1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Hono ki Kōkiri is located in Wainuiomata. Whānau have close connections with Te Kōhanga Reo o Kokiri Marae and Te Kōhanga Reo o Paparakau. There are strong connections within the community to support all whānau across multiple agencies. The operations of the kōhanga reo are well-managed and kaimahi are supported to carry out their roles and responsibilities. 

3 Evaluation Focus

How well do mokopuna show that they participate and enjoy their learning?

Mokopuna participate and show their enjoyment while they learn.

4 Findings - Mana Mokopuna

Mokopuna are provided with opportunities to participate in a range of learning experiences. Kaimahi work collaboratively to provide a programme that provides structure, choice and flexibility. Mokopuna are loved and well cared for by kaimahi who talk in a calm and gentle manner. Kaimahi provide mokopuna with a range of activities that are fun and enjoyable. They are deliberate in their use of pao and appropriate language strategies to support mokopuna language development. These include questions, prompts and repetition. Mokopuna appear happy as they play, learn and speak.

Mokopuna are learning and can recite their pepehā. This helps reinforce mokopuna connections to their turangawaewae. Pēpi are well supported to take part in the learning programme. Kaimahi constantly praise mokopuna for their participation and achievements. The learning environment is organised to meet the needs of different age groups. Resources are available for mokopuna to make decisions about play and follow their interests. Mokopuna appear settled, and happy.

Whanaungatanga is central to the kōhanga growth. Kaimahi are enrolled in Te Kōhanga Reo National Trust courses. External support is provided to further develop kaimahi knowledge and skills to become effective practitioners. This continues to be an important area, to support kaimahi to pursue their aspirations for mokopuna

Whānau work with kaimahi to develop and maintain a professional programme so that they continue to provide responsive learning for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that whānau work with kaimahi to develop and maintain a professional programme that supports them to provide responsive learning for mokopuna.

2 Context

Te Kōhanga Reo o Te Hono ki Kōkiri is located in Wainuiomata. Kōkiri Marae is the umbrella organisation, established in 1989 under the leadership of Keriana Olsen. A large number of whānau living in Wainuiomata attend Te Kōhanga Reo o Kōkiri Marae. Kōkiri marae provides a number of additional services to support vulnerable whānau in the surrounding communities.

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna show happiness in their learning through the encouragement and support of kaimahi.

4 Findings - Mana Whakahaere

Hui kaimahi are well attended and are held regularly with all three kōhanga reo in attendance. The tūtohinga provides clear direction for the management and operations of the kōhanga reo. There is a regular review of all policies and procedures. These align to current legislation. Strategic planning is informed by Te Ara Tūāpae that define key aspirations. Minutes include reporting about health and safety, including Covid-19, lockdown, and hygiene practices All employee documentation is current and in place.  Kaimahi appraisals are complete with an ongoing focus on professional development.

Management and kaimahi use creative ways to involve whānau through the use of social media. Whānau hui are well attended and purposeful. In addition, one on one meetings with whānau are used to share mokopuna learning and progress and to enhance whānau engagement.  Individual development of mokopuna is also shared with whānau through their profile books. Whānau are encouraged to contribute to the learning programme and give feedback.  Mokopuna observe their whānau and kaiako engaged in purposeful interactions.

Programme planning has purpose and intent and aligns to Te Whāriki, the early childhood curriculum. Aromātai processes and practices are in place. Programme evaluation is evident. Kaimahi use this information to make improvements to the programme. Mokopuna appear happy and settled in a nurturing environment. 

Key Next Steps

Covid-19 has impacted on the ability of kaimahi to participate in Te Kōhanga Reo National Trust professional training and support. ERO supports the view to explore ways to maintain ongoing professional development for kaimahi within the current Covid-19 environment.
