This is the first in a series of evaluations related to principal and teacher appraisal in New Zealand schools. These evaluations are intended to provide information to help boards and school leaders strengthen appraisal practice and links with school development to improve outcomes for their students.

There are 14 activity centres in New Zealand that cater for secondary school students (Years 9 ‑ 13) who are at risk of disengaging from mainstream schooling and at risk of low educational, social and vocational outcomes. Activity centres are established by agreement of the Minister of Education. Priority is given to those students whose behaviour is likely to impede their own learning and the learning of others, and who are most likely to benefit from the programme.

This national report focuses on the relevance and usefulness of governance training provided for boards of trustees and whānau in kura, and the extent to which this training has contributed to improvements in the quality of governance. In order to understand the context for kura governance, the report also provides an overview of effective governance practices identified generally throughout the schooling sector.
