1 Context

Te Kōhanga Reo o Te Ara Tika is in Gore. The whānau share close relationships with the other kōhanga reo in their purapura. Whānau have a long history with the kohanga reo. The current kaimahi are all raukura from the kōhanga reo and Te Kura Kaupapa Maori o Arowhenua.

2 The Evaluation Findings

How well do children interact with others?

Children interact well with their peers and adults at kōhanga reo.

Ngā Taumata Whakahirahira

Children experience a well-structured environment. Kaimahi have established routines for self-care. Children know and follow these routines with confidence. Together babies and older children develop an understanding of their place in the kōhanga reo. Routines and expectations are explained gently. Kaimahi ensure children are aware of acceptable behaviour. Children are comfortable in their kōhanga reo.

Children are engaged in positive, loving interactions. Whānau relationships are based on respect and trust. Kaimahi role model care and concern to each other and to children. They praise children’s positive contributions. Babies are kissed and hugged. Older children are affirmed for their participation. Kaimahi are loving and caring. Efforts by children to imitate these respectful practices are celebrated. Children look to kaimahi for reassurance and care. Tuākana know and understand that their role is to care for the teina. Teina know they are safe and well loved. Children enjoy positive connections.

Children learn in a te reo Māori environment. All kaimahi are raukura from the local kura kaupapa Maori. They provide good examples, knowledge and understanding of te reo Māori. Children understand instructions and questions and respond accordingly. They respond appropriately to directions. Kaimahi use a range of language learning strategies to contribute to children’s language development. These include using language structures such as karakia, pepehā and mihimihi, waiata and fun activities. These all contribute to extending and enhancing children’s vocabulary. Children are developing as early learners of te reo Māori.

Children learn kaupapa that are based in Te Ao Māori. Wā hinengaro is a formal time for kaimahi to build children’s understanding of literacy and numeracy within kaupapa Māori. Waiata Māori, kemu and resources support learning kaupapa. Whānau and kaimahi provide opportunities for children to participate in events within the region. The recent Poly Cultural Festival gave the kōhanga reo whānau a chance to travel and interact with other kōhanga reo in their purapura. Children stood proudly on the stage with their purapura to show their learning and commitment to te reo Māori. The finale highlighted the importance of the kōhanga reo to whānau and kaimahi.

Key Next Steps

Access to learning resources for children is restricted. Kaimahi and whānau store most of the resources in large white storage containers. Easy access and opportunities for children to follow their interests throughout the day is limited. It is time for whānau to consider ways for children to take responsibility and develop independence as learners.

Planning and Evaluation

Kaimahi have well developed systems and processes in place to guide planning, assessment and evaluation. Whānau share their ideas for children’s learning. Planning is focused on Te Ao Māori and provides clear direction for children’s learning. Kaupapa matua and kaupapa whāiti are evident in planning. Children’s learning is well planned and organised.

Parents and whānau receive purposeful information about their children’s learning. Assessment methods include observations, learning stories, children’s artwork and making judgements about children’s progress. Kaimahi use whainga for the kaupapa to guide children’s assessment. Children’s learning is monitored.

Programme evaluation leads to improvement in kaimahi practice. Kaimahi have an established process for regularly reflecting on the quality of teaching and learning. The focus is on continually improving outcomes for children. Templates for programme evaluation supports kaimahi to identify improvements to the learning programme. Children’s outcomes are important.

Whānau are active, contributing members of the kōhanga reo. Regular well-attended meetings give them opportunities to make informed decisions about managing the kōhanga reo. Kaimahi provide wānanga for whānau to improve their understanding of te kaupapa of the kōhanga reo and Nga Pou e whā. Whānau policies are current and meet legal obligations. Action planning records the progress made by the whānau in meeting its annual and strategic goals. Personnel management systems, files and documents ensure staff professional and personal needs are met. Staff are encouraged and supported by whānau to attend wānanga and hui that build capability and sustain good practice.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • provide access and a wider range of resources for children.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Ara Tika will be in three years.

