategic plan is informed by the centres mission statement to provide the best early learning experience for children. Whānau know their goals and priorities now and into the future. The annual plan enables whānau to monitor, report and record their achievements. The centre manager reports to the board against the outputs of annual plan. Information provided is specific to the achievement of goals. Self-review is consistent, focussed and effective. Policies reflect the rights of children to a quality early childhood education. Children are at the heart of decision making.
