Te Puna Reo o Te Kōhao is in Hamilton. It was established in Enderley in 2017 to meet the high demands for Māori medium early education within the community. The centre was established to accommodate the rapid roll growth at it’s tuakana centre, Te Kōhao Kōhungahunga. Te Puna Reo o Te Kōhao caters for 40 children ages three to five year olds.

Children are educated in an immersion setting. Whānau are expected to continue children’s education in Māori medium pathways. Whānau choose this centre because of the commitment to prepare children for Māori immersion education. This is the first Education Review for Te Puna Reo o Te Kōhao.

The governance group, Te Kōhao Health Ltd (TKH), is a charitable organisation based on Kirikiriroa Marae in Hamilton. They were established to serve the needs of urban Māori. TKH provide a number of other services which are underpinned by Māori philosophy ‘Te Kōhao o te Ngira`. Māori values underpin the philosophy of the centre and support the focus of Whānau Ora, identity, language and community culture. TKH intend to establish a third centre to meet ongoing demand.

The tūmuaki has responsibility for daily operations across both sites. Senior teachers are building their leadership capabilities to support professional practice. Both centres are involved in the Tainui Kāhui Ako and acknowledge the local Iwi Tainui and Kīngitanga.

The Review Findings

Children are at the centre of curriculum design. Children’s interests, needs and whānau aspirations are used to support children’s development. Te Whāriki informs assessment and planning. There is a collaborative approach to assessment, planning and evaluation. Planning highlights kaiako knowledge of children as learners. Assessment builds children’s identity as successful learners. Communication with whānau supports children’s learning. Progress is shared to whānau through a range of forum. Kaiako engage in regular reflection which enhances their practice. Children’s learning is prioritised.

Children learn in an environment that is conducive to their needs. Kaiako use strategies to build security and confidence. The learning environment is organised to facilitate independence and exploration. Children choose their own activities and remain engaged for sustained periods of time. Kaiako follow children’s interests, including giving children time to talk about their learning experiences. Children converse, question and debate with each other in te reo Māori. Kaiako promote the aspirations of whānau by speaking te reo Māori consistently. They integrate a range of waiata, haka, pūrākau and karakia to extend children’s thinking and foster new understandings. Children are empowered to take responsibility for their personal wellbeing. Transition is planned and deliberate. It focuses on supporting the child and arrangements are made based on what children need. Children’s needs are met.

The governance group Te Kōhao Health (TKH) provides support to ensure improvement and sustainability of both sites. There is a shared vision and mission to support and empower whānau in the wider community. TKH has clearly defined responsibilities for all business aspects of the centre. They have established support systems for the management of both. Regular meetings with leaders from each centre of TKH informs governance of progress and needs. Strategic recruitment has attracted quality leadership and staffing to the centre. They are connected and responsive to community needs and trends. Children are at the centre of all governance decisions.

Leadership experience has had a positive impact on continued growth and improvement. A new performance management system has been implemented. Improved regular reviews of operations ensure children’s safety and quality care is a focus. There is a focus on accountability and improvement. This has raised the quality of planning, teaching, learning programmes, policies and internal evaluation. The centre strategic planning prioritises te reo Māori and tikanga and the benefits for children. Children benefit from education and care that is constantly monitored for improvements.

Leaders show a clear commitment and passion aimed at positive outcomes for children. The collaborative approach builds leadership opportunities for kaiako in learning and management. The daily operations are managed well. A detailed annual plan is in place. The tūmuaki provides monthly reporting to inform governance. Milestone reports are regularly provided to the Ministry of Education. Children’s learning and wellbeing are the focus of centre operations.

Key Next Steps

Whānau involvement in decision making requires strengthening. While social events and functions are well attended, staff would like to see more whānau participation in planning and evaluation. It is timely for governance and centre management to identify ways to encourage whānau participation in their children’s learning. Positive outcomes for children will be further enhanced by greater whānau participation.

The manager, staff and whānau practices are focussed on positive outcomes for tamariki. It is important to align these practices with the puna reo documentation.

Recommendation

Centre management and whānu seek ways to address the key next steps of this report to support continuing improvement.

Management Assurance on Legal Requirements

During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The next ERO evaluation of Te Puna Reo o Te Kōhao will be in three years.

ERO’s Evaluation Framework
