1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Kokohinau is located on Te Marae o Kōkōhinau in Te Teko. The marae is integral to mokopuna learning. The presence of koroua and kuia allows mokopuna to observe and listen to authentic models of te reo Māori. The whānau have upgraded the inside of the kōhanga reo. 

3 Evaluation Focus

How well do mokopuna engage with te reo Māori?

Mokopuna show a good understanding of te reo Māori in their responses and reactions to kaimahi.

4 Findings

Mokopuna are immersed in a learning environment that highly values te reo Māori. Whānau are committed to improving and promoting te reo Māori me ngā tīkanga o Rangitaiki. Kaiako are competent te reo Māori speakers. They draw on a range of strategies to support mokopuna language development. Karakia, himene and mihimihi provides mokopuna with language structure specific to the formal part of the day.  Kaiako teach waiata with actions that are simple to learn. These waiata are repeated daily. Mokopuna can associate words with pictures and objects. They are keen to learn new words when playing or doing constructions. Instructions, questions, prompts are all strategies to encourage mokopuna to communicate what they know. Kaiako give praise where appropriate.  Mokopuna are developing as early speakers of te reo Maori.

Kaimahi have in place processes for programme planning and mokopuna assessment. They have a collaborative approach to planning. Whānau contribute their ideas at the monthly whānau hui.  Planning provides clear guidelines for programme implementation. Mokopuna assessment is well documented in their profiles and shared openly with whānau. Kaimahi have begun to develop online profiles and a parent portal is available. Mokopuna needs guide planning and assessment practices.

Whānau are developing in their understanding of how to manage the operations of their kōhanga reo. They express their commitment to learning te reo Māori for themselves and supporting mokopuna in their own language development. Whānau meet monthly to review their operations, policies and procedures. The charter has been recently reviewed and updated. It provides guidelines that are supported by the principles and obligations of Te Korowai. The annual plan identifies key operational tasks and review dates are documented. All health and safety registers are in place and working well.  Mokopuna well-being is at the centre of whānau management.

Key Next Steps

Programme evaluation requires strengthening. Kaimahi meet to discuss what has happened over-previous weeks but there is limited documentation. It is difficult to gauge what changes if any have occurred and how these lead to programme improvement. Mokopuna benefit when programme evaluation practices are effective.

Appraisals need to be actioned. A new appraisal system has been created recently however no appraisals have been completed. It is not clear how professional development is determined. The quality of mokopuna learning is compromised when kaimahi development is not prioritised.

While whānau have set strategic goals and priorities, there is no action plan in place to ensure these are realised. The future of the kōhanga reo cannot be sustained unless ongoing development is monitored and checked for progress.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirement they must:

  • ensure appraisal for all employed staff is regularly implemented.

6 Recommendation

ERO and the kōhanga reo whānau have developed the following recommendation:

  • the whānau work with the Te Kōhanga Reo district office to develop an action plan to address the areas of concern identified in this report.

Te Kōhanga Reo o Kokohinau is located on Kokohinau Marae in Te Teko. The marae is central to the learning programme for children. Children and whānau participate in events on the marae with kaumātua and kuia. Since the last ERO review in 2014, a new wharekai and kōhanga reo have been built.

How well are children developing as speakers of te reo Māori?

Children are developing as speakers of te reo Māori.

Ngā Taumata Whakahirahira

Children are developing an understanding about who they are and where they come from. Whānau encourage and promote children’s participation at marae events. Children are familiar with their role as tangata whenua. Kaumātua and kuia provide leadership and role model the tikanga of the marae. The carvings, tukutuku patterns and photos of tūpuna are an extension of the learning programme. Children experience the language of the marae. Preparations for a local cultural event is promoting the language and customs associated with important landmarks in the area. This is increasing children’s knowledge of who they are. Children are proud of their whakapapa.

Children interact well with and respect others including peers, adults, kaumātua and kuia. Whānau and children have strong whakapapa ties to each other, the marae and the kōhanga reo. Children’s pepeha are displayed on the walls of the kōhanga reo and they are well supported to recite them during mat times. The learning environment is colourful, spacious and well organised to meet the needs of the different age groups. Babies have a safe area for play and sleeping. They share most parts of the learning programme with their tuākana and enjoy waiata time as they move to the rhythm of the music. Well-established routines encourage leadership for children during karakia and roll call. Children show love and care for others.

Children’s language development is enriched by the whānau and the learning programme. Kaumātua and kuia use and model te reo o te kāinga through whakapapa, karanga and whaikōrero. Children are exposed to good quality language models from kaimahi during their time at the kōhanga reo. Kaimahi have clear expectations for children to respond in full to questions. The language and rituals associated with Te Hāhi Ringatū provide depth and breadth to children’s formal language learning. Children demonstrate a good understanding of new words and tikanga. The language of learning links to key concepts such as colours, shapes, plants, days and months. Children have fun in the kōhanga reo.

Planning and Evaluation

The wellbeing and safety of children and kaimahi is a priority for the whānau. Skilled leadership provides good direction for operating and managing the kōhanga reo. Regular policy review, financial reports, and kaiako reports at whānau hui focus on the interest of children. The strategic and annual plans are well established and documented. Evaluation occurs at three-monthly whānau hui and ensures goals are met. Whānau participation is strong and parents can contribute in a variety of ways.

Kaiako are well supported in the kōhanga reo. The whānau has a newly refined process for building and acknowledging professional skills of kaimahi. Staff meetings are focused on what is happening for children and their learning. Children with special needs are well supported by external agencies, parents and kaimahi. Expectations for kaimahi to record daily observations and weekly thinking about their teaching practice is a positive way to support children’s learning.

Planning of learning programmes is completed by the team of kaimahi and links to Te Whāriki can be seen. Kaimahi are enjoying the challenge of planning for children’s learning in mixed age groups. There is a balance of planned activities and opportunities for children to choose their own resources and play on their own. Evaluation of the programme occurs daily by kaimahi, as individuals and weekly as a group. This contributes to supporting decisions made about improving the learning programme for children.

A range of positive strategies are used by the whānau to record learning development of children. These include portfolios of learning with observations of children at play and a closed Facebook page to share daily learning stories.

Key Next Steps

Children’s language skills are developing well and could be further enhanced by kaimahi identifying key language and structures children will learn as part of the learning programme. This deliberate planning will increase opportunities for children to communicate confidently with others and experiment with newly acquired language.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kokohīnau will be in three years.