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

I te wā o te arotake, i whakamātauhia e Te Tari Arotake Mātauranga ngā pūnaha o te kōhanga reo ki te whakahaere i ngā āhuatanga i raro iho nei e whai pānga nui ana ki te waiora o ngā tamariki:

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)
  • te tū tika o ngā kaimahi (tae atu ki ngā taumata tohu mātauranga; te arowhai a ngā pirihimana; ngā rēhitatanga kaiako; me te tatauranga ki waenga i te kaiako me te tamaiti)

4 Te Taunakitanga

Te Kōhanga Reo o Te Ara Tika is in Gore. Children show they understand the value of whanaungatanga. They have a sense of belonging and enjoy developing leadership responsibilities. Children are encouraged to make choices in their learning, and experience a range of activities that support te reo Māori.

The next ERO review of Te Kōhanga Reo o Te Ara Tika will be in three years.

1 Context

Te Kōhanga Reo o Te Ara Tika is in Gore. New kaimahi have been appointed since September 2015. The majority of whānau members are new to the kōhanga reo and its kaupapa. Kaimahi and whānau work together to manage the day-to-day running of the kōhanga reo.

Since the last ERO Report 2012 there have been changes with kaimahi, whānau and their relationships with the Purapura. The Kōhanga Reo National Trust and Te Rūnakanui o Kāi Tahu are providing guidance and support for the kōhanga reo whānau.

2 The Review Findings

How well do children show confidence to interact with others?

Children show confidence to interact with others as they learn about the value of whanaungatanga.

Mana Tangata

Children are learning to express themselves in meaningful ways. Tikanga Māori is an integral part of the daily programme. Kaimahi use mihimihi, karakia, karanga and waiata to promote and build children’s knowledge about tikanga and dialect specific to Kāi Tahu. Routines are well established. This enable children to share their whakapapa and pepehā in a whanau supported environment. Children are happy learning about who they are.

Children experience te reo Māori in different contexts. Kaimahi use strategies to support children’s listening skills and te reo Māori development. Learning activities provide children with language structures that enables them to respond to simple instructions and to answer questions. Kaimahi introduce new words and phrases to strengthen children’s communication skills. Children are learning to use te reo Māori in their interactions with peers and adults.

Children learn in supportive environment. Kaimahi have established positive relationships with whanau members. They use this information to find appropriate ways to respond to children’s needs. Values of respect and aroha are integrated into the learning programme to foster kindness and affection. Praise is regularly used to acknowledge children’s efforts and grow their confidence and self-esteem. Children’s interactions foster a sense of place and belonging.

Children are developing leadership responsibilities. Kaimahi model leadership for children. Children participate in activities that builds their confidence to shine as leaders. Formal learning activities provide opportunities for children to observe leadership models. Children enjoy leading.

Children are learning to follow their interests. Kaimahi deliver a programme that caters for the range of ages in the kōhanga reo. Activities are organised for whole group and age group learning. Tuakana are encouraged to work in pairs, groups and also independently. Teina are supported to be creative in their learning. Children are learning to make choices.

Key Next Steps

Children language can be further strengthened. The whānau recognise that more can be done to increase children’s skills and ability to use te reo Māori. Although most kaimahi engage in conversation with children it is not consistently applied. Children’s preferred language of communication is English. Children’s ability to use te reo Māori is not well supported.

Planning and Evaluation

Children’s learning is planned. Kaimahi have implemented an approach that incorporates planning expectations and flexibility of delivery. They have overviews for the year and term plans, including learning objectives. They meet each week to reflect on the delivery of the programme, and to plan for the following week. Children’s needs are important to kaimahi.

Children’s holistic development guides whānau management practices. Te Korowai and Ngā Pou e Whā are key documents that emphasise collective decision making that focus on children. There are defined expectations for reporting about children’s learning and operational matters. Children’s learning is a priority.

Children’s learning informs kōhanga reo strategic direction. Te Ara Tūāpae framework identifies whānau objectives and priorities for the next three years. Strategic goals are based on whānau expectations, reflected in kōhanga reo policies and procedures that guides kōhanga reo practices. Whānau are strengthening their evaluation practices to include monitoring their progress against their annual goals. Improved evaluation practices will impact positively on children’s holistic development.

Key Next Steps

Kaimahi understanding of internal evaluation is still developing. Whilst kaimahi discuss learning programmes to improve the delivery of learning programmes, they do not record decisions to bring about change. Children’s learning can lead to better outcomes by improving kaimahi and whānau evaluation practices that maintains a focus on continual improvement.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • implement personnel policies to ensure kaimahi fulfil employment responsibilities
  • kaimahi to develop and implement links between programme planning, programme evaluation and assessment to raise the quality of children’s learning.
