1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Tangata –creating a positive learning environment for children
  • Planning and Evaluation – strengthening whānau management practices including charter review, policies and procedures for healthy and safety, personnel management, financial systems, and internal evaluation
  • areas of non-compliance
  • any issues identified since the previous review.

Te Kōhanga Reo o Te Ao Mārama is in Whakatāne. Many of the children and their whānau live locally. Since the previous ERO report in 2015, there have been changes in whānau and kaimahi of the kōhanga reo. Kaimahi have participated in training programmes to increase their knowledge and understanding of their roles. Te Kōhanga Reo National Trust (TKRNT) has been involved in supporting the whānau to strengthen the management of the kōhanga reo.

3 Findings

Mana Tangata

Children learn in a nurturing environment. Kaimahi have focussed on fostering positive relationships between children and adults. They encourage children to show respect and care towards others in the learning programme. Activities are organised for children to play and interact cooperatively with each other and kaumātua. There are opportunities for older children to develop leadership skills. Babies have a designated learning area that caters for their individual sleeping and eating needs as required. Children appear happy and secure.

Planning and Evaluation

Whānau management practices have improved. The whānau has implemented systems to support the physical and emotional safety of children. Regular safety checks are carried out, recorded and reported as required. The whānau has updated personnel documentation to meet legislative requirements. They have implemented kaimahi appraisal and gathered information about their individual development needs. Financial management and reporting have improved. Financial accounts were being audited at the time of this review. The whānau is focussed on the future direction of the kōhanga reo. They use Te Ara Tūāpae and Ngā Pou e Whā to identify whānau priorities, and develop short and long-term goals. An annual calendar assists the whānau to track and complete key tasks and activities. The whānau display a better understanding of kōhanga reo management practices.

Key Next Steps

Programme evaluation and assessment practices require further development. Although kaimahi discuss the learning programme, there is no formal recording of how they will improve learning outcomes for children. Kaimahi acknowledge the need to strengthen assessment and monitor children’s learning.

Internal evaluation remains an area for development. Although the whānau have an understanding about internal evaluation, limited progress has been achieved. A review of the charter policies and procedures, charter objectives and Te Korowai goals will assist monitoring progress and achievement of their future direction.

Areas of non-compliance

The whānau has addressed areas of non-compliance identified in the previous ERO report, including:

  • personnel management, specifically implementing appraisal for all kaimahi
  • implementing procedures to ensure all reasonable steps are taken to support children’s physical and emotional safety
  • ensuring financial management policies and procedures are followed.

4 Recommendation

ERO, TKRNT and the kōhanga reo whānau developed the following recommendation:

  • that the whānau continue to work with TKRNT to strengthen internal evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Ao Mārama will be in three years.

Te Kōhanga Reo o Te Ao Mārama is in Whakatane. Children are motivated learners of te reo Māori. Children are considerate, caring and respectful members of the whānau. Whānau recognise the need for strong internal review. Key areas of operations including personnel, finance, strategic, charter, property, health and safety are not adequately monitored.

1 Context

Te Kōhanga Reo o Te Ao Mārama has well developed facilities with a range of indoor and outdoor learning areas. The licensed roll for 30 children including up to 10 under two years old has dropped to 10 children with 3 under two year olds. Most whānau are new to the kōhanga reo. Whānau and TKRNT district office acknowledge that there are some outstanding matters that require urgent attention.

2 The Review Findings

How confident are children using te reo Māori?

Children are motivated learners of te reo Māori.

Ngā Taumata Whakahirahira

Children are considerate, caring and respectful members of the whānau. Kaimahi foster whanaungatanga where learning together is a strong feature of the programme. Learning about ngā atua Māori and tikanga Māori reinforce the importance of connections, care and responsibility. Children learn about caring for themselves and others. They display a sense of patience, tolerance and respect. Children get on well with each other and with kaimahi. They are confident and happy in their learning environment.

Children love using te reo Māori. They are responsive and enthusiastic learners. They readily respond to questions and prompts as they learn more about te ao Māori and the wider world. Interactions and relationships are positive and caring. Daily practices of mihimihi, karakia, waiata and pepeha extend children’s understanding about who they are and their place within the kōhanga reo and community. Children hear, see and experience kaupapa that allow them to learn tikanga and te reo Māori in meaningful settings. Children have kaimahi who are fluent speakers of te reo and who nurture their language development.

Children enjoy leading various learning activities. They show a growing awareness and appreciation for their natural and physical environment. Kaimahi and adults are alert to and respond well to children’s learning preferences. Children have access to the outdoors where they explore, investigate and interact well with kaimahi and peers. Kaimahi organise the daily programme so that the momentum of learning is maintained throughout the day. Children’s zest for learning is sustained through variety and improvements in the daily programme.

Key Next Steps

Kaimahi have a shared understanding that all those who work with children must maintain high expectations for quality professional relationships and working environment. Whānau should ensure that kaimahi matters do not impact on the provision for children’s learning and care.

Planning and Evaluation

Te Whāriki programmes of learning are well planned and are displayed in the kōhanga reo for whānau reference. There is a strong emphasis on catering for the interests and needs of learners. Meaningful kaupapa activities are provided for all children. Te reo Maori and learning about te ao Māori are included in programme plans. Kaiako reflect on their practices to improve and enhance the learning programme.

Key Next Steps

Whānau recognise the need for strong internal review, focused monitoring and reporting for effective and well informed management of their kōhanga reo. Key areas of operations including personnel, finance, strategic, charter, property, health and safety are not adequately monitored. There are personnel matters that need immediate attention including appraisal which has not been carried out. The induction process has not been implemented well and the charter requires review and updating to include robust, sound and clear procedures for all areas of management practice. Recent management of issues that have arisen highlight the urgent need for clear management. Whānau hui do not focus on children. Priorities for discussion need to refocus on charter objectives and Te Korowai goals.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The whānau must:

  • ensure that adults providing education and care are familiar with relevant emergency drills and regularly carry these out with the children, and record these drills

  • maintain full records of all injuries of children that occur at the kohanga reo, as required, and these records are analysed to identify hazards and appropriate action taken

  • ensure a hazard identification system is maintained, including regular equipment, premises, and facilities checks carried out and records kept

  • ensure suitable human resource management practices are implemented.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

The kōhanga reo whānau seek immediate guidance and support from TKRNT to raise the quality of kōhanga reo management for children.
