1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kaahui Kōhanga Reo is located in a suburban street in Newtown. Since the previous ERO review, there have been building alterations. The administration for the kōhanga reo is now located in the adjacent whare which also has a learning space for mokopuna and is shared with the local district office.

ERO undertook an evaluation of whānau whakahaere practices in February 2022. ERO found the whānau promoted a positive environment conducive to mokopuna happiness and learning.

3 Evaluation Focus

How well do mokopuna show they are happy in their learning?

Mokopuna show they are happy learners in multiple ways.

4 Findings - Mana Mokopuna

Mokopuna are confident and engaged learners. Kaimahi enthusiastically embody te kaupapa a Te Kōhanga Reo. Daily routines provide mokopuna with certainty and security. Mokopuna have opportunities to showcase their individual personalities and uniqueness. They show joy and excitement in a programme that fosters learning and promotes leadership opportunities.

Mokopuna experience positive relationships, as well as connections with atua Māori. Kaimahi lovingly nurture the mokopuna who demonstrate reciprocity through the modelling of manaakitanga with others. Mokopuna are kaitiaki of their environment and enjoy being at kōhanga reo. They have fun together, actively exploring both the indoors and outdoors. Tuakana interact positively with each other and kaimahi. They are aware that they have a role to play in the care of their kōhanga reo. Regular routines are well known and followed by mokopuna. Transitions across the kōhanga reo are smooth and well-coordinated. Mokopuna are confident learners.

Kaimahi are dedicated and passionate about te reo Māori. They use waiata across all aspects of the learning programme. Kaimahi use a wide variety of strategies to promote te reo Māori in different contexts, that further extends mokopuna learning. Kaimahi regularly praise and encourage mokopuna use of te reo Māori. Mokopuna experience many opportunities to learn about tikanga and kawa. They lead these practices guided by kaimahi. Mokopuna are well supported to learn and use te reo Māori in a variety of ways.

Since ERO’s February 2022 Mana Whakahaere Report the whānau have progressed the following operational matters. They are in the process of obtaining an approved evacuation scheme. The Charter, policies and procedures are currently under review. They have good personnel management processes in place. 

Key Next Steps

While whānau have good learning processes in place, they agree it is important to continue to seek ways to further strengthen practices to enhance outcomes for mokopuna. They recognise this key next step is improving internal evaluation for ongoing improvement.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • that whānau continue to seek ways to increase learning outcomes for Mokopuna

2 Context

Te Kaahui Kōhanga Reo was established in 1984 to ensure the retention and survival of the Māori language and is one of the oldest kōhanga reo in Wellington. Since ERO’s 2018 Education Review the kōhanga premises have been expanded and the outdoor space has been revamped. Assessment practice is now undertaken using a digital platform. 

3 Evaluation Focus

How well do mokopuna show they are happy learners?

The whānau management promote a positive environment conducive to mokopuna happiness and learning.

4 Findings - Mana Whakahaere

Whānau work collaboratively to promote a positive learning environment for mokopuna. Whānau have shared aspirations that center around Māori language, cultural revitalisation and whānau relationships. 

An experienced executive committee ensures well defined roles and clearly understood responsibilities.  They work closely to support one another and provide clear timely communications that inform good decision making. Whānau contribute to the kaupapa in a variety of ways, including attending regular whānau hui where key operational matters are reported on. Detailed action plans guide both operational and strategic direction and goals. The charter is reviewed as a regular part of whānau business. Mokopuna benefit from a well organised whānau who serve their kōhanga well.

Personnel matters are well managed. Kaimahi position descriptions show clear links to key values of manaaki and aroha that align to the vision of the kōhanga. Kaimahi participate in regular appraisals and are committed to ongoing professional development and learning.

Health and safety policies, procedures and practices in place provide guidance for all aspects of kōhanga operations. Whānau promote a nurturing learning environment for mokopuna.

Kaimahi plan together to provide a well organised programme of learning that is responsive to the interests and needs of mokopuna. Whānau speak highly of kaimahi and express feeling well supported. This is particularly notable for mokopuna who have additional learning needs. 

Mokopuna progress and learning underpin assessment practices. Kaimahi are adept at documenting the holistic development and learning of mokopuna through the use of Te Whatu Pōkeka. Records capture learning and progress overtime and show clear links to planned learning outcomes. Kaimahi meet regularly to discuss elements of the learning programme and develop actions for improvement accordingly.  Mokopuna learn in a purposeful and supportive environment. 

Key Next Steps

While a current Child Protection policy is in place, the whānau have identified this policy as needing reviewing and updating.
