This document is the result of a collaborative effort between ERO and representatives from hospital-based education and care services. Children and young people who are placed in Oranga Tamariki residential care are among the most at risk of poor outcomes later in life. The education students receive in residence has the power to change their lives. ERO reviewed how well education is going in these settings. This evaluation studies effective practice in schools’ senior curriculum. It contributes to the review being undertaken by the Ministry of Education (the Ministry) of the National Certificate of Educational Achievement (NCEA). The Ministry-led review focuses on the implementation of NCEA as the national assessment system for the senior years of secondary schooling.

ERO looked at the quality of education for students in Oranga Tamariki Care and Protection and Youth Justice residences. During this, ERO talked to students about their learning in residential care. This short and easy to read guide is aimed at students in residential care and contains information on what students like them told us about their learning.

In this report, the Education Review Office (ERO) evaluated how well 256 schools worked with parents and whanau to respond to students at risk of underachievement. We looked for examples where schools had specifically worked with parents and whānau to accelerate and support progress and improve achievement.

The group of schools, forming a community of practice called Kahukura, identified a need in their community to better support their students’ wellbeing and learning.

The Prime Minister’s Youth Mental Health Project aims to improve the mental health of young people aged 12 to 19 years. One initiative of this project is a national evaluation of the current provision of guidance and counselling in schools.
The Education Review Office (ERO) evaluated how well 44 schools and five wharekura provided guidance and counselling for students.

This evaluation also raises questions about the links between implementing a bicultural curriculum and reviewing its impact for Māori children. This is the next step for services that already have strong bicultural curriculum. Reflecting on and questioning the extent to which Māori children experience success as learners is part of the challenge for managers and educators in early childhood services. The findings of this evaluation indicate that many services have some way to go in working with parents and whānau and enabling Māori children to become competent and confident learners.
