Background

Village Kids Childcare Napier is licensed for up to 97 children, including 30 up to two years. The roll of 122, includes 44 Māori children and 8 with Pacific heritage. The centre provides four specific rooms for different age groups from birth to five years of age.

Village Kids is privately operated by two directors, one for three early learning services and one for home based education and care.

The establishment of an education manager role in 2016 supports ongoing development of the three Village Kids' centres and professional leadership of four head teachers and their teaching teams. An administrator takes responsibility for centre operations. Staffing remains generally stable with a core group of teachers, including two experienced and two recently appointed head teachers.

Improvements in the environment for younger children include increased indoor space for infants and an enhanced outdoor and sleep area for toddlers. There is a focus on natural materials and resources for children to use.

Good progress and an ongoing focus is evident in addressing the areas for development identified in the February 2014 ERO report.

This review was part of a cluster of three reviews in the Village Kids early learning services, one based in Napier two in Havelock North.

The Review Findings

The recent review of the Village Kids' philosophy strengthens the shared focus on building positive relationships with children and their families. Caring and respectful interactions foster children's sense of belonging and secure attachments with teachers. Assisting each child's emotional, social and physical competence is a shared centre priority. Literacy and mathematics are well integrated into learning experiences. Infants and toddlers enjoy strong connections with a primary caregiving teacher.

Children's emerging interests, parents' aspirations for their children and Te Whāriki, the early childhood curriculum, guide the centre programme. Individual planning is based on teachers' observations of children. Teachers plan to further develop assessment, planning and evaluation practices, including their response to parents' wishes. This review should include how well complexity in individual children's learning and the Village Kids' philosophy are promoted.

Profile books are attractive and celebrate children's development and engagement in the programme. Teachers report that online profiles and the use of social media are increasing parents', families' and whānau engagement in their child's learning. They plan to review how well they are supporting partnerships for learning.

A thorough review of inclusive practices leads to children and families being supported by a well-considered planning process. Sound systems and processes and collaboration with external agencies are evident. Strong advocacy for each child and their family results in centre staff being more proactive in their response to each child. Individual plans should improve the assessment of children's learning and tracking and monitoring of their progress over time.

Children's transitions into the centre, between rooms and on to school are well-considered and responsive to the needs of children, parents and whānau. An induction booklet for parents supports their understanding of the process. Sharing information about each child, through developing positive relationships with schools, further enhances transitions.

Good progress in implementing a bicultural curriculum for children is evident. Continuing to embed and grow culturally-responsive teaching practices to further promote te ao Māori and extending this approach for Pacific and children from other cultures is a next step.

The service has strengthened the vision, philosophy and strategic direction to support positive outcomes for children. Continuing to actively grow head teachers' professional leadership of teams and their use of internal evaluation should assist the coherent implementation of the service philosophy and processes.

Good progress is evident with the implementation of a suitable appraisal process to meet Education Council guidelines. This process includes teachers inquiring into the effectiveness of their practices. Teachers are provided with access to a valuable range of professional learning and development. Continuing to embed individual goal setting, reflection and evidence gathering in relation to the Practising Teacher Criteria is an ongoing next step. 

An established framework for internal evaluation is in place to inform centre developments and includes specific improvements in teaching for toddlers. Continuing to extend the use of internal evaluation should assist ongoing improvements in teaching practice, to promote positive learning outcomes for children's.

Key Next Steps

The centre director, education manager, head teachers identify, and ERO's external evaluation affirms, they should continue to strengthen professional leadership across the centre and:

  • the enactment of the centre philosophy through the use of internal evaluation

  • culturally-responsive teaching practices for Māori children and their whānau, and provisions for Pacific children and their families, and those from other cultures

  • shared understandings about the purpose and role of assessment, planning and evaluation, including responding to parents' wishes for their children

  • the use of internal evaluation, including the implementation of the centre philosophy to promote positive outcomes for children.

Management Assurance on Legal Requirements

Before the review, the staff and management of Village Kids Childcare Centre Napier completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum
  • premises and facilities
  • health and safety practices
  • governance, management and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

3 General Information about Early Childhood Reviews

ERO’s Evaluation Framework

ERO’s overarching question for an early childhood education review is ‘How well placed is this service to promote positive learning outcomes for children?’ ERO focuses on the following factors as described in the bicultural framework Ngā Pou Here:

Pou Whakahaere – how the service determines its vision, philosophy and direction to ensure positive outcomes for children

Pou Ārahi – how leadership is enacted to enhance positive outcomes for children

Mātauranga – whose knowledge is valued and how the curriculum is designed to achieve positive outcomes for children

Tikanga whakaako – how approaches to teaching and learning respond to diversity and support positive outcomes for children.

Within these areas ERO considers the effectiveness of arotake – self review and of whanaungatanga – partnerships with parents and whānau.

ERO evaluates how well placed a service is to sustain good practice and make ongoing improvements for the benefit of all children at the service.

A focus for the government is that all children, especially priority learners, have an opportunity to benefit from quality early childhood education. ERO will report on how well each service promotes positive outcomes for all children, with a focus on children who are Māori, Pacific, have diverse needs, and are up to the age of two.
