1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ōtūpango is located in Te Puke. Most graduates transition to the nearby kura, Te Kura o Te Matai. Many whānau whakapapa to Tapuika.

3 Evaluation Focus

How well are mokopuna individual learning needs catered for in the learning programme?

Mokopuna are confident and learn in a supportive learning environment.

4 Findings

Mokopuna identity and whānau connections are affirmed and recognised. Mokopuna learn about their Tapuika tikanga, history, whenua and tipuna. These experiences are documented, accessible and visible. Mokopuna are developing an understanding of who they are and where they come from.

Mokopuna experience positive interactions and relationships with others. Kaimahi model the kōhanga kaupapa. The values of awhi and aroha are evident in interactions between kaimahi and mokopuna. Mokopuna enjoy being helpful. They are praised for their efforts and have fun with one another. Whānau are actively involved in learning activities. Mokopuna are developing lasting relationships with each other and the whānau.

Kaimahi are increasingly responding to the aspirations of whānau. There are opportunities to discuss with whānau how to cater for the strengths and interests of each mokopuna. Kaimahi report some aspects of mokopuna learning. Mokopuna benefit from kaiako who are committed to working alongside whānau. 

Kaimahi are focused on the day-to-day management of the kōhanga. They meet regularly to discuss operational matters. The health, safety and wellbeing of mokopuna are prioritised. Kaimahi hold annual wānanga to discuss policy review. They are aware of the need to implement a regular policy review cycle.

Key Next Steps

Aspects of teaching practice requires strengthening. Planning is not differentiated for age groups and the progress and learning of mokopuna is not sufficiently detailed or documented. Programme evaluations are discussed but not documented or linked to future planning. Improving these aspects of teaching and learning should further promote positive outcomes for mokopuna.

It is timely for the whānau to develop and action plan to achieve the strategic plan priorities. This should include specific actions, responsibilities and time frames for completion.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau access support to strengthening aspects of teaching and learning and strategic planning.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Tangata, including the quality of the teaching programme
  • Mana Reo, the level of te reo Māori
  • Planning and Evaluation including children’s health and safety and self-review
  • Areas of non-compliance
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Ōtūpango is next to Te Kura Kaupapa Māori o Te Mātai in Te Puke. Most graduates of the kōhanga reo attend the kura. Whānau support is strong for the kaupapa of the kōhanga reo. New kaiako and kaiawhina are models of te reo Māori. They work with the whānau to ensure children’s wellbeing informs decision making.

Since the last ERO Report 2015 the whānau have worked to address the identified areas of concern.

Progress in the learning programme, children’s health and safety. Internal evaluation and non-compliance have been addressed.

3 Findings

Background

How well are children's safety and well-being as learners nurtures?

Children’s safety, wellbeing and learning is a priority in the kōhanga reo.

Areas of progress

Children enjoy their learning activities. Kaimahi provide children with opportunities to make choices and initiate learning activities using available resources. Activities are organised to enable children to explore, solve problems and learn from their experiences. Children work co-operatively with others.  They are engaged and focussed on learning. Kaimahi organise the daily programme for children to have periods of happiness and calm. Children are familiar with daily routines. They understand expected behaviours throughout the learning programme. Children are confident, independent learners.

Children are well supported to develop their knowledge of te reo Māori. Children learn through structured and formal learning activities. Older children are able to recite their pepeha, karakia and mihimihi. Younger children show their understanding by doing the appropriate actions to waiata. Language activities provide children with accurate and appropriate language patterns. Kaimahi prompt children to complete phrases for a variety of language activities. Children are developing as confident speakers of te reo Māori.

Planning and Evaluation

Areas of progress

Health and safety policies and procedures are in place. The kōhanga reo is staffed to meet regulatory ratio criteria to ensure children are well supervised. Regulatory monitoring systems are followed for:

  • sleeping children
  • nappy changing
  • trips
  • administration of medicine
  • recording accidents and incidents
  • hazard checks
  • emergency evacuation drills

Whānau are committed to the health, safety and well-being of their children. Children are in a safe learning environment.

Some policy reviews have been carried out. Planning and assessment processes are in place. Planning is comprehensive and guides the learning programme. Kaimahi meet regularly to plan and discuss the learning programme. Whānau are encouraged to participate and contribute to the learning programme. Children’s learning is monitored and regularly reported.

A strategic plan is in place. Internal evaluation information was used to support the development of the whānau strategic plan. The Te Ara Tūāpae framework guides whānau to identify key goals and priorities. Whānau long term priorities are realistic, relevant and consider the long term sustainability of the kōhanga reo. An action plan is in place to identify people, resources and timeframes to monitor and track the progress in order to meet whānau priorities. Children are at the heart of future planning.

Key Next Steps

Although programme planning has improved, programme evaluation is still an area for development. Kaimahi meet and discuss changes to the learning programme, however these are not recorded. Programme evaluation information will ensure children’s interests, strengths and learning needs are clearly identified.

4 Actions of non-compliance

Overview

The last review identified a number of areas of non-compliance. These are no longer areas of concern. The kaiwhakahaere is familiar with all licensing regulations and criteria. The whanau have utilised the resources of the District Kaupapa Kaimahi to support them in improving operations within the kōhanga reo.

5 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • Develop and implement evaluation of the learning programme
